CMP is a transport sector master plan-cum-investment program document to meet


the mobility concerns arising from the population and business growth of the study
area.
COMPREHENSIVE MOBILITY PLAN ( JAIPUR DEVELOPMENT AUTHORITY)
• CMP of Jaipur City is a 20 year old policy document prepared for the Jaipur Development
Authority (JDA) in 2010.
• Initiated by Jaipur Development Authority to guide an integrated Transport growth for the city.

NATIONAL URBAN TRANSPORT POLICY
Formulated by the Ministry of Urban Development in 2006 to transform the current urban transport
system into a safe, convenient and efficient transportation system across all urban areas in India. The
Objectives include:
• Integrating land use and transport planning
• Priority to the use of public transport
• Integrated public transit system
• Pedestrian Facilities and pathways
• Non- motorized Vehicles
• Parking and Freight Traffic Management
• Capacity building
• Road safety
• Pollution Reduction 4
MOBILITY ISSUES – SNAPSHOT OF TODAY
A few of the many issues have been highlighted:
• The study area has a total road network of around 1500 km. Approximately 34% of the roads are
two lane roads. Although 52% of the roads surveyed are 4 lane, parking and encroachments on
carriageway has led to underutilization of the road capacity.
• The average annual growth rate of vehicles in Jaipur is 13%. Increase in the number of registered
vehicles on the limited road space has led to overcrowding and congestion on roads.
• Absence of off-street parking has led to haphazard parking along the road leading to congestion
especially in the CBD area.
• Lack of organised NMT facilities such as pedestrian crossings, cycle and rickshaw stands, bicycle
lanes etc.

Implementation Strategy (3 Phases):
• First phase focusses on improving Public Transit Systems, Mobility Corridors, NMT
infrastructure, parking and traffic management measures.
• Second and Third Phase focusses on Public Transit and NMT modes while bringing in road
capacity augmentation.
Targets and Indicators:
Its target aims to achieve the goals by 2031. Targets include:
• 50% and 35% ridership by public transport and NMT, respectively
• 1000 registered IPT vehicles per lakh of population
• 100% coverage of roads with footpath
• Zero fatalities 7

Meeting Financial Requirements:
Jaipur CMP requires a financial amount of Rs. 24,000 crore to meet its targets for 2031. The Plan
envisages the following key sources to meet its investment:
• Government Sources (Urban Transport Funds for Public Transport)
• Public – Private Partnership
• Pricing of Transport services and reduction in costs
Institutional Recommendations:
Its is a 3 tier system, which include:
• State Transport Planning and Regulatory Commission (STPRC)
• Development Authority; and
• Implementers and Operators
