BARANGAY NAGBACALAN
WHEREAS, Executive Order No. 309, series of 1988 as amended the establishment of a Local
Peace and Order Council;
WHEREAS, with enactment of RA 6975, otherwise known as the Department of the Interior and
Local Government Act of 1990, the Philippine National Police (PNP) has been created in lieu of the
former PC/INP, while the National Police Commission (NAPOLCOM) was reorganized, with the
Secretary of the Department of the Interior and Local Government (SILG) as ex-officio Chairman of the
new Commission;
WHEREAS, the aforementioned organizational changes has altered the composition and
structure of the Peace and Order Council (POC), such that further amendment of Executive Order No.
309, s 1987 as Amended by Executive Order No. 317 s 1988, Executive Order No. 320 s 1988, Executive
Order No. 20s1992 and Executive Order No. 366s1996 are again imperative to conform with the
provision of RA 6975;
Section 1. Reorganization and Composition of the Barangay Peace and Order Council. Pursuant
to Article 186 of the Implementing Rules and Regulation of RA 7160 and further reiterated by the
aforecited Executive Orders, there is hereby reorganized a “Barangay Peace and Order Council” to be
composed of the following:
Section 2. Functions and Responsibilities of the Barangay Peace and Order Council, the BPOC
shall have the following duties and functions.
1. Monitor and coordinate the implementation of peace and order programs and projects at the
barangay level;
2. Serve as an information gathering mechanism;
3. Monitor and check the nefarious activities of criminal elements;
4. Identify barangay constituents with strong deviant behavior for referral to appropriate
authorities;
5. Maintain continuing dialogue, close coordination and rapport with higher levels of the peace
and order councils and law enforcement units;
6. Formulate plans and recommend such measures which will improve or enhance peace and
order and public safety in their area of responsibility;
7. Monitor, coordinate and supervise the operation of community-based anti-crime movements
within the barangay;
8. Make periodic assessments of the prevailing peace and order situation in their respective areas
of responsibilities and submit report with appropriate recommendations to the higher level of
Peace and Order Council; and
9. Perform such order functions which may be assigned by higher level Peace and Order Council.
Section 3. Meetings – The BPOC shall meet at least once a month or as often as it may be
necessary.
