Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization
and coordination of the work of the Telecommunication Development Sector of the
Union (the Union has three functional sectors: Standardization, Radiocommunication
and Development) which deals mainly with development policies, strategies,
programming, as well as technical cooperation activities (expert missions, training
programmes, field projects, seminars, etc.).
Duties / Responsibilities
Under the direction of the BDT Director, the incumbent is responsible for performing the
following duties:

Undertakes research as requested by the Director, and prepares briefing notes,
recommendations and follow-up reports, as necessary.
Provides the Director with background information drawn from sources such as
the activities of the Bureaux and the General Secretariat.
Liaises and coordinates with competent ITU Bureau/Departments to compile
relevant information as required by the Director.
Prepares technical briefings for the Director for conferences and meetings and
assists the Director at those conferences and meetings.
Reviews all invitations and proposed missions addressed to the Director;
assesses their importance and priority; collaborates with the Director, taking
into account the Director's schedule and commitments, for Director's decision
on attendance; prepares response to such invitations based on the Director's
Plans, with the assistance of the competent Departments of the Secretariat, the
Director's missions; coordinates mission plans (schedule, interlocutors, topics,
speeches); ensures that the relevant documentation is prepared; assists the
Director during his/her mission whenever required; and coordinates follow-up
activities.
Provides assistance in overseeing documents submitted; alerts and provides
advice; and prepares recommendations for the Director.
Coordinates special intersectoral projects and ensure their follow-up.
Performs any other related duties in order to ensure the success of the BDT
Director Office.

Qualifications required
Education:
Advanced university degree in Business Administration, Public Administration, Social
Science or a related field OR education from a reputed college of advanced education
with a diploma of equivalent standard to that of an advanced university degree in one of
the fields above. For internal candidates, a first university degree in one of the fields
above in combination with seven years of qualifying experience may be accepted in lieu
of an advanced university degree for promotion or rotation purposes.
Experience:
At least five years of progressively responsible experience in the field related to the post,

with experience in areas such as project management, management consulting, sales and
marketing, and business development, including at least two at the international level.
Experience in managing complex relationships across different stakeholder groups
(government, civil society, private sector) would be an advantage. A Doctorate in a
related field can be considered as a substitute for two years of working experience.
Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English,
French, Russian, Spanish) at advanced level and knowledge of a second official language
at intermediate level. Knowledge of a third official language would be an advantage.

Salary:
Total annual salary consists of a net annual salary (net of taxes and before medical
insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost
of living allowance). The PA is variable and subject to change without notice in
accordance with the rates as set within the UN Common System for salaries and
allowances.

Le Bureau de développement des télécommunications (BDT) est responsable de

Unité organisationnelle:
Au sein du Bureau de développement des télécommunications (BDT) de l'UIT, l'Adjoint au
Directeur & Chef du Département de l'administration et de la coordination des opérations
(DDR) est chargé de seconder et de conseiller le Directeur en ce qui concerne la direction et
la gestion du Bureau, y compris sur toutes les questions se rapportant au personnel et au
processus de planification stratégique, financière et opérationnelle. Le Département est
chargé de diriger le processus de planification opérationnelle, d'évaluation et d'établissement
de rapports dans le cadre du Plan d'action adopté par la Conférence mondiale de
développement des télécommunications en coordination avec les chefs des autres
Départements du Bureau et les directeurs des Bureaux régionaux. Le Département est chargé

de la gestion de la Division de l'administration (ADM), de la Division des services d'appui
(SUP) et du Service d'appui informatique (ITS). Il est également chargé de coordonner la
préparation des conférences et des réunions et de suivre l'application des décisions émanant

assemblées des autres Secteurs pour les questions relevant du BDT ainsi que du Groupe

Qualifications requises
Formation:
Diplôme universitaire supérieur en sciences politiques, administration des entreprises,
télécommunications ou dans un domaine connexe OU formation reçue dans un établissement
d'enseignement supérieur de réputation établie, sanctionnée par un diplôme de niveau
équivalent à un diplôme universitaire supérieur dans l'un des domaines précités. Pour les
candidats internes, un titre universitaire de premier cycle dans l'un des domaines précités,
associé à dix années d'expérience professionnelle pertinente, peut remplacer le titre
universitaire supérieur à des fins de promotion ou de rotation.
Expérience:
Au moins sept années d'expérience à des postes à responsabilité croissante dans
l'environnement des TIC, de préférence à des fonctions liées à la planification stratégique ou
à la gestion axée sur les résultats dans un contexte international, dont au moins trois ans au
niveau international. Un doctorat dans un domaine connexe peut être considéré comme
équivalent à trois années d'expérience professionnelle.
Langues:
Connaissance de l'une des six langues officielles de l'Union (anglais, arabe, chinois, espagnol,
français, russe) au niveau avancé et connaissance d'une deuxième langue officielle au niveau
intermédiaire. La connaissance d'une troisième langue officielle serait un avantage. (Selon les

Under the overall supervision of the FAO Representative in Bangladesh and direct
supervision of the chief Technical Advisor the Food Systems City Coordinator Position will
support the Dhaka Food systems project. The duties and responsibilities will include, but
not limited to the followings:

Technical Focus
Support to implementation of FAO nutrition and food systems agenda at global, regional,
sub regional and/or country level.
plans and result frameworks as endorsed by the project management team and City
Coordination Committee;
• Facilitate the implementation of city-level activities, these are related to food
waste, retail and wholesale markets, distribution of food, food safety regulations and
enforcement, campaigns to raise awareness, amongst others;
• Facilitate city-level dialogues with stakeholder partners;
• Prepare annual training plans with a quarterly breakdown, prepare budgets for
each training course and send to HQ through CPB for approval and subsequent
execution;
• Support the development of training materials – including documenting lessons
learned -- to ensure that information is adequately targeted at a variety of different city-
level audiences;
• Coordinate and deliver trainings to Local Government officials and urban
stakeholders on a variety of technical capacity building areas related to urban food
systems;
• Lead stakeholders to analyse various aspects of the city-level food system in
each city(ies) resulting in the creation of city-level food systems profiles, reports, and
information packages;
• Maintain close communication with the Ward Offices of City Corporations and
mobilize ward-level officials/resources to execute/monitor Dhaka Food Systems
implementation;
• Ensure timely preparation of periodic monitoring reports related to
programmatic activities and finance to be submitted to HQ staff, identify gaps and
undertake corrective actions on time;
• Ensure proper management of project resources, i.e. vehicle, equipment and
oversight administration and financial management at the city level for optimum uses and
ensure security of resources;
• Coordinate and communicate with relevant high-level government officials,
donors, NGOs, academic institutions and the private sector agencies present at city-level
to establish linkages/partnerships to synergize project resources, experience sharing, and
coordinate activities with the Dhaka Food System project;
• Provide support to the Dhaka Food Systems CTA on activities related to liaison
with various city-level stakeholders, and assist in establishing a continuous dialogue;

• Lead effective and efficient management of project staff and office
environment, including ensuring efficient office management procedures, maintain up to
date record keeping, and proper use of project vehicles and other equipment in the
city(ies);

Organizational Setting
Within the context of the broadening collaboration in the humanitarian development
nexus, FAO and the European Union have developed the Global Network against Food
Crises Partnership Programme as one of the key mechanisms supporting FAOs work on
food security, risk and resilience measurement and analysis, under the Strategic Objective
5 'Increase Resilience of Livelihoods to Threats and Crises'. The aim of the initiative is to
generate and disseminate the evidence required to support better-targeted prevention
and coordinated responses to food crises through: (i) increasing the level of coordination
and the global governance around food security analyses with tools such as the Global
Report on Food Crises; (ii) promoting a more systematic use of such analyses for strategic
planning and coordination of sustainable solutions to food crises; and (iii) enhancing the
use of analyses within existing high-level initiatives/bodies to facilitate more coordinated
and effective action in response and prevention of food crises.
This approach is, in part, underpinned through a strong monitoring evaluation and
learning component, which supports continuous improvement in design, implementation
and targeting of interventions aimed at sustainably addressing food crises. The
Programme prioritizes response to demands in focus countries concentrated in four
regions: Sahel, Horn of Africa, the Near East and Central America, with the provision of
technical leadership and coordination, from headquarters and dedicated capacity in three
analytical hubs (Horn of Africa, Sahel and the Near East), to approximately forty countries
in addition to specific country-level investments in approximately ten countries.
Within this context, the Programme Officer (Food Crises) will support the coordination,

implementation, monitoring and evaluation of the Programme's activities related to food
security, risk and resilience analysis and related investments.
Reporting Lines
The Programme Officer reports to the Senior Food Security Officer (Crises Analyst and
Resilience Adviser) under the overall guidance of the Strategic Team Leader.
Technical Focus
Planning, development and implementation of food security, resilience analysis in
support of evidence based decision making at regional and country level.

Key Functions
