AFFIDAVIT

I, JOSEPH OMAR A. CASTILLO, Filipino, of legal age, and with office address at Suite 2802,
Discovery Center, 25 ADB Avenue, Ortigas Center, Barangay San Antonio, Pasig City, after having been
sworn in accordance with law, hereby depose and state under oath that:

1. I am the duly authorized representative of FORT PILAR ENERGY, INC. (“FPEI”), a

corporation duly organized and existing under and by virtue of the laws of the Republic of the
Philippines, with principal office address at Suite 2402, Discovery Center, 25 ADB Avenue, Ortigas
Center, Pasig City.

2. I respectfully attest and submit, under oath, that the following circumstances clearly
warrant the issuance by the Honorable Commission of a provisional authority or interim relief in the
Application for Authority to Develop, Own, and/or Operate the Dedicated Point-To-Point Limited
Transmission Facilities to Connect the ± 60MW Pitogo Battery Energy Storage System (“Pitogo BESS”)
to the Mindanao Grid via direct connection to the Pitogo 138kV Substation of the National Grid
Corporation of the Philippines (“Dedicated Facility Project”), with prayer for Provisional Authority and
Confidential Treatment of Information (“Application”).

a. The service that the Pitogo BESS Project can provide to the Mindanao Grid via the
Dedicated Facility Project is beyond question and a matter that the Honorable
Commission may take judicial notice of.

b. The approval of the Application of the Dedicated Facility Project to the Mindanao Grid
via the Dedicated Facility Project is a pre-requisite for the testing and commissioning,
and ultimately, the commercial operations of the Project.

3. The foregoing constitutes clear and sufficient basis for the issuance of a provisional
authority or interim relief pending the issuance of a final order or decision in the instant Application.

4. I am executing this affidavit in support of the Application filed by FPEI with the
Honorable Energy Regulatory Commission.
