Dear Co-Chair Kosinski and Commissioner Casale,

I read with great concern an article published on January 21, 2022 concerning recent legislation to permit New
Yorkers at risk of contracting or spreading COVID-19 to vote by absentee ballot. You were quoted as saying:

“These actions are a direct threat to the integrity of the election process, designed to make it easier to
manipulate the votes of people voting by absentee ballot.”1

As Chair of the New York State Senate Elections Committee, I take allegations of fraud and vote manipulation
extremely seriously. Your statement as quoted in this article indicates you have direct, personal knowledge
of specific incidents of vote manipulation using absentee ballots in New York. I am eager to learn more
about these incidents you describe.

Please describe, in detail, the evidence you have so far collected that indicate the existence of vote fraud and
vote manipulation related to New York’s absentee ballot process. Please provide specific examples of election
contests impacted by such vote manipulation and the extent of such impact, as well as the referrals your office
has made to the Attorney General, the US Department of Justice or other relevant law enforcement agencies.

Please share as much detail as you can, without jeopardizing any ongoing investigations being conducted by
you, your staff or any other authorities.

As you seemed to have these details top-of-mind in your statement to a reporter, I trust it will not be difficult for
you to share whatever evidence you can with my office. Therefore, please provide your responses in writing
to me no later than 5pm on Friday, January 28, 2022. I eagerly await your reply.
