working in Dubai regarding taking necessary precautions during the
periods of Weather instability and Strong winds

Building Control Department of Dubai Municipality convey you best regards

and appreciates the efforts made by all companies working in the building
sector,

Regarding the efforts made by Municipality to maintain public safety and

Considering the risks that may be resulted by Instable weather conditions,
strong winds and rain and its impact on existing buildings and the projects
under construction in Dubai, and the dangers that may affect the safety of
life and property,

We call upon all companies working within the geographical boundary of the
Emirate of Dubai to follow up weather publications that are constantly
issued by the concerned government authorities to fix weather forecasts, to
take necessary precautions and immediate measures in order to ensure the
safety of their buildings and projects. That is to keep the stability of these
facilities when buildings are exposed to weather fluctuations and strong
winds, to avoid any accidents of collapse or flying of installation materials
especially metal structures, fences and billboards fixed on the facades and
roofs of buildings.

The inspection teams will visit and ensure the validity of equipment, cranes,
lifting machines of people and materials used in projects under construction;
We would like to notify you that it is necessary to consider the periodic
follow-up on workers working the external facades and at high altitudes,
and finally Arrange the periodic visits by the supervisory boards to the
suspended project to ensure the stability of those buildings and facilities.

We notify everyone to inform the municipality urgently in case of any risks

or finding any facilities in an unstable condition or poor construction status
by calling the Call Center No: 800900 in order to treat the situation in best
technical and engineering methods.

Hope that everyone will abide by what are stated in this circular in each
special stage, and cooperate with the orders of circular for the public
interest.

‫تعميم إلى جميع مكاتب االستشارات الهندسية وشركات المقاوالت العاملة في إمارة دبي‬
‫بشأن اتخاذ االحتياطات الالزمة خالل فترات عدم االستقرار الجوي والرياح الشديدة‬

‫بداية تهديكم إدارة رقابة البناء ببلدية دبي أطيب التحيات وتثمن الجهود المبذولة من كافة‬
‫الشركاء العاملين ضمن قطاع اإلنشاءات ‪ ،‬عليه وفي إطار الجهود التي تبذلها البلدية في الحفاظ‬
‫على السالمة العامة ونظرا ً للمخاطر التي قد تنتج عن حاالت عدم استقرار األحوال الجوية‬
‫إمارة‬ ‫والرياح الشديدة واألمطار وتأثيرها على المباني القائمة والمشاريع قيد االنشاء في نطا‬
‫دبي‪ ،‬وما يمكن أن تشكله من مخاطر على سالمة األرواح والممتلكات‪ ،‬عليه فإننا نهيب بكافة‬
‫الجغرافي لإلمارة بضرورة المتابعة الدائمة للنشرات الجوية‬ ‫شركائنا العاملين ضمن النطا‬
‫الصادرة عن الجهات الحكومية المختصة بتحديد توقعات حاالت الطقس واتخاذ ما يلزم من‬
‫احتياطات وإجراءات فورية بغرض التـأكد من سالمة المباني والمشاريع التابعة لهم وثبات تلك‬
‫المنشآت في حال تعرضها لتقلبات الطقس والرياح الشديدة وذلك تالفيا ألية حوادث انهيار أو‬
‫تطاير مواد بالمنشآت خاصة الهياكل المعدنية واألسيجة واللوحات االعالنية المثبتة على واجهات‬
‫وأسطح المباني‪ ،‬وضرورة زيادة دوريات الفحص والتأكد من صالحية المعدات والرافعات البرجية‬
‫وآليات رفع األشخاص والمواد المستخدمة في المشاريع قيد االنشاء‪ ،‬كما نود التنويه إلى ضرورة‬
‫تكثيف المتابعة الدورية للعاملين على الواجهات الخارجية وعلى ارتفاعات عالية‪ ،‬وأخيرا تنظيم‬
‫زيارات دورية من قبل أجهزة االشراف للمشاريع المتوقفة عن العمل والمهجورة للتأكد من ثبات‬
‫واستقرار تلك المباني والمنشآت‪.‬‬
‫كمــا نهيــب بــالجميع ضــرورة إبــال البلديــة بشــكل عاجــل فـي حــال وجــود أ يــة مخــاطر أو منشــآت‬
‫بوضــعية ريــر مســتقرة أو بحالــة إنشــائية ســي ة مــن خــالل التواصللم مللع مركللا االتلللال ‪800900‬‬
‫وذلك بغرض معالجة الوضع بأفضل الطر الفنية والهندسية‪.‬‬
