PROGRESSION FOR MASTER TEACHER POSITION WITH REITERATION

1. The Schools Division Office issues policy on the clarification with reiteration on the
classification and career progression of Master Teacher position. This guideline is issued
due to different interpretations from the division, districts, and schools on MEC 10 s.
1979 and DECS 57 s. 1997 respectively.

2. The basic rule in statutory construction, "if the law is clear, there is no room for
interpretation instead apply it." Also, it has been noted that there were additional
requirements, which run contrary to the existing guideline.

3. Enclosed is the guideline on the classification and career progression of the Master
Teacher position with reiteration for your reference.

4. All previous issuances inconsistent with this policy are hereby rescinded, repealed, or
modified accordingly.

5. This policy shall take effect immediately upon issuance.

6. Widest dissemination of this Order is hereby desired.

1. In line with the ranking and appointment of master teacher position, MEC 10 s. 1979 or
"Implementing Rules and Regulations for the System of Career Progression for Public
School Teachers" in reference to DECS Order No. 57, s. 1997 otherwise known as
"Further Implementation of the Career Progression System for Master Teachers,"
shall be strictly observed.

2. Several interpretations coupled with Regional and Division Memorandum, which runs
contrary to the exiting guidelines, specifically the MEC 10 s. 1979 and DECS 57 s. 1997
respectively. The basic rule in statutory construction, "if the law is clear, there is no
room for interpretation instead apply it." Also, it has been noted that there were
additional requirements for the ranking and appointment of Master Teacher position.

3. Therefore, the Schools Division Office issues a guideline on the classification and career
progression for master teacher positions with reiteration. Implementation of these policies
is likewise enjoined.

II- SCOPE OF THE POLICY

This policy provides guidelines based on MEC Order 10, s. 1979 and DECS Order No.
57, s. 1997. In addition, it shall apply to all applicants for the master teacher position in
Zamboanga City Division. Besides, this guideline shall not cover those teachers who were
appointed prior to its effectivity.

III- DEFINITION OF TERMS

1. Division Selection Committee - refers to the committee created by the Schools Division
Superintendent who shall be responsible for reviewing and validating the ranking and
supporting documents of the applicant for the Master Teachers position. It shall also be
responsible for endorsing to the Schools Division Superintendent the nominees in
accordance with the number allotted.

2. District/School-Based (secondary) Selection Committee- refers to the committee


responsible for selecting qualified applicants for Master Teacher in their respective
district/secondary school. It shall also be responsible for reviewing all the
districts/secondary schools' documents, carefully checking whether all the candidates
meet the criteria specified. It shall certify that the candidates meet the requirement and
supporting documents are authentic.

3. Qualification standard- refers to the minimum requirements provided in the ranking


and appointment for the classifications and career progression of Master Teacher as
defined in MEC 10, s. 1979 and DECS Order 57 s. 1997.

DepEd Zamboanga City has hereby established guidelines on the classification and career
progression of the Master Teacher position with reiteration pursuant to MEC Order 10, s.
1979 and DECS Order No. 57, s. 1997.

V- GUIDELINES

1. Procedure

The following procedure must be observed:

1.1. Widest dissemination of the criteria for the selection of Master Teachers shall be
done in the division, districts including schools;
1.2. The school head is required to submit to the District Selection Committee the
names of candidates for Master Teacher and the supporting documents. In the
case of secondary schools, the school head shall invite qualified applicants for
ranking to be conducted in their respective schools;
1.3. The tentative list of candidates for Master Teacher shall be posted in all schools at
least seven (7) working days. Any teacher who feels he/she deserves to be on the
list but has not included may request for the inclusion provided he/she can present
supporting documents to justify his/her claim. To avoid the possibility of
deserving teachers being by-passed by the District/school Selection Committee. A
teacher who feels that his/her justified request had been ignored may bring his/her
case directly to the Division Selection Committee provided school head shall be
notified in writing of his/her intentions;
1.4. The District/School Selection Committee shall review all recommendations and
carefully check whether all candidates meet the criteria specified. It shall also
certify that the candidates meet the requirements and supporting documents are
authentic;
1.5. In case there are corrections in the ranking made by the district/school, the
Division Selection Committee shall furnish the copy to the District/School
Selection Committee of the final ranking;
1.6. The Division Selection Committee shall rank all candidates from districts/Schools
and shall endorse to the Schools Division Superintendent the nominees in
accordance with the number allotted. The SDS shall make a recommendation to
the Regional Director;

2. Master Teachers Allotment

The Positions for Master Teacher (MT) shall be allotted proportionally based
on the number of teachers. Likewise, it shall be distributed proportionally among the
number of districts: The allotment shall as follow:

2.1. Elementary. The total number of Master Teacher position shall not exceed 10%
in the district:

2.1.1 Master Teacher I position shall not exceed 6.6% of the total number
of authorized teacher positions;
2.1.2 Master Teacher II position shall not exceed 3.4% of the total
number of authorized Master Teacher I positions;
2.1.3 Master Teacher III position shall not exceed 25% of the total
number of MT 1I positions;
2.1.4 Master Teacher IV position shall not exceed 25% of the total
number of Master Teacher III positions.

2.2. Secondary. An allotment of one (1) MT position per subject area for at least 5-
7 teachers is pursuant to DECS Order No. 70 s. 1988.
2.3. The Schools Division Office shall ensure that number of Master Teacher positions
shall be distributed proportionally among districts/schools.

4. Clarification and reiteration in the ranking and appointment of Master Teacher:

4.1. Qualification standard shall be used to determine whether or not the applicant is
qualified for Master Teacher position and shall NOT be given corresponding
points;
4.2. Demonstration Teaching is NOT a requirement for a Master Teacher position.
Demonstration teaching shall only be used if, in case the applicant failed to meet
the minimum 25 points for Master Teacher I and 30 points for Master Teacher II,
respectively;
4.3. Teacher-applicant shall be eligible to apply for Master Teacher position provided
he/she must have at least Very Satisfactory performance for the last three (3)
rating period for Master Teacher I to III and outstanding performance for the last
three (3) rating period for those teachers who will apply for Master Teacher IV
but shall NOT be given points;
4.4. Certificate of training shall NOT be given additional points in the selection and
ranking of Master Teacher position;
4.5. The Division Selection Committee, District Selection Committee, and School-
Based Selection Committee shall strictly observe the criteria and indicators stated
in item 5 of this policy for the selection and ranking of Master Teacher position;
4.6. In the appointment, the next in rank rule shall apply. This means in case there are
Teacher III or Teacher II applicants who are qualified for the Master Teacher
positions, the Teacher I shall not be considered for appointment unless all
qualified applicants are Teacher I. In this case, the District/School Selection
Committee shall be required to submit a certification that is indeed NO Teacher II
or Teacher III interested in applying for Master Teacher.

VI- MONITORING AND EVALUATION

The Schools Division Office, through Division Selection Committee, in coordination with
Human Resource Management Promotion and Selection Board, shall continuously gather
feedback on the implementation of this policy.

VII-EFFECTIVITY

This policy shall take effect immediately upon issuance and shall remain in force and effect
unless sooner repealed, amended, or rescinded.
