1. INTRODUCTION
Each landfall section covers the preparation of a dredged/excavated trench and the
subsequent backfilling after the installation of the pipeline.
The work of constructing the landfall sections shall include as a minimum survey,
dredging, excavation, both onshore and offshore, placing of pipe bedding if required and
backfilling after pipeline pull ashore, in accordance with the design, engineering and
safety requirements, planning conditions and environmental constraints.

2.1. General
2.1.1. The latest issue of the following codes, standards and regulations shall
form part of this Specification. In the event of conflict between this Specification and
other specifications, data sheets, applicable codes or references, written clarification shall
be sought from COMPANY before proceeding with the work.
3. GENERAL
3.1.1. All public roads must remain open during construction. The Spanish
landfall site is within a populated area and landfall construction during the summer
months is not permitted unless specifically approved by COMPANY.
3.1.2. The Algerian landfall site is within a populated area, and CONTRACTOR
must ensure that access is not impeded unnecessarily.
3.2.1. The areas both onshore and offshore at the proposed Spanish landfall site
(the extent of which is indicated on the Contract Drawings), is an environmentally
sensitive area and as such is subject to stringent conditions relating to construction
activities associated with the landfall.
3.2.2. The principal consideration relating to this sensitive area is the need to
minimise damage to the naturally occurring vegetation and marine seagrass during the
construction phases and to ensure the reinstatement of the same to its original condition
as recorded during the pre-entry survey on completion of the work.
3.3. Interfacing
3.3.2. The boundaries between the adjacent areas shall be fenced and/or gated in
accordance with this Specification. CONTRACTOR shall prevent any unauthorised
encroachment on or interference with COMPANY’S ONSHORE FACILITIES
CONTRACTOR(S) by CONTRACTOR’S construction activities.
3.4. Pollution
3.4.1. CONTRACTOR shall take all necessary precautions to ensure the efficient
protection of all land, streams, waterways, watersheds and reservoirs, against pollution
which may be likely to cause injury to animals or vegetation.
3.4.2. All plant and machinery shall be regularly maintained in such a manner as
to minimise spillage or oil or other pollutants. Drip trays shall be placed under all
stationary plant.

4.1.2. Estimates shall be made of the limiting weather, sea and current states in
which CONTRACTOR’s offshore dredging and backfill spreads can operate, while
ensuring the safety and integrity of the personnel, equipment, pipelines, the WORK and
any other facilities in the WORK area.

Emergency/contingency procedures.
4.4.1. CONTRACTOR shall apply, via COMPANY, for and obtain all necessary
permits for temporary and permanent dumping of dredge spoils. This shall include
submission of drawings, calculations, procedures and any other information required by
the relevant Coastal Authority.
4.5.2. All relevant permits for handling, transportation, storage and use of the
explosives shall be obtained by CONTRACTOR and presented to COMPANY prior to
mobilisation of the blasting spread and materials.
5. EQUIPMENT
5.1. General
5.1.1. The selection of the most suitable vessels/equipment for the landfall
construction and pull-in operations shall be the responsibility of CONTRACTOR.
5.1.3. CONTRACTOR shall provide all equipment, plant and tools sufficient for
the proper and efficient performance of the WORK.
5.2.3. Where COMPANY has approved equipment, plant and tools, the
CONTRACTOR shall not modify such in any way without the prior approval of the
COMPANY.
5.3.1. Mobilisation of any offshore vessels, personnel and equipment shall take
place at a port mutually agreed between COMPANY and CONTRACTOR.
5.3.2. Prior to the mobilisation of any positioning systems on any vessel, the
system shall have been checked and calibrated in accordance with COMPANY
Specification P2-PL-SPC-20419. Under no circumstances shall uncalibrated survey
equipment be allowed to be used for the WORK.
5.4.1. All vessels shall be subjected to an acceptance trial prior to approval being
given by COMPANY for the completion of mobilisation and the commencement of the
WORK.
5.4.3. The location of the trials shall be mutually agreed between COMPANY
and CONTRACTOR and shall be close to the work location.
5.4.4. The trials shall consist of, but not be limited to the following;
5.4.5. Personnel who will ultimately perform the work outlined in this
Specification shall also participate in the acceptance trials.
6. SITE PREPARATION
6.1.2. The survey shall consist of a photographic record (digital video and still
photography) of the pipeline route, associated WORKSITES and access routes to agree
and record the existing conditions before any WORK commences.
6.1.4. Any difference between CONTRACTOR’s survey and the existing survey
data shall be drawn to the attention of the COMPANY.
6.1.5. CONTRACTOR shall also survey the pipeline route and all WORKSITES
to confirm alignment and elevations. CONTRACTOR shall positively locate and mark
all existing utilities.
6.2.1. Before fencing and clearing any part of the pipeline route,
CONTRACTOR shall give COMPANY five clear working days notice to enable
COMPANY to review the setting out of the line over that part of the route.
CONTRACTOR shall provide all reasonable assistance to COMPANY in performing this
review, including use of CONTRACTOR’s survey equipment and personnel.
6.2.2. Prior to fencing any working area, CONTRACTOR shall agree with
COMPANY the extent of working area necessary for the satisfactory construction of the
MARINE PIPELINE(S), within the limits of the maximum available site areas.
6.3.1. COMPANY will provide, in accordance with the agreed WORK TIME
SCHEDULE, all necessary rights of way over the working width. No personnel shall
enter land before permission has been granted by the owners and occupiers of the land
and confirmed by COMPANY to CONTRACTOR in writing.
6.3.3. During the initial stages of the work, prior to the erection of temporary
fencing, care shall be taken to keep gates shut, to avoid damage to fences and crops and
to comply with any reasonable request of landowners and occupiers. During the
construction period, personnel and equipment shall not trespass outside the designated
working areas and agreed accesses.
6.3.5. Prohibited areas may exist on the landfall sites, details of which will be
supplied by COMPANY. CONTRACTOR shall take all measures necessary, including
the erection of warning signs in appropriate locations to prevent site personnel gaining
access by the above routes.
CONTRACTOR shall strip the topsoil from each area to a depth agreed with
COMPANY, and store for re-use. If applicable, topsoil of different types shall be stored
separately. Care shall be taken to ensure that mixing of topsoil and subsoil cannot occur.
Topsoil shall be stored such that stockpiles are not subjected to any form of trafficking or
other physical degradation during storage.
COMPANY will obtain all necessary consents of permits from local Authorities or other
statutory bodies to form an opening into the site area. CONTRACTOR shall not
commence any work on or adjacent to the public roads until all such consents or permits
have been confirmed in writing by COMPANY.
CONTRACTOR shall locate and mark all utility services sited in the public road verge.
CONTRACTOR shall take great care when using the access, including the provision of
mud mats or similar measures to spread the load of construction traffic and to avoid
damage to the existing road or services.

CONTRACTOR shall install and maintain for the duration of construction all necessary
temporary road signs and traffic control measures to comply with all statutory
requirements and to minimise risk to traffic using the public road.
This access is only required for the duration of the work and shall be reinstated to its
original condition by CONTRACTOR at the end of the WORK.
Existing access road adjacent to the landfall site shall be upgraded as necessary to
withstand CONTRACTOR’s plant loadings. Roads shall be reinstated to at least their
original condition at the end of construction.
CONTRACTOR shall carry out any necessary drainage works in accordance with Section
6.6 of this Specification.
CONTRACTOR shall clear the site areas at the conclusion of the work. All imported
materials, geo-textile material etc. shall be removed from the sites and all land drainage
reinstated to at least its original condition.
CONTACTOR shall adequately protect any existing pipeline or cables by means of load-
carrying or spreading devices at any point where these services are likely to be traversed
by construction traffic. Details of which shall be supplied to COMPANY.
CONTRACTOR shall identify and mark the position and depth of any service in the
vicinity of the WORK and WORKSITE(S) before commencing the WORK. Services
shall be marked with conspicuous signs carrying the wording “Buried Pipe Below” or
“Buried Cable Below” as appropriate.
In the case of overhead services, CONTRACTOR shall supply high quality, brightly
coloured bunting at each side of each service. Bunting shall be erected at a height at least
1 metre below the lowest part of the overhead service and located in plan at a distance of
at least 5 metres and not exceeding 10 metres from the service. The bunting shall be
supplemented at each side of the service by conspicuous signs carrying the wording
“Danger Overhead Cables”.
Where poles or pylons supporting overhead services fall within the working area they
shall be surrounded by a substantial temporary fence at least 1 metre from the pole of
pylon and conspicuously marked to minimise the risk of damage. Topsoil shall not be
stripped within the confines of such protected fences.
CONTRACTOR shall maintain all protection measures for the duration of construction.
Any sign, burning, fencing etc. which may be damaged or displaced shall be immediately
repaired or replaced. All protection measures shall remain in place until completion of all
construction activities, including land reinstatement, and shall then be completely
removed.
6.5.1. The associated landfall beaches are accessible for the general public and
adequate fencing and pathways shall be provided and maintained by CONTRACTOR to
protect the public from the effects of the work.
6.5.3. Temporary fencing shall be provided around storage areas and excavations
for the safety and exclusion of the public.
6.5.5. Where it is not practicable to install fencing to the limits of the working
width, CONTRACTOR shall erect suitable demountable fencing or gates across the
working width. These shall be readily removable but shall normally be left in place,
closing off the landfall site from the beach when no work is in progress.
6.5.6. Due care shall be taken to ensure that persons cannot climb over or under
the fencing.
6.5.7. Fencing shall be carried out before any topsoil stripping or excavations are
carried out.
6.5.8. Minimum requirements for the fencing and gates at public access points
shall be;
1.4m high;
Hot dipped galvanised chain link mesh and hardware;
Tension wires 3 mm diameter shall be installed at the top, bottom and middle of
the wire mesh;
Posts shall be formed from circular hollow sections;
Gates shall be fabricated from similar materials to the fencing and be provided
with locks;
Posts and gateposts shall be suitably braces;
A complete set of duplicate keys to all gate locks shall be supplied to
COMPANY.
6.5.9. Warning lights operating during the hours of darkness shall be provided on
all of CONTRACTOR’s fencing and isolated equipment.
6.6. Drainage
6.6.2. Silting of drains, ditches or water courses due to disposal of water from
the work shall be cleared out by CONTRACTOR.
6.6.3. Untreated seawater shall be returned directly to the sea in accordance with
dumping permit requirements obtained by CONTRACTOR
CONTRACTOR shall provide proper and adequate facilities for passage of persons, stock
and agricultural equipment across the working width at all stages of construction,
wherever an access is obstructed, where required by COMPANY or where a public
footpath is crossed by the pipeline route. These facilities shall include the construction of
suitable temporary bridging where site conditions so require.
6.9.1. Storage areas for pipelines materials shall be prepared within the working
area at each landfall site. These areas shall be fenced off from the rest of the working
area and access to them controlled in order to prevent loss of or damage to pipe and other
materials prior to their incorporation in the work.
6.9.2. Clearance upon completion and any repair and restoration work required
to leave these storage areas in as good a condition as prevailed at the commencement of
the WORK, shall be responsibility of CONTRACTOR. Any surplus pipe and other
materials being the property of COMPANY shall be removed to a nominated depot or
otherwise disposed of, as directed by COMPANY.
7.1. General
This section specifies the design and operating parameters and describes preferred
procedures for the completion of the civil engineering work associated with the landfall
installation.
7.3.2. CONTRACTOR shall be responsible for the preparation of the site areas
to meet construction requirements and for subsequent reinstatement to COMPANY’s
satisfaction.
7.3.3. CONTRACTOR shall provide access to the beach areas by suitable means
acceptable to COMPANY within the pipeline right of way. Such accesses shall be
suitable for use by all plant needed on the beach for the execution of the WORK.
7.4.1. The WORK shall include the detailed engineering, construction and
reinstatement of all civil engineering works associated with;
The preparation of land-based sheave or pulling winch areas (or stringing site
and storage area for offshore pull if applicable) for the installation of the
MARINE PIPELINES.
The pull ashore (or offshore if applicable) of the pipelines at each landfall.
7.5. Procedures
CONTRACTOR shall provide a detailed and comprehensive description of how the work
is to be executed, for review and approval by COMPANY prior to commencement of site
work. This shall include procedures for the excavation and backfilling work as detailed
herein, and all other tasks associated with the installation of the pipeline through the
beach crossings.
7.6.5. All temporary works shall be properly designed and constructed to carry
safely the design loads required for the execution of the WORK.
8.1. General
8.1.2. The trench shall be carefully excavated so that the pipeline is evenly
bedded throughout its length. Minor variations in contour and transitions shall be
excavated in order to avoid spanning of the pipelines.
8.2.1. The minimum depth of backfill cover to the MARINE PIPELINE(S) from
the Land Termination End points (LTE’s) shall be as detailed in Table 8 .1 below.
8.2.2. Depth of cover shall be measured between the top of the pipeline and
natural seabed level.
8.2.4. The vertical radius of curvature shall not be less than 1200m.
8.3.1. CONTRACTOR shall carry out excavation work immediately prior to the
pipeline installation operations and shall ensure that the trench bottom has been levelled,
giving the pipe even and continuous support.
8.3.2. CONTRACTOR shall ensure that the trench profile is such as to maintain
the pipe within the allowable stress limits and without spans.
8.3.3. If necessary, the trench through the surf zone shall be kept open by means
of sheet piles in the period between trenching and pipe installation. After trench
backfilling, the sheet piles shall be removed by CONTRACTOR.
9. OFFSHORE CONSTRUCTION
9.1. Anchoring
9.1.1. CONTRACTOR shall exercise extreme care when anchoring within close
proximity to existing pipelines/cables. Anchor positioning, deployment and handling
procedures shall be submitted to COMPANY for review and/or approval. All anchoring
shall subsequently be performed in accordance with approved procedures and patterns.
9.1.4. No anchors shall be placed within 100 metres of any existing pipeline. If
an anchor wire must cross over a pipeline/cable the anchor shall not be positioned within
200 metres of the pipeline measured along the line of pull. Where an anchor cable
crosses a pipeline/cable, precautions shall be taken by CONTRACTOR to ensure that a
minimum vertical separation of 5 metres is maintained between anchor cable and pipeline
at all times. Details of CONTRACTOR’s methods for ensuring vertical separation shall
be provided in the anchoring procedures submitted for review and/or approval by
COMPANY. Due account shall be taken of vessel and anchor wire movement under tide
and wave action.
9.1.5. If there is suspicion that contact with the existing pipeline may occur or
have occurred, the anchor cable crossing point shall be surveyed by CONTRACTOR both
before and after anchoring and video records maintained by CONTRACTOR to
demonstrate no damage has occurred.
9.1.6. If an anchor cable must cross a pipeline/cable then the anchor shall be
decked and secured aboard the anchor handling vessel during anchor running/recovery
operations.
9.1.7. Anchor handling vessels and the anchors themselves shall be monitored by
a positioning system in accordance with COMPANY Specification P2-PL-SPC-20419.
9.1.9. A full certification register of anchor wires shall be kept on board vessel
by CONTRACTOR.
9.1.10. Vessel anchors shall be of a type suitable for the soil conditions along the
pipeline route.
9.1.12. CONTRACTOR shall have a minimum of two tugs available at all times
for anchor handling purposes throughout operations where anchors are deployed. Tugs
shall be open decked, suitable rigged and able to retrieve anchors onto deck from the
seabed.
9.1.13. All anchored vessels shall be equipped with tension and line-out
indicators.
9.2. Dredging
9.2.1. The extent and depth of any dredged trench shall be proposed by
CONTRACTOR for COMPANY review and/or approval. All overdredging shall be
subject to COMPANY review and approval.
9.2.3. The trench should be over excavated to allow for natural backfilling in the
period between excavation and pipeline installation. All overdredging shall be subject to
COMPANY review and approval.
9.2.4. The trench bottom width shall be 3m as a minimum for a single pipeline in
one trench or 3m plus the pipeline separation distance if both pipelines are in the same
trench. The trench shall be wider if it is in a location where seabed mobility is expected.
9.2.5. The bottom of the trench shall be flat and free of any boulders or other
obstructions.

9.2.7. The alignment of the trench shall ensure that the pipeline will lay within +
1.5m of its design centre line.
9.2.9. All spoil from the dredging operations shall be stockpiled for use as
backfill material in a location proposed by CONTRACTOR and approved by
COMPANY. CONTRACTOR shall confirm the adequacy and suitability of the
temporary spoil dump area and shall be responsible for provision of any permanent dump
area if required. CONTRACTOR shall maintain a Dumping Log, and satisfy all other
requirements of Coastal Authorities in connection with dumping activities.
9.3. Backfilling
9.3.1. Backfilling shall not commence until completion of the as-laid survey of
the pipeline and removal of any pipeline buoyancy aids.
9.3.2. A granular bedding material shall be placed under the pipe at free spans in
such a manner that any gap under the pipe is effectively filled.
9.3.3. The trench shall be backfilled with a layer of material which complies
with CONTRACTOR’s detailed design. Excavated material shall be used where
possible, provided it complies with CONTRACTOR’s detailed design. The use of
imported backfill material within the area of the National Park shall be approved by
COMPANY.
9.3.4. The backfilling shall ensure that the pipeline trench is filled to the original
natural seabed level.
9.3.6. CONTRACTOR shall ensure that the material deposited during backfilling
does not protrude above natural seabed level. The CONTRACTOR shall also ensure that
the spoil storage area is returned to natural seabed profile. The final condition of bottom
shall be to the satisfaction of COMPANY.
9.4.3. All blasting shall be completed prior to installation of the pipelines. The
level of the seabed shall be lowered to a profile which will allow the pipeline to be
installed to the specified level of cover. All sharp protruding edges which may damage
the pipelines or coatings shall be removed.
9.4.5. After completion of blasting and debris removal all rugged areas of the
trench shall be filled with granular padding material to obtain a smooth profile suitable
for pipelines installation.
9.5. Diving
10.1.1. CONTRACTOR shall install the offshore section of the landfall pipelines
by one of the following methods unless otherwise agreed with COMPANY;
Shore Pull Method - Pull ashore from lay barge using shore based, or barge-
based winches.
Offshore Pull Method - Pull offshore from a stringing site using a pull barge (or
barges).
10.1.2. CONTRACTOR may propose alternative methods to COMPANY
provided that they are properly detailed and based on relevant experience.
Pipeline Welding, NDT and field joint coating shall be performed in accordance with
COMPANY Specifications P2-PL-SPC-20404 and P2-PL-SPC-20411 respectively.
CONTACTOR shall ensure that the proposed pipeline installation spread will be
sufficient for the safe and expedient installation of the pipeline landfall section having
regard to;
Environmental conditions;
Seabed conditions;
Pipeline characteristics;
Proximity of the first installed pipeline
Geology
Soil Characteristics
Topography
Water depth
11.1. General
11.2.1. The route survey prior to dredging and/or trenching shall include echo
sounder, side scan sonar and magnetometer surveys of the pipeline route identifying any
obstructions. The working width for the survey is to be agreed with COMPANY. This
survey shall be carried out immediately prior to dredging/trenching.
11.2.2. In addition, CONTRACTOR shall carry out bathymetric and side scan
sonar surveys of proposed offshore temporary spoil dump areas, or backfill winning
areas.
11.2.3. Detailed charts showing the results of the surveys shall be provided to
COMPANY prior to commencement of dredging/trenching works. These charts shall
also detail the proposed engineered trench profile.
The route survey prior to laying or pulling of the landfall section and following
dredging/trenching shall employ echo sounder and side scan sonar and shall supply
sufficient date to demonstrate to COMPANY’s satisfaction that the depth of trench will
provide minimum cover to the pipeline in accordance with Section 8 of this Specification.
Detailed drawings showing the survey results shall be provided for COMPANY’s review
and approval prior to installing the pipe.
CONTRACTOR shall as a minimum run survey lines along the centreline of each
pipeline route with cross lines every 10 metres. The crosslines shall extend a sufficient
distance to allow the natural seabed level to be determined.
The post installation survey shall determine the as-laid location and condition of the
pipeline. This survey shall employ as a minimum side scan sonar and echo sounder. In
addition a complete colour video survey of both sides of the pipelines shall be made to
check the condition of the pipeline coating, anodes, and the extent of freespans.
Drawings showing the installed position and condition of the pipeline shall be provided to
COMPANY for review and approval prior to commencement of backfilling operations.
11.6. Positioning
11.6.1. The requirements for positioning for all marine and onshore construction
activities are set out in COMPANY Specification P2-PL-SPC-20419.
11.6.3. Should an ROV be used in any stage of the landfall construction WORK,
then CONTRACTOR shall demonstrate the proposed positioning system in the expected
site conditions to the satisfaction of COMPANY.
12.1.2. During pull-in operations, and in its final configuration, pipeline stresses
and stress combinations resulting from all load factors shall not exceed permissible levels
as stipulated by DnV OS-F101.
12.1.3. The lay vessel tensioning system shall have adequate capacity to provide
the required nominal lay tension when operating below 80% of maximum rated tension
capacity.
Installation configuration drawings indicating the pipe position and pipe support
positions. These drawings shall be well dimensioned and shall include sufficient
information to enable a physical check of the pipe support locations. Each
welding station, the NDT stations and field joint coating station shall be shown,
and their heights above water level indicated.
Where applicable, stinger configuration drawings indicating the stinger size,
number of sections, general description and principles of operation.
Pipelay engineering results for;
Pipe stress analysis for pipe under all aspects of the pull-in operation
including start-up, normal laying, laydown and contingency abandonment
and recover conditions including calculation of overbend and sagbends
stresses, roller reactions etc.
Calculations of maximum and minimum allowable pipe/cable tensions,
tensioner dead band settings, and other relevant parameters which govern
the pipelay operations.
All engineering calculations shall state the method of calculation and all assumptions.
12.2. Stability
The CONTACTOR shall ensure that pipelines are stable during all construction
conditions. The effect of any additional buoyancy elements shall be included, and
emergency procedures shall be established to ensure the stability of the pipeline.
Any additional temporary buoyancy devices used during construction, including pull head
buoyancy, shall be removed by CONTRACTOR prior to backfilling. Procedures for their
removal shall be provide to the COMPANY for review and approval.

completion of the landfall construction and pipeline installation, containing the following
documentation in a systematic manner:
Pipe installation records including al pipe and weld records, inspection reports,
NDT report, positioning reports, field coating material certificates, welding
consumable certificates.
