1. INTRODUCTION

This Specification defines the minimum requirements for performance of landfall


construction and pull-in of MARINE PIPELINE(S) on the MEDGAZ project.

Each landfall section covers the preparation of a dredged/excavated trench and the
subsequent backfilling after the installation of the pipeline.

The work of constructing the landfall sections shall include as a minimum survey,
dredging, excavation, both onshore and offshore, placing of pipe bedding if required and
backfilling after pipeline pull ashore, in accordance with the design, engineering and
safety requirements, planning conditions and environmental constraints.

1.1. Definitions

COMPANY MEDGAZ or its designated representatives.

CONTRACTOR Company, or their agents, which is responsible to COMPANY for


the performance of the WORK as addressed within this
specification.

2. REFERENCES

2.1. General

2.1.1. The latest issue of the following codes, standards and regulations shall
form part of this Specification. In the event of conflict between this Specification and
other specifications, data sheets, applicable codes or references, written clarification shall
be sought from COMPANY before proceeding with the work.

2.1.2. CONTRACTOR shall be responsible for the quality of materials,


workmanship, and compliance with the requirements of all applicable legislative
authorities, guidance notes and specifications.

3. GENERAL

3.1. Public Access

3.1.1. All public roads must remain open during construction. The Spanish
landfall site is within a populated area and landfall construction during the summer
months is not permitted unless specifically approved by COMPANY.

3.1.2. The Algerian landfall site is within a populated area, and CONTRACTOR
must ensure that access is not impeded unnecessarily.

3.1.3. CONTRACTOR shall inform COMPANY if any public access is to be


interrupted. Such notification shall be given a minimum of two months prior to the
interruption date. CONTRACTOR shall implement any special requirements of
COMPANY and/or relevant public bodies in relations to any such interruption to public
access.

3.2. Special Conditions

3.2.1. The areas both onshore and offshore at the proposed Spanish landfall site
(the extent of which is indicated on the Contract Drawings), is an environmentally
sensitive area and as such is subject to stringent conditions relating to construction
activities associated with the landfall.

3.2.2. The principal consideration relating to this sensitive area is the need to
minimise damage to the naturally occurring vegetation and marine seagrass during the
construction phases and to ensure the reinstatement of the same to its original condition
as recorded during the pre-entry survey on completion of the work.

3.2.3. The surrounding area is also a recreational amenity and CONTRACTOR


shall at all times minimise the visual impact of the landfall construction.

3.2.4. CONTRACTOR shall adhere to the following conditions;

 Working areas shall be kept to a minimum.


 The extent of plant, materials and temporary accommodating on site shall be
kept to a minimum
 In the event of a “shore-pull” installation, any winch equipment used shall be
sited as close to the shoreline and as far from public roads/access as possible.

 No advertising hoardings, notices or signs shall be erected other than those


required by the CONTRACT, any relevant authorities and in the interest of
safety.
 No temporary accommodation may be sited on the landfall sites. Storage of idle
plant or materials not for immediate use is prohibited.
 Imported materials for temporary access roads, hardstandings, backfill etc shall
be completely removed upon completion of construction activities, as part of the
reinstatement of the landfall.
 Marine activities shall be avoided if possible during any specific nearshore
fishing seasons detailed in COMPANY’s Environmental Impact Assessment.

3.3. Interfacing

3.3.1. At both landfalls, the working areas for COMPANY’S ONSHORE


FACILITIES CONTRACTOR(S) may encroach within or about the landfall sites.

3.3.2. The boundaries between the adjacent areas shall be fenced and/or gated in
accordance with this Specification. CONTRACTOR shall prevent any unauthorised
encroachment on or interference with COMPANY’S ONSHORE FACILITIES
CONTRACTOR(S) by CONTRACTOR’S construction activities.

3.4. Pollution

3.4.1. CONTRACTOR shall take all necessary precautions to ensure the efficient
protection of all land, streams, waterways, watersheds and reservoirs, against pollution
which may be likely to cause injury to animals or vegetation.

3.4.2. All plant and machinery shall be regularly maintained in such a manner as
to minimise spillage or oil or other pollutants. Drip trays shall be placed under all
stationary plant.

3.4.3. In the event that CONTRACTOR does cause pollution, CONTRACTOR


shall be responsible for taking immediate and appropriate actions to remove the pollution
to the satisfaction of COMPANY and the relevant statutory authorities.

3.4.4. CONTRACTOR shall submit a pollution and waste management plan to


COMPANY for approval. Management and disposal of waste shall be in accordance with
current local, regional and European legislation.

3.5. Environmental

3.5.1. CONTRACTOR shall comply with all environmental restrictions


applicable to both landfall sites.

3.5.2. The landfalls have been subjected to environmental assessments, soil


investigations and ecological surveys. CONTRACTOR shall account for all
environmental constraints identified in the Environmental Statement in his procedures
and in execution of the works.

3.5.3. CONTRACTOR is required to produce an Environmental Management


Plan (EMP) as part of the engineering phase. This EMP will control the environmental
aspects of construction and landfall reinstatement.

3.6. Noise Control

3.6.1. CONTRACTOR’s activities on the landfall sections including inshore


regions shall be subject to noise control to reduce impact on local communities, in
accordance with current local, regional and European legislation.

4. ENGINEERING

4.1. General

4.1.1. Procedures, drawings, calculations, and schedules shall be prepared and


submitted by CONTRACTOR for COMPANY’s review and/or approval. Submissions
shall detail all aspects of the applicable operations. The calculations shall take into
account the equipment characteristics, soils data and the expected site and environmental
conditions.

4.1.2. Estimates shall be made of the limiting weather, sea and current states in
which CONTRACTOR’s offshore dredging and backfill spreads can operate, while
ensuring the safety and integrity of the personnel, equipment, pipelines, the WORK and
any other facilities in the WORK area.

4.2. Calculations

4.2.1. CONTRACTOR shall calculate the required volume of material to be


trenched and/or dredged, taking the soil conditions, trench design profile, length of trench
and access requirements of the equipment and any other relevant parameters into account.

4.2.2. If a modified, new or untried dredging machine or method is proposed,


CONTRACTOR shall present (prior to procedure submission) all design and operation
calculations demonstrating that the machine is appropriate for the WORK, as well as the
results of all field trials. Additionally, CONTRACTOR shall demonstrate, prior to
deployment and to COMPANY’s satisfaction, by field trials in the area of the WORK
that proposed procedures and equipment ensure safe and successful operations.

4.3. Procedures

Procedures and associated drawings shall include ;

 Safety.
 Site Preparation.
 Survey.
 Description/procedures for all dredging, trenching and backfilling operations.
 Details of proposed spoil dump areas and method statement for spoil retrieval
from temporary storage or from other locations.

 Method and accuracy for survey and inspection of the trench and of the backfill
operations.
 Details of CONTRACTOR’s proposed vessels and equipment.
 Procedures for explosive rock blasting.
 Diving operations (including details of diving equipment and personnel).
 Vessel acceptance trial procedures.
 Details for the monitoring and control of vessel and anchor positions (including
anchor pattern and catenaries).
 Pipelay and pull-in procedures.
 Schedule for performing the WORK.
 Emergency/contingency procedures.

4.4. Dumping Permits

4.4.1. CONTRACTOR shall apply, via COMPANY, for and obtain all necessary
permits for temporary and permanent dumping of dredge spoils. This shall include
submission of drawings, calculations, procedures and any other information required by
the relevant Coastal Authority.

4.5. Rock Blasting Permits

4.5.1. CONTRACTOR shall, via COMPANY, contact the local statutory


Authorities, Coastal Authorities and Ministry of Defence giving details of intended
blasting operations. Details shall include;

 Type and quantities of explosives to be used.


 Handling, transportation and storage of explosives.
 Location, frequency and extent of blasting.
 Previous experience with proposed blasting techniques.
 Safety record.

4.5.2. All relevant permits for handling, transportation, storage and use of the
explosives shall be obtained by CONTRACTOR and presented to COMPANY prior to
mobilisation of the blasting spread and materials.

5. EQUIPMENT

5.1. General

5.1.1. The selection of the most suitable vessels/equipment for the landfall
construction and pull-in operations shall be the responsibility of CONTRACTOR.

5.1.2. Equipment shall be capable of satisfactory operation in the water depths


and environmental conditions expected in the vicinity of the landfall.

5.1.3. CONTRACTOR shall provide all equipment, plant and tools sufficient for
the proper and efficient performance of the WORK.

5.2. Equipment Description

5.2.1. CONTRACTOR shall submit for COMPANY review and approval


description and technical information on all proposed equipment. This shall include the
following;

 Land-based construction equipment.


 Barge or vessel principal dimensions.
 Mooring system, winch, cable and anchor details.
 For dredgers, capacity, type and method of operation of the suction or cutting
heads including operational limitations.
 Instrumentation and control system for display and control of the dredging
head(s).
 Equipment (pumps, airlifts, conveyors or other) and methods of disposing of the
spoil and winning backfill.
 Accommodation and services onboard.
 Communication systems onboard.
 Anchor handling, survey and support vessel requirements.
 Positioning systems.
 Survey vessel details.

5.2.2. Where the COMPANY reasonably requests, CONTRACTOR shall present


design and operational data to demonstrate that the equipment, plant and tools are safe,
efficient and capable of performing the work.

5.2.3. Where COMPANY has approved equipment, plant and tools, the
CONTRACTOR shall not modify such in any way without the prior approval of the
COMPANY.

5.3. Offshore Mobilisation

5.3.1. Mobilisation of any offshore vessels, personnel and equipment shall take
place at a port mutually agreed between COMPANY and CONTRACTOR.

5.3.2. Prior to the mobilisation of any positioning systems on any vessel, the
system shall have been checked and calibrated in accordance with COMPANY
Specification P2-PL-SPC-20419. Under no circumstances shall uncalibrated survey
equipment be allowed to be used for the WORK.

5.3.3. CONTRACTOR shall demonstrate to COMPANY all software that is to


be used during the project, using ‘real’ data, at least one (1) month prior to the
commencement of any WORK.

5.3.4. CONTRACTOR shall submit to COMPANY a time schedule of the


mobilisation of any vessel including all necessary testing and calibrations.

5.4. Acceptance Trials

5.4.1. All vessels shall be subjected to an acceptance trial prior to approval being
given by COMPANY for the completion of mobilisation and the commencement of the
WORK.

5.4.2. CONTRACTOR shall submit procedures for conducting the vessel


acceptance trials for COMPANY review and/or approval.

5.4.3. The location of the trials shall be mutually agreed between COMPANY
and CONTRACTOR and shall be close to the work location.

5.4.4. The trials shall consist of, but not be limited to the following;

 Functional tests of all survey equipment


 Functional test of all positioning systems
 Functional test of all primary equipment to be used in the trenching, dredging
and backfilling operations.

5.4.5. Personnel who will ultimately perform the work outlined in this
Specification shall also participate in the acceptance trials.

6. SITE PREPARATION

6.1. Pre-Entry Survey

6.1.1. A survey shall be made by CONTRACTOR to agree and record with


COMPANY the existing condition of areas where WORK is to be carried out or access
provided. This survey shall be carried out prior to any WORK being commenced. The
survey shall meet the requirements of COMPANY Specification P2-PL-SPC-20420.

6.1.2. The survey shall consist of a photographic record (digital video and still
photography) of the pipeline route, associated WORKSITES and access routes to agree
and record the existing conditions before any WORK commences.

6.1.3. The datum and baseline information supplied by COMPANY survey as


supplied to CONTRACTOR, may be used as a reference for CONTRACTOR’S WORK
but this information in no way absolves CONTRACTOR from undertaking a new and
complete survey.

6.1.4. Any difference between CONTRACTOR’s survey and the existing survey
data shall be drawn to the attention of the COMPANY.

6.1.5. CONTRACTOR shall also survey the pipeline route and all WORKSITES
to confirm alignment and elevations. CONTRACTOR shall positively locate and mark
all existing utilities.

6.2. Site Clearance

6.2.1. Before fencing and clearing any part of the pipeline route,
CONTRACTOR shall give COMPANY five clear working days notice to enable
COMPANY to review the setting out of the line over that part of the route.
CONTRACTOR shall provide all reasonable assistance to COMPANY in performing this
review, including use of CONTRACTOR’s survey equipment and personnel.

6.2.2. Prior to fencing any working area, CONTRACTOR shall agree with
COMPANY the extent of working area necessary for the satisfactory construction of the
MARINE PIPELINE(S), within the limits of the maximum available site areas.

6.2.3. CONTRACTOR shall complete the fencing of the working width in


accordance with agree layouts before disposing of any vegetation. Prior to further
operations, CONTRACTOR shall, with COMPANY’s agreement, and after checking for
the existence of preservation orders, clear and dispose of crops, brush, hedges fences,
non-saleable timber, tree roots and debris from the route of the pipeline.

6.3. Rights of Way and Access

6.3.1. COMPANY will provide, in accordance with the agreed WORK TIME
SCHEDULE, all necessary rights of way over the working width. No personnel shall
enter land before permission has been granted by the owners and occupiers of the land
and confirmed by COMPANY to CONTRACTOR in writing.

6.3.2. CONTRACTOR shall refrain from direct contact with landowners or


occupiers regarding any matters connected with the CONTRACT. All such contact will
be conducted by COMPANY.

6.3.3. During the initial stages of the work, prior to the erection of temporary
fencing, care shall be taken to keep gates shut, to avoid damage to fences and crops and
to comply with any reasonable request of landowners and occupiers. During the
construction period, personnel and equipment shall not trespass outside the designated
working areas and agreed accesses.

6.3.4. CONTRACTOR shall establish detailed drawings indicating any existing


roads proposed for CONTRACTOR’s access, together with proposed routes for
temporary construction access roads for review and approval by COMPANY and relevant
local authorities. CONTRACTOR shall ensure the suitability of the existing and
temporary roads and hard-standings including drainage and runoff requirements. Areas
subjected to construction traffic shall be suitably protected against permanent damage.
Measures to spread and dissipate loads shall be taken by CONTRACTOR where
necessary. CONTRACTOR shall propose a construction traffic management plan for
COMPANY review and approval.

6.3.5. Prohibited areas may exist on the landfall sites, details of which will be
supplied by COMPANY. CONTRACTOR shall take all measures necessary, including
the erection of warning signs in appropriate locations to prevent site personnel gaining
access by the above routes.

6.3.6. An area shall be provided at each landfall site for siting of


CONTRACTOR’s and COMPANY’s offices and sundry storage. Details of
CONTRACTOR’s proposed site layout indicating the extent of temporary
accommodation, storage areas etc, shall e provided to COMPANY before work
commences. COMPANY office requirements are detailed in the CONTRACT.

6.4. Site Preparation

6.4.1. The following site preparation work shall be performed by


CONTRACTOR;

 Stripping and storing of topsoil and vegetation.


 Upgrading of roads as required.
 The provision of temporary construction access routes into the construction area.
 Provision of hardstanding areas including geotextile membrane and suitable sub-
base material;
 Identification and protection of existing utility services.

The site preparation work is further detailed below.

6.4.2. Stripping and Storing of Topsoil

CONTRACTOR shall strip the topsoil from each area to a depth agreed with
COMPANY, and store for re-use. If applicable, topsoil of different types shall be stored
separately. Care shall be taken to ensure that mixing of topsoil and subsoil cannot occur.

Topsoil shall be stored such that stockpiles are not subjected to any form of trafficking or
other physical degradation during storage.

6.4.3. Temporary Site Entrance Routes

COMPANY will obtain all necessary consents of permits from local Authorities or other
statutory bodies to form an opening into the site area. CONTRACTOR shall not
commence any work on or adjacent to the public roads until all such consents or permits
have been confirmed in writing by COMPANY.

CONTRACTOR shall locate and mark all utility services sited in the public road verge.
CONTRACTOR shall take great care when using the access, including the provision of
mud mats or similar measures to spread the load of construction traffic and to avoid
damage to the existing road or services.

CONTRACTOR shall install and maintain for the duration of construction all necessary
temporary road signs and traffic control measures to comply with all statutory
requirements and to minimise risk to traffic using the public road.

This access is only required for the duration of the work and shall be reinstated to its
original condition by CONTRACTOR at the end of the WORK.

6.4.4. Upgrading of Existing Roads

Existing access road adjacent to the landfall site shall be upgraded as necessary to
withstand CONTRACTOR’s plant loadings. Roads shall be reinstated to at least their
original condition at the end of construction.

6.4.5. Upgrading of WORKSITE(S) for Construction

CONTRACTOR shall remove topsoil from proposed construction WORKSITE(S) in


accordance with this Specification.

Hardstandings shall be provided in all areas likely to be used by construction plant or


vehicles. These shall be constructed of suitable granular sub-base material laid on a geo-
textile membrane to prevent contamination of the subsoil.

CONTRACTOR shall carry out any necessary drainage works in accordance with Section
6.6 of this Specification.

CONTRACTOR shall clear the site areas at the conclusion of the work. All imported
materials, geo-textile material etc. shall be removed from the sites and all land drainage
reinstated to at least its original condition.

CONTRACTOR shall reinstate the WORKSITE(S) using the original topsoil/material.

6.4.6. Existing Utility Services

CONTACTOR shall adequately protect any existing pipeline or cables by means of load-
carrying or spreading devices at any point where these services are likely to be traversed
by construction traffic. Details of which shall be supplied to COMPANY.

CONTRACTOR shall identify and mark the position and depth of any service in the
vicinity of the WORK and WORKSITE(S) before commencing the WORK. Services
shall be marked with conspicuous signs carrying the wording “Buried Pipe Below” or
“Buried Cable Below” as appropriate.

In the case of overhead services, CONTRACTOR shall supply high quality, brightly
coloured bunting at each side of each service. Bunting shall be erected at a height at least
1 metre below the lowest part of the overhead service and located in plan at a distance of
at least 5 metres and not exceeding 10 metres from the service. The bunting shall be
supplemented at each side of the service by conspicuous signs carrying the wording
“Danger Overhead Cables”.

Where poles or pylons supporting overhead services fall within the working area they
shall be surrounded by a substantial temporary fence at least 1 metre from the pole of
pylon and conspicuously marked to minimise the risk of damage. Topsoil shall not be
stripped within the confines of such protected fences.

All protection measures to services shall be in place prior to commencement of any


construction activity, including site clearance, fencing and topsoil stripping.

CONTRACTOR shall maintain all protection measures for the duration of construction.
Any sign, burning, fencing etc. which may be damaged or displaced shall be immediately
repaired or replaced. All protection measures shall remain in place until completion of all
construction activities, including land reinstatement, and shall then be completely
removed.

6.5. Fencing and Gates

6.5.1. The associated landfall beaches are accessible for the general public and
adequate fencing and pathways shall be provided and maintained by CONTRACTOR to
protect the public from the effects of the work.

6.5.2. Adequate 24 hours security shall be provided by CONTRACTOR to


protect the general public where construction traffic encroaches on public areas.

6.5.3. Temporary fencing shall be provided around storage areas and excavations
for the safety and exclusion of the public.

6.5.4. Temporary stockproof fencing shall be provided by CONTRACTOR at


the boundaries of the WORKSITE(S) or as otherwise agreed with COMPANY.

6.5.5. Where it is not practicable to install fencing to the limits of the working
width, CONTRACTOR shall erect suitable demountable fencing or gates across the
working width. These shall be readily removable but shall normally be left in place,
closing off the landfall site from the beach when no work is in progress.

6.5.6. Due care shall be taken to ensure that persons cannot climb over or under
the fencing.

6.5.7. Fencing shall be carried out before any topsoil stripping or excavations are
carried out.

6.5.8. Minimum requirements for the fencing and gates at public access points
shall be;

 1.4m high;
 Hot dipped galvanised chain link mesh and hardware;
 Tension wires 3 mm diameter shall be installed at the top, bottom and middle of
the wire mesh;
 Posts shall be formed from circular hollow sections;
 Gates shall be fabricated from similar materials to the fencing and be provided
with locks;
 Posts and gateposts shall be suitably braces;
 A complete set of duplicate keys to all gate locks shall be supplied to
COMPANY.

6.5.9. Warning lights operating during the hours of darkness shall be provided on
all of CONTRACTOR’s fencing and isolated equipment.

6.6. Drainage

6.6.1. CONTRACTOR shall be responsible for carrying to any modifications to


existing land drainage and any temporary drainage works required within the working
areas to ensure that ground water and surface water run off are satisfactorily dealt with.
In particular, CONTRACTOR shall take steps to ensure the continuing satisfactory
operation of any existing drainage system, which is interrupted or otherwise affected by
the WORK. All such WORK shall be carried out in accordance with standard practice
and any local by-laws. CONTRACTOR shall be responsible for obtaining any necessary
consents and/or permits in relation to such WORK.

6.6.2. Silting of drains, ditches or water courses due to disposal of water from
the work shall be cleared out by CONTRACTOR.

6.6.3. Untreated seawater shall be returned directly to the sea in accordance with
dumping permit requirements obtained by CONTRACTOR

6.7. Temporary Bridging

CONTRACTOR shall provide proper and adequate facilities for passage of persons, stock
and agricultural equipment across the working width at all stages of construction,
wherever an access is obstructed, where required by COMPANY or where a public
footpath is crossed by the pipeline route. These facilities shall include the construction of
suitable temporary bridging where site conditions so require.

6.8. Shared Access Roads

Access to adjoining WORKSITE(S) of CONTRACTOR and the ONSHORE


FACILITIES CONTRACTOR(S) shall, where possible, be via a common shared access
road designed to minimise construction and reinstatement activates. COMPANY shall
liase with both parties in determining the most beneficial route for the road(s).

6.9. Storage Areas

6.9.1. Storage areas for pipelines materials shall be prepared within the working
area at each landfall site. These areas shall be fenced off from the rest of the working
area and access to them controlled in order to prevent loss of or damage to pipe and other
materials prior to their incorporation in the work.

6.9.2. Clearance upon completion and any repair and restoration work required
to leave these storage areas in as good a condition as prevailed at the commencement of
the WORK, shall be responsibility of CONTRACTOR. Any surplus pipe and other
materials being the property of COMPANY shall be removed to a nominated depot or
otherwise disposed of, as directed by COMPANY.

6.10. Procedures and Methods Statements

CONTRACTOR shall provide a detailed and comprehensive description of the site


preparation work to be executed, for review and approval by COMPANY in line with the
WORK TIME SCHEDULE presented in the CONTRACT. This description shall
include, as a minimum, procedures and method statements for all of the site preparation
tasks described in the preceding sections.

7. ONSHORE CIVIL ENGINEERING WORKS

7.1. General

This section specifies the design and operating parameters and describes preferred
procedures for the completion of the civil engineering work associated with the landfall
installation.

7.2. Site Information

CONTRACTOR shall be deemed to have reviewed all CONTRACT documentation


relating to the landfall site and to the WORK. CONTRACTOR shall be responsible for
any further site investigation work necessary to complete the WORK.

7.3. Contractor’s Working areas

7.3.1. Areas which COMPANY proposes to provide for CONTRACTOR’s


onshore working areas, storage areas and site accesses shall be agreed and indicated on
CONTRACTOR’s detailed design drawings. CONTRACTOR shall be responsible for
ensuring that all personnel and traffic associated with the civil engineering works in the
landfalls are kept to agreed roads and access routes.

7.3.2. CONTRACTOR shall be responsible for the preparation of the site areas
to meet construction requirements and for subsequent reinstatement to COMPANY’s
satisfaction.

7.3.3. CONTRACTOR shall provide access to the beach areas by suitable means
acceptable to COMPANY within the pipeline right of way. Such accesses shall be
suitable for use by all plant needed on the beach for the execution of the WORK.

7.4. Scope of Civil Engineering Works

7.4.1. The WORK shall include the detailed engineering, construction and
reinstatement of all civil engineering works associated with;

 The preparation of land-based sheave or pulling winch areas (or stringing site
and storage area for offshore pull if applicable) for the installation of the
MARINE PIPELINES.
 The pull ashore (or offshore if applicable) of the pipelines at each landfall.

7.4.2. To enable the pipeline to be installed permanently to line and level


through the beach sections, CONTRACTOR shall use an ‘open-cut’ method unless
otherwise agreed with COMPANY.

7.4.3. Excavated material shall be stored separately according to type and


location.

7.4.4. Side slopes must be graded to provide adequate stability during


construction and stable access to the beach.

7.4.5. If required by CONTRACTOR, the excavation can be supported by sheet


piles where necessary to achieve the required depths within the minimum possible
working area.

7.4.6. CONTRACTOR shall seal/stabilise the exposed surfaces of the excavated


trenches and access ramps where necessary to avoid wind/water erosion.

7.5. Procedures

CONTRACTOR shall provide a detailed and comprehensive description of how the work
is to be executed, for review and approval by COMPANY prior to commencement of site
work. This shall include procedures for the excavation and backfilling work as detailed
herein, and all other tasks associated with the installation of the pipeline through the
beach crossings.

7.6. Temporary Works

7.6.1. CONTRACTOR shall provide complete drawings and calculations relating


to all temporary works, which may be required for the purpose of carrying out the
WORK. All temporary works shall be designed and constructed to carry the design loads
in accordance with relevant standards. CONTRACTOR submissions shall include but not
be limited to the following;

 Design of land based winch or sheave arrangements, winch bases, back


anchorages and deflection roller sheave blocks.
 Design of safety measures to contain any failure of winch wires etc.
 Design of cofferdams to be used for beach excavations if appropriate.
 Extent of excavation necessary to satisfy the specified line and level
requirements through the excavated sections.

 Designed of excavation slopes and/or sheet piling, with supporting soil


investigation data.
 Pipeline installation stress analysis.
7.6.2. Any review by COMPANY of any provided design shall not relieve
CONTRACTOR of any of his responsibilities for the adequacy, stability, security, safety
and maintenance of the temporary works.

7.6.3. CONTRACTOR shall be responsible for the provision of all temporary


works for the proper execution of the WORK.

7.6.4. Under no circumstances shall COMPANY ITEM(S) be used in temporary


works.

7.6.5. All temporary works shall be properly designed and constructed to carry
safely the design loads required for the execution of the WORK.

8. EXCAVATION AND BACKFILLING

8.1. General

8.1.1. CONTRACTOR shall carry out all pre-dredging, land-bases excavation


and backfilling on the pipeline right of way necessary to achieve the minimum depth of
cover specified in Section 8.2.

8.1.2. The trench shall be carefully excavated so that the pipeline is evenly
bedded throughout its length. Minor variations in contour and transitions shall be
excavated in order to avoid spanning of the pipelines.

8.2. Minimum Depth of Cover

8.2.1. The minimum depth of backfill cover to the MARINE PIPELINE(S) from
the Land Termination End points (LTE’s) shall be as detailed in Table 8 .1 below.

8.2.2. Depth of cover shall be measured between the top of the pipeline and
natural seabed level.

8.2.3. Transitions in trench depth shall be engineered by CONTRACTOR to


ensure that the pipelines are not overstressed and that unacceptable freespan lengths are
avoided.

8.2.4. The vertical radius of curvature shall not be less than 1200m.

8.3. Land-Based Excavation

8.3.1. CONTRACTOR shall carry out excavation work immediately prior to the
pipeline installation operations and shall ensure that the trench bottom has been levelled,
giving the pipe even and continuous support.

8.3.2. CONTRACTOR shall ensure that the trench profile is such as to maintain
the pipe within the allowable stress limits and without spans.

8.3.3. If necessary, the trench through the surf zone shall be kept open by means
of sheet piles in the period between trenching and pipe installation. After trench
backfilling, the sheet piles shall be removed by CONTRACTOR.

8.3.4. CONTRACTOR shall clear the trench of debris immediately prior to


laying/pulling of the pipe.

8.3.5. If bounders or rocks are encountered during excavation, there shall be


removed by CONTRACTOR.

8.3.6. The method of excavating in running sand shall be included in the


procedures presented to COMPANY.

9. OFFSHORE CONSTRUCTION

9.1. Anchoring

9.1.1. CONTRACTOR shall exercise extreme care when anchoring within close
proximity to existing pipelines/cables. Anchor positioning, deployment and handling
procedures shall be submitted to COMPANY for review and/or approval. All anchoring
shall subsequently be performed in accordance with approved procedures and patterns.

9.1.2. Detailed drawings (Scale 1:5000) of anchor patterns shall be prepared by


CONTRACTOR for review and/or approval by COMPANY. Where an anchor cable
must cross a pipeline/cable, the anchor patterns shall be accompanied by drawings of
catenary curves for all anchor running and operating anchor cable tensions and
configurations.

9.1.3. CONTRACTOR shall verify the position of any existing pipeline/cable if


anchor pattern drawings indicate that an anchor is placed within 200 metres, or crosses,
the pipeline.

9.1.4. No anchors shall be placed within 100 metres of any existing pipeline. If
an anchor wire must cross over a pipeline/cable the anchor shall not be positioned within
200 metres of the pipeline measured along the line of pull. Where an anchor cable
crosses a pipeline/cable, precautions shall be taken by CONTRACTOR to ensure that a
minimum vertical separation of 5 metres is maintained between anchor cable and pipeline
at all times. Details of CONTRACTOR’s methods for ensuring vertical separation shall
be provided in the anchoring procedures submitted for review and/or approval by
COMPANY. Due account shall be taken of vessel and anchor wire movement under tide
and wave action.

9.1.5. If there is suspicion that contact with the existing pipeline may occur or
have occurred, the anchor cable crossing point shall be surveyed by CONTRACTOR both
before and after anchoring and video records maintained by CONTRACTOR to
demonstrate no damage has occurred.

9.1.6. If an anchor cable must cross a pipeline/cable then the anchor shall be
decked and secured aboard the anchor handling vessel during anchor running/recovery
operations.

9.1.7. Anchor handling vessels and the anchors themselves shall be monitored by
a positioning system in accordance with COMPANY Specification P2-PL-SPC-20419.

9.1.8. A log of all anchor positions shall be maintained by CONTRACTOR for


review and/or approval by COMPANY.

9.1.9. A full certification register of anchor wires shall be kept on board vessel
by CONTRACTOR.

9.1.10. Vessel anchors shall be of a type suitable for the soil conditions along the
pipeline route.

9.1.11. CONTRACTOR shall use COMPANY approved anchor handling tugs


capable of operating in all weather conditions during which continuous installation
operations take place.

9.1.12. CONTRACTOR shall have a minimum of two tugs available at all times
for anchor handling purposes throughout operations where anchors are deployed. Tugs
shall be open decked, suitable rigged and able to retrieve anchors onto deck from the
seabed.

9.1.13. All anchored vessels shall be equipped with tension and line-out
indicators.

9.2. Dredging

9.2.1. The extent and depth of any dredged trench shall be proposed by
CONTRACTOR for COMPANY review and/or approval. All overdredging shall be
subject to COMPANY review and approval.

9.2.2. CONTRACTOR shall be responsible for achieving the minimum specified


level of cover.

9.2.3. The trench should be over excavated to allow for natural backfilling in the
period between excavation and pipeline installation. All overdredging shall be subject to
COMPANY review and approval.

9.2.4. The trench bottom width shall be 3m as a minimum for a single pipeline in
one trench or 3m plus the pipeline separation distance if both pipelines are in the same
trench. The trench shall be wider if it is in a location where seabed mobility is expected.

9.2.5. The bottom of the trench shall be flat and free of any boulders or other
obstructions.

9.2.6. CONTRACTOR shall dredge a channel to allow for access, if required.

9.2.7. The alignment of the trench shall ensure that the pipeline will lay within +
1.5m of its design centre line.

9.2.8. CONTRACTOR’s survey and dredging equipment shall remain on site


until completion of the pipeline pull operation and shall survey, dredge and re-survey the
trench as required to ensure that the required depth of pipeline cover will be achieved. If
natural backfilling occurs just prior to or during pipeline pull then CONTRACTOR shall
lower the pipeline to an acceptable level approved by COMPANY after completion of the
pipeline pull.

9.2.9. All spoil from the dredging operations shall be stockpiled for use as
backfill material in a location proposed by CONTRACTOR and approved by
COMPANY. CONTRACTOR shall confirm the adequacy and suitability of the
temporary spoil dump area and shall be responsible for provision of any permanent dump
area if required. CONTRACTOR shall maintain a Dumping Log, and satisfy all other
requirements of Coastal Authorities in connection with dumping activities.

9.3. Backfilling

9.3.1. Backfilling shall not commence until completion of the as-laid survey of
the pipeline and removal of any pipeline buoyancy aids.

9.3.2. A granular bedding material shall be placed under the pipe at free spans in
such a manner that any gap under the pipe is effectively filled.

9.3.3. The trench shall be backfilled with a layer of material which complies
with CONTRACTOR’s detailed design. Excavated material shall be used where
possible, provided it complies with CONTRACTOR’s detailed design. The use of
imported backfill material within the area of the National Park shall be approved by
COMPANY.

9.3.4. The backfilling shall ensure that the pipeline trench is filled to the original
natural seabed level.

9.3.5. Surveys shall be performed during and after backfilling to ascertain


adequacy of depths of cover/backfilling achieved.

9.3.6. CONTRACTOR shall ensure that the material deposited during backfilling
does not protrude above natural seabed level. The CONTRACTOR shall also ensure that
the spoil storage area is returned to natural seabed profile. The final condition of bottom
shall be to the satisfaction of COMPANY.

9.4. Rock Blasting

9.4.1. Where blasting is required by CONTRACTOR, CONTRACTOR shall


obtain all necessary permits for blasting operations prior to mobilisation of the rock
blasting spread and materials.

9.4.2. CONTRACTOR shall strictly adhere to the applicable regulations to


maintain a safe working environment during handling, transportation, storage and use of
explosives. This shall include giving prior warning to shipping, local inhabitants and any
other interested parties of the intention to commence blasting operations.

9.4.3. All blasting shall be completed prior to installation of the pipelines. The
level of the seabed shall be lowered to a profile which will allow the pipeline to be
installed to the specified level of cover. All sharp protruding edges which may damage
the pipelines or coatings shall be removed.

9.4.4. Rock debris remaining in the pipeline corridor shall be removed by


dredging or other suitable means and deposited at an approved spoil dump location.

9.4.5. After completion of blasting and debris removal all rugged areas of the
trench shall be filled with granular padding material to obtain a smooth profile suitable
for pipelines installation.

9.5. Diving

9.5.1. The CONTRACTOR shall provide all procedures, certification, equipment


and personnel necessary to perform, in a safe and efficient manner, all diving operations
associated with the shore approach construction.

9.5.2. Diving operations shall be conducted in accordance with local regulations.


In the absence of applicable local regulations, UK and Norwegian regulations noted
below shall be complied with;

 The Diving at Work Regulations 1997.


 IMCA International Code of Practice for Offshore Diving.
 Guidelines for the Specification and Operation of DP Diving Support Vessels.
U.K. DEn and NPD.

10. PIPELINE INSTALLATION

10.1. Installation Method

10.1.1. CONTRACTOR shall install the offshore section of the landfall pipelines
by one of the following methods unless otherwise agreed with COMPANY;

 Shore Pull Method - Pull ashore from lay barge using shore based, or barge-
based winches.
 Offshore Pull Method - Pull offshore from a stringing site using a pull barge (or
barges).
10.1.2. CONTRACTOR may propose alternative methods to COMPANY
provided that they are properly detailed and based on relevant experience.

10.1.3. Should CONTRACTOR elect not to perform the offshore pipeline


installation immediately following the landfall construction the pipelines should be left
empty. In case the duration exceeds two (2) months, the pipelines shall be stabilised by
the installation of mattresses. All temporary installation aids should be removed. The
trench should be backfilled leaving sufficient exposed to allow retrieval of the pipeline.

10.2. Pipeline Fabrication

Pipeline Welding, NDT and field joint coating shall be performed in accordance with
COMPANY Specifications P2-PL-SPC-20404 and P2-PL-SPC-20411 respectively.

10.3. Installation Spread

CONTACTOR shall ensure that the proposed pipeline installation spread will be
sufficient for the safe and expedient installation of the pipeline landfall section having
regard to;

 Expected environmental conditions.


 Seabed conditions.
 Pipeline size and weight.
 Project schedule.

10.4. Construction Engineering Procedures and Drawings

10.4.1. Detailed construction engineering procedures and drawings shall be


submitted by CONTRACTOR to COMPANY for review and approval.

All procedures shall take into account the following;

 Environmental conditions;
 Seabed conditions;
 Pipeline characteristics;
 Proximity of the first installed pipeline

10.4.2. CONTRACTOR shall consider the environmental data relating to the


Construction period, to include frequency, intensity and direction of winds, waves and
currents. Tidal, surge and current/depth profiles shall also be considered.

10.4.3. CONTRACTOR shall consider the following seabed conditions;

 Geology
 Soil Characteristics
 Topography
 Water depth

11. SURVEY AND POSITIIONING

11.1. General

11.1.1. In addition to the pre-works survey on land (See Section 6.1),


CONTRACTOR shall carry out the following nearshore surveys at each landfall:

 Route survey prior to dredging/trenching;


 Route survey prior to pipe installation;
 Post installation survey including colour video survey of pipeline;
 As-built in seabed survey of backfilled pipeline and temporary spoil dump areas.

11.1.2. Prior to commencement of the surveys CONTRACTOR shall present


procedures for each survey.

11.1.3. Survey shall be generally in accordance with COMPANY Specification


P2-PL-SPC-20420 recognising the limitations of nearshore survey vessels and related
equipment. CONTRACTOR is to present a procedure for overcoming these limitations.

11.2. Route Survey Prior to Dredging

11.2.1. The route survey prior to dredging and/or trenching shall include echo
sounder, side scan sonar and magnetometer surveys of the pipeline route identifying any
obstructions. The working width for the survey is to be agreed with COMPANY. This
survey shall be carried out immediately prior to dredging/trenching.

11.2.2. In addition, CONTRACTOR shall carry out bathymetric and side scan
sonar surveys of proposed offshore temporary spoil dump areas, or backfill winning
areas.

11.2.3. Detailed charts showing the results of the surveys shall be provided to
COMPANY prior to commencement of dredging/trenching works. These charts shall
also detail the proposed engineered trench profile.

11.3. Route Survey Prior to Pipe Installation

The route survey prior to laying or pulling of the landfall section and following
dredging/trenching shall employ echo sounder and side scan sonar and shall supply
sufficient date to demonstrate to COMPANY’s satisfaction that the depth of trench will
provide minimum cover to the pipeline in accordance with Section 8 of this Specification.

Detailed drawings showing the survey results shall be provided for COMPANY’s review
and approval prior to installing the pipe.

CONTRACTOR shall as a minimum run survey lines along the centreline of each
pipeline route with cross lines every 10 metres. The crosslines shall extend a sufficient
distance to allow the natural seabed level to be determined.

11.4. Post Installation Survey

The post installation survey shall determine the as-laid location and condition of the
pipeline. This survey shall employ as a minimum side scan sonar and echo sounder. In
addition a complete colour video survey of both sides of the pipelines shall be made to
check the condition of the pipeline coating, anodes, and the extent of freespans.
Drawings showing the installed position and condition of the pipeline shall be provided to
COMPANY for review and approval prior to commencement of backfilling operations.

11.5. As-built Survey

On completion of backfilling operations CONTRACTOR shall carry out an echo sounder,


side scan sonar and sub-bottom profiler survey covering the area backfilled, and an echo
sounder and side scan sonar survey covering all temporary spoil dump areas and backfill
winning areas. Detailed drawings showing the results of the surveys shall be provided to
COMPANY for review and approval prior to release of the backfilling spread.

11.6. Positioning

11.6.1. The requirements for positioning for all marine and onshore construction
activities are set out in COMPANY Specification P2-PL-SPC-20419.

11.6.2. CONTRACTOR shall establish anchoring positioning procedures for all


vessels engaged on construction activities in the nearshore sections in accordance with
COMPANY Specification P2-PL-SPC-20413.

11.6.3. Should an ROV be used in any stage of the landfall construction WORK,
then CONTRACTOR shall demonstrate the proposed positioning system in the expected
site conditions to the satisfaction of COMPANY.

12. STRESS CONTROL

12.1. Pipeline Stress Control

12.1.1. CONTRACTOR shall clearly define a positive means of controlling


stresses in the pipeline during installation. CONTRACTOR shall provide clear criteria
for use by vessel/site personnel in monitoring and controlling pipeline stresses.
CONTRACTOR shall demonstrate to COMPANY that the limiting weather and other
environmental criteria including currents, for installation operations as stated by
CONTRACTOR ensures the safety of the pipeline.

12.1.2. During pull-in operations, and in its final configuration, pipeline stresses
and stress combinations resulting from all load factors shall not exceed permissible levels
as stipulated by DnV OS-F101.

12.1.3. The lay vessel tensioning system shall have adequate capacity to provide
the required nominal lay tension when operating below 80% of maximum rated tension
capacity.

12.1.4. CONTRACTOR shall provide detailed engineering studies and


calculations which shall include the following;

 Installation configuration drawings indicating the pipe position and pipe support
positions. These drawings shall be well dimensioned and shall include sufficient
information to enable a physical check of the pipe support locations. Each
welding station, the NDT stations and field joint coating station shall be shown,
and their heights above water level indicated.
 Where applicable, stinger configuration drawings indicating the stinger size,
number of sections, general description and principles of operation.
 Pipelay engineering results for;
 Pipe stress analysis for pipe under all aspects of the pull-in operation
including start-up, normal laying, laydown and contingency abandonment
and recover conditions including calculation of overbend and sagbends
stresses, roller reactions etc.
 Calculations of maximum and minimum allowable pipe/cable tensions,
tensioner dead band settings, and other relevant parameters which govern
the pipelay operations.

All engineering calculations shall state the method of calculation and all assumptions.

Effects of water absorption by the concrete shall be considered.

12.2. Stability

The CONTACTOR shall ensure that pipelines are stable during all construction
conditions. The effect of any additional buoyancy elements shall be included, and
emergency procedures shall be established to ensure the stability of the pipeline.

Any additional temporary buoyancy devices used during construction, including pull head
buoyancy, shall be removed by CONTRACTOR prior to backfilling. Procedures for their
removal shall be provide to the COMPANY for review and approval.

13. DOCUMENTATION

CONTRACTOR shall provide all documentation to COMPANY as required by the


CONTRACT, this Specification and other referenced Specifications or Standards.

13.1. Pre-Construction Documentation

Documentation to be issued by CONTRACTOR and reviewed by COMPANY prior to


CONTRACTOR mobilising to site shall include but not be limited to the following:

 Overall schedule
 Document and report formats
 Engineering document status list
 Notification to maritime authorities
 All procedures and information stated in this Specification including:
 Safety procedures.
 Contingency plans for buckle and repair, pipeline abandonment, pulling
barge/laybarge anchor failure, etc
 Calibration procedures for all equipment including calibration certificates.
 Weather contingency plans.
 Construction survey procedures.
 Landfall site preparation procedure, including details or proposed site
layout (accommodating, storage etc).
 Installation of additional land drainage temporary drainage procedure.
 Access route preparation procedure, including proposals for upgrading of
public roads if appropriate.
 Fencing procedure
 Temporary bridging procedure
 Material handling and storage procedure
 Route preparation procedures and method statements.
 Pipeline welding and field joint coating
 Flooding gauging and hydrotest procedures.

 Emergency procedures (buckling, contingency abandonment and recover,
flooding of onshore excavations, anchor failure and all other realistic
emergencies). Emergency procedures shall identify all necessary emergency
equipment, highlighting any items, which are required to be maintained on site
to ensure availability.

13.2. As-Built Data

CONTRACTOR shall provide a data book for the pipe installation operation on
completion of the landfall construction and pipeline installation, containing the following
documentation in a systematic manner:

 Pipe installation records including al pipe and weld records, inspection reports,
NDT report, positioning reports, field coating material certificates, welding
consumable certificates.
