PROPOSAL FOR PAN-INDIA IMPLEMENTATION OF ATCOs’ ONLINE LOGBOOK

Introduction:
The Licensing of Air Traffic Controllers in India has come into effect from 5 th November
2018 with various exemptions until 31st December 2019. As a licensed ATCO of
Airports authority of India, an ATCO has to keep, update and maintain records of
professional and personal nature which are subject to scrutiny/audit by the regulator
(DGCA) as well as by ICAO. Also, at the Station level and CHQ level regular extraction
and summary of these data are required for record, verification, rating, licensing and
human resource allocation purposes.
At present an ATCO fills up official physical ATCO logbook and also has to keep other
personal and official records. Some of the records which do not have place in the
logbook need to be kept in ATCOs own device. ATCOs have to submit various
records/data like recency, competency, stress, OJTI, training etc on regular basis to
different authorities. Calculation of various required parameters like recency, stress
data, training data, their extraction from the Logbooks manually and submission are
very cumbersome and error prone, therefore cannot be considered as an efficient
mechanism.
Hence a project was undertaken to replace this paper-based system by an online web
bases system. The main target of this project was digitalisation and automation of

7. Duty verification by incharge
8. Duty/competency monitoring by incharge
9. Overall monitoring by CHQ

The project:
The project front end is a web based portal. The software consist of
1. One central database.
2. Module for ATCO to make entry, automatic calculation, display and issue alert
or warning wherever required.
3. Module for Station level to verify, monitor and to get alert from ATCO data at
station level.
4. Module for CHQ level to monitor all ATCO data.
The system shall be a fast, secure and reliable.

Advantages of Online logbook system:


1. All in One data source.
2. Accuracy, availability, and reliability.
3. Alert and warning.
4. Real time monitoring.
5. Flexibility and ability to extract data as and when required.
6. Being a web based portal, it can be opened anywhere in a PC or mobile phones.

Present Status of the project:


At present the software (temporally named as Bluebook) is being regularly used and
appreciated by more than 150 ATCO from Guwahati and Kolkata. Feedback and
suggestions provided by users are incorporated in the software on a regular basis.
The software can be accessed from https://www.iamatc.in/
This project is fully developed and maintained by its developer and without any
assistant from outside agencies.
The system is hosted in personal server of developer.

Future requirements: -
Considering the benefits of the project to AAI in general and all ATCO, Watch
Supervisors, ATS-in-Charges, Training-IN-Charges in particular, consideration may be
made to provide the software to all ATCOs in India.
Hence it is necessary to relocate the software from developer’s personal server to AAIs
official one.

Considering present and future number of ATCOs, critical nature of these data and
requirements of 24X7 availability and long term storage, a fast, secure and reliable
server system is necessary for this project.
Following parameters may be considered as minimum requirements.
1. a) Dedicated web hosting, with ability to be accessed from outside of AAI
intranet.
b) Dedicated domain with security certificate.
c) Unlimited bandwidth to access the server.
Considering data of 5000 ATCOs which need to be stored for 5 years or more,
2. A dual redundant Server system in RAID-1 configuration with
a) Intel Xeon 4210 or above
b) At least 64GB RAM
c) At least 1TB SSD
d) 100TB hard drive system with required RAID
e) redundant power supply.
f) Cyber security requirement: As per IT policy of AAI.
3. Necessary software
a) Windows or Linux OS
b) Apache as webserver
c) MySQL as database
d) PHP >7.2
