REPUBLIC OF THE PHILIPPINES COMMISSION ON ELECTIONS Intamuros, Manila PERSONNEL DEPARTMENT MEMORANDUM FOR : ALL REGIONAL ELECTION DIRECTORS SUBJECT =: Recruitment of DESO Technical Support Staff DATE : 04 January 2022 Pursuant to COMELEC Resolution No. 10727 dated November 10, 2021, there shall be DESO Technical Support Staff who, among their other duties, shall provide VCM technical support on Election Day. For the 2022 National and Local Elections, the recruitment and training of DESO Technical Support Staff shall be handled by our field offices. The DESO Technical Support Staff, who shall be under the supervision of the DESO, must possess the following qualifications: 1, Have reached at least second year college level; 2. Of good moral character and irreproachable reputation; 3. Of known integrity and competence; 4. Have never been convicted of any election offense or of any crime punishable by more than six (6) months of imprisonment, or have no pending information for any election offense; 5. Able to speak and write Filipino, English or the local dialect; 6. Have high stress tolerance or can work under pressure; 7. Computer literate (proficient in basic computer applications and software) ‘The DESO Technical Support Staff need not be registered voters of the city or municipality or district where they will be assigned. However, the DESO Technical Support Staff should not be related within the fourth (4*) civil degree of consanguinity or affinity to any member of the Electoral Board (EB) or to any candidate to be voted for in the polling place of assignment or to said candidate's spouse. (Section 27, Resolution No. 10727). ALLOCATION There shall be at least one (1) DESO Technical Support Staff for every voting center. The formula in the allocation of DESO Technical Support Staff is as follows (Section 27 [d], Resolution No. 10727): Number of Clustered Precincts Number of Additional DESO Technical Support Staff 6-40 1 11-15 2 16-20 and so forth using the same 3 ratio HONORARIA & COMMUNICATION ALLOWANCE The DESO Technical Support Staff shall be entitled to the following: ALLOWANCE 1 AMOUNT Honoraria 3,000.00 _ Travel Allowance 2,000.00 Communication Allowance P1,500.00 Anti-COVID Allowance P500.00 Additional Training Travel 2,000.00 or P1,000.00 Allowance (depending on the venue) A minimum of five (5) days service credit shall also accrue to all government officials and employees serving as DESO Technical Support Staff. (Section 33 [e], Resolution No. 10727). TRAINING & RECRUITMENT PROCESS All DESO Technical Support Staff must have undergone technical support training by the end of February 2022. It is in this respect that we request your good offices to require all Election Officers to start the recruitment process, taking into consideration the above allocation and qualifications. DepEd personnel Page 20f 6 who possess the foregoing qualifications shall be prioritized in the recruitment of DESO Technical Support Staff. All recruits shall undergo written examination between the period of January 17 to 31. Please be guided by the following guidelines: 1. ITD has provided 2 different sets of examination questions. The examination questions shall be sent to all Provincial Election Supervisors (PES) via their official email accounts, who shall then disseminate the same to their respective Election Officers (EOs); 2. Reproduction costs may be charged to the EOs’ mobilization; . As much as possible, all examinations shall be conducted in 1 day, the date of which shall be determined or set by the PES; 4. Once conducted, the EOs shalll collect the examination papers and transmit the same in bunch to the OPES, for checking. For NCR, the REDO NCR will check the answer sheets; . The passing score shall be 19/25. Depending on the completeness of the answer, the essay question points shall range from 5 to 1. 2 a 2 . The checking of examination papers by the OPES should also, as much as possible, be done in 1 (one) day; 7. Rectuits who shall pass accomplish CS Form 212 (PDS), which shall be kept by the OPES and EOs, for record and reference; 8. All EOs must ensure that their recruits must have individual mobile phones, with mobile numbers that must remain active until May 30, 2022; 9. The OPES shall submit a list of the hited DESO Technical Support Staff and a pool of back-up DESO Technical Support Staff who shall be at Icast 10% of the total DESO Technical Support Staff per province (for NCR, per city and municipality) to the Personnel Department on or before the first week of February 2022. (Please see the attached template). The pool of back-up will also attend the 1-day training for DESO Technical Support Staff.
