BILLS OF QUANTITIES FOR THE PROPOSED HATCHERY TO


BE BUILT ON PLOT 53, BLOCK 6, KASOLWE STOCK FARM,

BILL NO. 1

PRELIMINARIES AND GENERAL COSTS

The Contractor is to note that this Section describes the items


of Preliminary costs to be allowed for. Pages 1 to 4 are not to
be priced. Prices for specific Preliminary items are to be priced
and summarized on page 12. Any Preliminary items not priced
or mentioned in this section shall be deemed to be built into the
rates of the other items in the bills by the Contractor.

A DEFINITION OF TERMS

'Works' shall mean all or any portion of the work, materials and
articles, wherever the same are being manufactured or prepared,
which are to be used in the execution of this Contract and whether
the same may be on the site or not.

'Approved' shall mean approved in writing by the Engineer at his


absolute discretion.

'Directed' shall mean directed by the Engineer at his absolute


discretion.

'Selected' shall mean selected by the Engineer at his absolute


discretion.

'C.M' shall mean cubic metre

'S.M' shall mean square metre

'L.M' shall mean linear metre

'mm' shall mean linear millimetre

'Kg' shall mean Kilogramme

'No' shall mean Number

'Prs' shall mean pairs

'B.S.' shall mean the current British Standard Specification published


by the British Standards Institution, 2 Part Street, London, W.,
England.
'P.Sum.' shall mean Provisional Sum
'As described' shall mean as described in the 'Descriptions of
Materials and Workmanship' contained in these Bills of Quantities.
'As before' shall mean as earlier described in the same or previous
Bill.

'Ditto' shall mean the whole of the preceding description except as


qualified in the description in which it occurs. Where it occurs in
descriptions of succeeding items it shall mean the same as in the
first description of the series in which it occurs except as qualified in
the description concerned.

Where it occurs in brackets it shall mean the whole of the preceding


description which is contained within the appropriate brackets.
'Fix Only' shall mean take delivery in Kampala (unless otherwise
stated), load and transport to site where necessary, unload, store,
unpack, check contents against orders and packing lists, assemble
as necessary, distribute to position and hoist and fix only.

A GROUP SIZES
Girths, depths or sizes grouped together in the Bills of Quantities
item descriptions by means of hyphenated upper and lower limits
shall be interpreted as 'exceeding' the lower limits and 'not
exceeding' the upper limit.
B DESCRIPTION OF SITE
The project is located in BUGABULA, KAMULI DISTRICT on the
premises of NATIONAL ANIMAL GENETIC RESOURCE CENTER
AND DATABANK

Special pass with photograph and personal identification information


if required must be applied for and obtained for all Contractor's
personnel in accordance with prevailing security arrangements.

The Contractor is recommended to visit the site and will be deemed


to have satisfied himself with regard to the conditions of the existing
constructions thereon, the risk of injury or damage to existing
property and property adjacent to the site, or to the occupiers of
such property, the nature of the materials to be excavated, and
conditions under which the works will have to be carried out, the
supply of and conditions affecting labour and facilities for obtaining
the articles or materials referred to in these Bills of Quantities. No
claim by the Contractor for additional payment will be allowed on the
ground of any misunderstanding or misapprehension in respect of
any such matter or otherwise.

C AREA TO BE OCCUPIED BY THE CONTRACTOR


The area to be occupied by the Contractor for use as storage and
for the erection of workshops, offices etc. within the available site
area, shall be planned by the contractor and approved by the
Engineer only if site and operational conditions permit. Otherwise
the Contractor shall be responsible for arranging for these outside
the available site premises.
A DRAWINGS

The Contractor will be deemed to have examined the drawings


before tendering and to have satisfied himself regarding the nature
and extent of the works and the method of construction. No claims
arising out of misapprehension in these respects will be allowed.
Drawings issued with the tender documents may be amplified, if
required, by appointment with the Engineer during normal working
hours. No further information will be available to the Contractor
except for clarification of details and discrepancies and normal
project running site instructions.

The Works are to be executed in accordance with the drawings


referred to in Volume …….. of these tender documents together with
any drawings which may be supplied in amplification or amendment
thereof.

B VALUATION OF LUMP SUM PRELIMINARY COSTS

Lump Sums entered in these Bills of Quantities against any item of


General Conditions or Preliminaries will be included in appropriate
valuations according to reasonable assessment of actual costs
involved in the item any balance between this assessment and the
actual sum entered in the Bills of Quantities will be included in
subsequent valuations as monthly instalments over the balance of
the Contract Period.

C PAYMENT OF MATERIALS ON SITE

All materials for incorporation in the works must be stored on the site
before payment is effected unless specifically exempted by the
Project Manager.

The Contractor shall price the below mentioned items:

In addition, maintaining temporary works, adapting, clearing away


and making good shall be deemed to be included with the items.

Notices and Fees to Local Authorities and Public undertakings


related to any of these preliminary items shall be deemed to be
included.

a) Plant, tools and vehicles;

b) Scaffolding, hoists and working platforms;

c) Site administration and security;

d) Transport of work-people; 2,000,000

e) Protecting the Works from inclement weather and any other


damages;

f) Water for Works; 3,000,000

g) Lighting and power for the Works;

h) Police regulations;

i) Traffic regulations;

j) Temporary telephone or other form of communication for use by


the Contractor;

k) Safety, health and welfare of Work-people; 1,000,000

l) Avoidance of noise, pollution or public nuisance and


maintenance of all Statutory obligations;
n) Provision of programme and progress chart;

o) Protective hoardings with lockable gates to suit site layouts as


may be established by the Contractor and approved by the Engineer

The Contractor is also to make allowance for the following particular
items:
A SITE OFFICES
The Contractor must allow for establishment or hire of space for site
offices for his use in such positions as may be adequate and

convenient for use by his own site staff and removing same at
completion and making good all areas disturbed.
The Contractor shall also provide an adequate refuse collection
service for all offices, to the satisfaction of the Project Manager.
The Contractor shall also maintain all furniture and equipment
provided by him in a reasonable state of repair and usable condition
and shall replace promptly any item which becomes unserviceable
or is lost, to the satisfaction of the Project Manager.
B SECURITY OF WORKS
The Contractor shall provide adequate security by day and by night
for the entire site together with any related materials and facilities
but in collaboration with the Client's security establishment. This
shall include the provision of suitable gates and fencing and the full
time attendance of permanent watchmen, all to the satisfaction of
the Project Manager.
The Contractor shall provide one fully lockable furnished office for
the Project Manager's representatives at the Site.

The office shall as a minimum have the following facilities:


- 16 m2
- Office desk and chair with armrest
- Window(s) with curtains or sunshades
- Door and door lock of good quality
- One other table and two chairs
- Room lights and desk lights
- One bookshelf, min. 4m2 of shelf space
- One A4 size lockable file cabinet with 4 drawers
- Pin boards on two walls

The Contractor shall during the construction period make the


following services available to the Project Manager's representative
- Fax Machine
- Photocopier machine
UPS and Laptop computer ( Dell Inspiron 9400 or equal approved )
with XP operating system, USB modem and wireless internet
connection and service fully subscribed and maintained for the
duration of works

Laser Printer and scanner

All the above shall be handed over to the employer on completion of


the project in proper working condition
Proper sanitary arrangements for this facility shall be provided by the
Contractor, all to the Project Manager's approval, and the Contractor
shall supply all water, light, attendance, etc., required and shall
make arrangements for regular and proper cleaning.

A Maintenance of the Project Manager's representative's facilities:


The Contractor shall keep all buildings, accesses, services and
facilities provided by him, for the use of the Engineer's
representative in a well maintained, clean and fully habitable
condition, 24 hours per day until the expiry of the defects liability
period, all to the satisfaction of the Engineer.

B Insurance and Ownership of the Project Manager's representative's


office, furniture and equipment;

All buildings, furniture and equipment provided by the Contractor for


the above shall be insured by Contractor against any loss or
damage by accident, fire or theft for the duration of the Contract,
including the period of maintenance.

On completion of the Contract, the ownership of all permanent


buildings, fittings, furnishings and equipments and all utility services
and fencing thereof shall become the property of the Employer.

All temporary structures shall be removed and all disturbed areas


made good to the satisfaction of the Engineer.

C ACCESS TO SITE
Access to the site shall be agreed with the Engineer prior to the
commencement of the works and the contractor must allow for
providing, forming and maintaining all temporary crossings and
access roads onto the site, removing the same on completion and
making good any damaged or disturbed surfaces as directed by and
to the approval of the Engineer.

The Contractor is required to undertake the transportation of all


equipment, materials and goods required for the execution of this
Contract.

A SHEDS FOR STORAGE OF MATERIALS


The Contractor shall provide, erect and maintain on the site, or hire
storage space in such positions as may be convenient and
acceptable to the Engineer, ample temporary watertight, lock-up

sheds for the proper storage and protection of all materials liable to
damage and shall remove same at completion and make good all
surfaces disturbed.

B SANITATION OF THE WORKS

The Contractor shall allow for providing the necessary latrines for
the employees on the works, including those employed by Sub-
Contractors, to the satisfaction of the Health and Medical Authorities
and for maintaining the same in a thoroughly clean and sanitary
condition and paying all conservancy fees.

The Contractor shall allow for removing the said latrines and leaving
the ground clean and free from pollution upon completion to the
satisfaction of the Health and Medical Authorities.

C SAFETY, HEALTH AND FIRE PROTECTION FACILITIES


The contractor shall determine by careful scrutiny, which of the
requirements are the more stringent and which combination of
equipment will be acceptable as regards safety, economic and legal
aspects during the construction period

This safety, health and fire protection manual shall be prepared


before the actual site operations begin. The manual shall be
approved by the Project Manager and shall comply with all
international and local safety requirements in respect to issues
among others but not limited to the following:

- Occupational worker safety


- Noise generation from equipment
- Dust prevention during construction e.g. demolitions, road
works etc.
- Proof of insurance and workman's compensation etc

The Contractor shall be required to provide a brief methodology of
work and approach to the safety requirements, safety audit and fire
protection facilities he proposes to use during the works. He should
specifically put a price to the safety requirements for his operations
during construction including any test equipment.

The Contractor shall also be required to provide statements on


quality assurance, safety plan and environmental conservation.

A AS BUILT DRAWINGS

The contractor shall at the end of execution of the project furnish


with the Project Manager one transparent original and four prints for
each of as executed drawings as may be required and determined
by and to the satisfaction of the Engineers and Project Manager.

The Contractor must allow for removing and clearing away all plant,
rubbish and unused materials, and leaving the whole of the site of
the works in a clean and tidy state at all times and at completion to
the satisfaction of the Engineer.

B SIGNBOARD
The Contractor must allow for providing, erecting and maintaining a
site signboard, the size, type of construction and lettering of which
shall be to the Engineer's design. The board is to be fixed in an
elevated position on the site where indicated by the Project
Manager. On completion of the works, the sign board shall be
removed and disturbed areas made good.

A SPECIFICATIONS
Reference within Bills of Quantities descriptions are to
Specifications, reproduced in full elsewhere. The Contractor will be
deemed to have allowed for all Specification requirements in his
rates and prices and must resolve any queries or misunderstanding
regarding Specification requirements with the Project Manager prior
to the return of tenders. No extra claim will be admitted nor claims
allowed in respect of material and workmanship requirements or
other matters relating to these Specifications for any reason
whatsoever.

B MEASUREMENTS
These Bills of Quantities shall be deemed to generally follow
principals laid down in the Standard Method of Measurement of
Building Works for the Republic of Uganda, with the following
exceptions:
Clause D18 (a) and (b) of the Standard Method of Measurement
shall be deleted and the following working substituted:-

- 'Keeping excavation free from all water including spring and


running water shall be given as an item.

In certain cases in these Bills of Quantities the Contractor is required


to insert all inclusive composite unit prices for groups of items or
elements of the works. Such composite unit prices shall be used for
the adjustment of variations in the relevant sections of the works.

Any unauthorised alteration or qualification made to the text of these


Bills of Quantities will be ignored and may cause the tender to be
disqualified.

The Contractor will be deemed to have made allowance in his prices


generally to cover items of Preliminaries, or other items, if these
have not been priced against the respective items.

The Bills of Quantities shall under no circumstances be used for the


purpose of ordering materials.
All items of measured work shall be priced in detail and tenders
containing lump sums to cover trades or groups of work must be
broken down to show the price of each item before they will be
accepted, unless the work has been so measured.

Lump sums to cover any items of Preliminaries shall be broken


down if so required.

The preamble clauses or headings to any Bill, Element, Section or


Sub-Section are to apply equally to all other Bills, Elements,
Sections or Sub-Sections.

Allow for all expenses in connection with the testing of materials as


required by the Project Manager including the supply and
preparation of materials to be tested, the cost of materials and their
packing and conveyance to the nearest approved testing laboratory,
charges, etc.

A SAMPLES

The Contractor shall furnish at the earliest possible opportunity and


at his own cost, any samples of materials or workmanship that may
be called for by the Engineer for his approval or rejection and any
further samples in the case of rejection until such samples are
approved by the Engineer and such samples when approved shall
be the minimum standard for the work to which they apply.
