DETAILS ON FRUIT MACHINE APPLICATION AND FRUIT MACHINE REQUIREMENTS

1. Under Fruit Machine Permit Condition No. 6, only fruit machines which meet the machine
requirements (Annex A) stipulated by the Permit Officer, are allowed to be installed in the fruit
machine room. In addition, Fruit Machine Permit Condition No. 7 states that the society shall
not install, replace, remove or modify or permit modification of any machine or equipment
(including the hardware and software of such machine or equipment) in the fruit machine
room without the prior written approval of the Permit Officer.

2. Societies are to ensure that gaming on fruit machines occur in a manner that is:-
a) Honest;
b) Secure;
c) Reliable; and
d) Auditable.

3. The society has to provide the following information in their request for fruit machine:-
a) Make and Model of fruit machine;
b) Game Name and Game ID;
c) Type of credit insertion ie notes, tickets, coin operated etc; and
d) Types of installation ie progressive payout or external bonusing system etc.

4. The following supporting documents are also required:-

a) a copy of the game brochure of the fruit machine; or
b) the approval letter for the game issued by the Police Licensing & Regulatory
Department to the Fruit Machine vendor.

Request for Additional Fruit Machines

5. For a request for additional fruit machine(s), the following supporting document is required to
be submitted by the society to the Police Licensing & Regulatory Department:

a) An audited statement of the number of members in each category of membership,

stating if they are voting or non-voting members, prepared within 30 days from the
date of the request.

6. Upon receipt of the written approval for installation any fruit machine, the declaration form
(Annex B) has to be submitted by the society to the Police Licensing & Regulatory
Department by the next working day from the date of the installation of the machine

FRUIT MACHINES REQUIREMENTS

All fruit machines shall:-

(i) Minimally provide the following set of meter readings1:

a. Hard Meter Readings for “Turnover/Bet”, “Total Wins/Won”, “Money In” and
“Money Out”;
b. Soft Meter Readings for “Games Played”, “Turnover/Bet”, “Total Wins/Won”,
“Hand Pays/Cancelled Credits/Attendant Pays”, “Coins In”, “Coins Out”, “Coin
Drop”, “Banknotes In”, “Total Cashless In”, “Total Cashless Out”, “Money In” and
“Money Out”;

(ii) Provide printouts for the soft meters specified in (i) above. These printouts must be
legible and maintained for 5 years;

(iii) Cease play or shut down automatically once hard meters are disconnected; and

(iv) Be equipped with a hard meter casing which is secured by a serially-numbered, one-
time use seal.

Note: Where a master meter is not supported by a corresponding machine or game function
(e.g. “Banknotes In” for a machine which will not be fitted with a banknote acceptor), that
meter must display as its value “N/A”.

DECLARATION FOR COMPLIANCE WITH FRUIT MACHINE REQUIREMENTS

I GENERAL NOTE

(a) With effect from 1 Nov 2007, all fruit machines installed by societies should

(i) Minimally provide the following set of meter readings1:

a. Hard Meter Readings for “Turnover/Bet”, “Total Wins/Won”, “Money In” and
“Money Out”;
b. Soft Meter Readings for “Games Played”, “Turnover/Bet”, “Total
Wins/Won”, “Hand Pays/Cancelled Credits/Attendant Pays”, “Coins In”,
“Coins Out”, “Coin Drop”, “Banknotes In”, “Total Cashless In”, “Total
Cashless Out”, “Money In” and “Money Out”;
(ii) Provide printouts for the soft meters specified in (i) above. These printouts must
be legible and maintained for 5 years; and
(iii) Cease play or shut down automatically once hard meters are disconnected.

(b) With effect from 1 Apr 2011, every fruit machine installed in the clubhouses should be
equipped with a hard meter casing which is secured by a serially-numbered, one-time
use seal.
