Wavell Plan(1945)

Wavell was sent as Viceroy in India we talk and Discuss will Indian
leaders in order to Find some proper solution of the issue..
Also Congress Leaders were released from Jail in June 1945

chahte the aur yahan wo baat kar rhe hai ki Indians se discuss krke koi
solution nikalo

•REASONS
● Mid-1945 Elections happened in London,They had pressure

from Allied countries and Party members

● Due to all these things they wanted to close the Indian Chapter

and sent Wavell to do that

Wavell works
● Reconstruct the Gov General Executive Council and Prepare a
new executive council
● He will work on Constituent Assembly making also
 ● Will solve the deadlock between Congress and Muslim League
over these issues
On June 1945 he called both the parties in a conference @Shimla
Conference

Main points of WAVELL PLAN

● All members of Executive Council will be Indians except the
Viceroy and Commander in chief(सेनापित)
● Hindu and Muslims will have equal representation
● This reconstructed council will work as Interim government

Jinnah said that Muslims involved in this will only be nominated by

Muslim league and created issue again.Congress rejected and said this
is nonsense hamare yahan bhi muslim leaders hain congress me ,ye kya
matlab hua ki Muslim jayege Council me to sirf Muslim league se he

● Jinnah said that All Muslim members to be nominated will be

League members and claimed veto in the council

● Congress rejected and said that this is an attempt to make

congress to a status of Hindu Party but we have great Muslim
leaders also with us.
Ultimately again this Wavell Plan failed due to dead lock between
League and Congress

1)PHASE-1
● Idea was given in Malaya by Mohan Singh(Cap in British Indian

Army) in 1942
● Japan Invaded SE Asia then He became Prisoner of war,Also he

wanted to Support Japan as they were fighting against British

● Sep-1942 First Division of INA was Formed with 16,300 Men @

Singapore
 ● Japanese also wanted to invade India and thought that INA will
help them as they know everything about India and also about
the British army war tactics
● Ras Behari Bose was also involved in INA
● Later differences increases between INA and Japanese as they
were not allowed to fight etc so this movement stopped

Why BOSE left Congress ?

● 1929:Nehru Comm Report submitted and he Rejected the

demand of Dominion
● In 1930 he because of his energy,Socialist ideas became

Famous youth leader

● By 1938 he was so famous that he became president of

Congress @ Haripura session,Also formed National Planning

Committee with Nehru as Chairman
● 1939 @ Tripuri session of Congress their was a conflict in

Congress regarding Presidentship of Congress

● Bose bolte hai mai dubara President ki Post ke liye khada hona

chahta hu lekin wahan unko Gandhiji ka support nahi mila aur wo

bole Mai apna banda nominate krna chahta hu Pattabhi

● Bose was very famous among the Congress due to his new

ideology and works...Election hote hai aur Sitaramayya Har jate

hain...Bose WINNER
● Ab Congress ke kuch log jo Bose ji ki Ideology ko pasand nahi

karte the chid gaye..Aur Gandhji ke nominated leader ki har

hojana matlab indirectly Gandhi ji ki har hona ,Gandhi ji bolte hai

jate hain ki ye sb chal kya raha hai peeche Gandhi ji ke hone ke
baad bhi Har gaya yar mai to...
● Usme baad Bahot sare log Jo chidte the Bose se wo Work karne

● Congress was on the time of Split again into two groups one
with Bose and other with Gandhiji
● Bose ne ye dekha aur sahi nahi Laga unko bole tm karo jo karna
hai Mai chala ..Mujhe ye sb nahi chaiye ladai apas me aur alag
hogye Congress se and banali apni party Forward Bloc-1940
and after that Dr Rajendra Prasad was made President of
Congress
● Bose then went to Germany in 1941 and Hitlor se Dosti hojati hai
● July-1943 me Singapore jate hai and he was in this assisted by
Ras Behari Bose

PHASE-2
● July-1943 S.C Bose took the Command of INA in Singapore

● In October-1943 he setup provincial Indian govt with Head

Quarters at Rangoon and Singapore with an aim of Kick away

british Empire from India(Kind of Parallel govt.)
● He created different regiments like Rani Jhansi regiment,Nehru

regiment,Gandhi regiment
● 1944 INA with Japanese try to Invade Imphal(N-E) but At that

time britishers were getting good support from allied countries

and defeated them @ Kohima
● Battle of Kohima-4 April’1944(Most fierce battle) :Tennis court

battle

By End of 1944:WW-2 about to end,Japanese starts retreating

1945:Indian leaders released
British will trial INA (POW) people as they sided Japan..They all were
Gaddars in the eye of Britishers
July-1945
● New Government was formed in British under clement

atlee( labour Party),Churchill lost the elections(Very famous

leader),Log bolte the wahi jeetega..Bolte the ki usiki leadership
ki Wajah se ww-2 me britishers jeete hain
● Attlee convinced people by saying that Britain needs no

war..Churchill is great but War is loss for everybody but we have

to make New Britain

August-1945
● Attlee declared that Now elections will takes place in India for

Central and Provincial assemblies

● Labour party was sympathetic

● British economy shattered

● Fear of Revolt like Quit India-1942

hai..Aur agar inko saza di gayi to acha nahi hoga

Sep-1945 Congress meeting at Bombay and they decided to

prevent INA Prisoners

Sab log support karne lage congress ko ispr even muslim

league,Hindu mahasabha etc sb..Yahan tk ki Jo Army me log the wo
bhi karne lage support ki nahi ye nahi hone dena hai

● 21 Nov-1945 in Calcutta over INA Trials British army soldiers
started Protesting
● 11 Feb-1946 in Calcutta when Officer Rashid Ali was sentenced
to 7 year jail
● 18 Feb-1946,in Bombay when Royal Indian Navy revolted as One
Naval Officer wrote on Ship HMIS Talwar Quit India,He got
arrested and all naval officers protested(RIN Mutiny)

1)Revolted against authority and Suppressed
2)People started joining the revolt
3)People from other parts of the country also starts joining

Huge pressure was developed on British,They started first POW trial

@ Red fort Nov 1945 putting dock together Prem Kumar
Sehgal,Shah Nawaz Khan,Gurbaksh Sing Dillon:For Court Martial

Reasons of these Mutiny

● Racial Discrimination of Soldiers
● Abuse by Superior officers

● Baad food

Ye sare Revolt Bahot Badh jate hain aur soldiers sadak par utar ate
hai ..2 bade leaders samne ate hain logo ko samjhane ki hum apke
liye kar rahe hain sb mt lo tension na do..

Elections held during 1945-46

•Relief funds were collected to sufferers of INA trials
•Congress not officially supported upsurges
•People support was gathered by Congress

Results
1)57/102 seats to Congress in Central Assembly with 91% of Non
Muslim seats
2)Congress majority in all provinces except Bengal,Punjab and Sindh
3)Muslim league had separate electorate and got 86.6% of Muslim
Votes with 39 Seats in central Assembly
