Offense Description
S60A WILDLIFE ATTACK
Once at the zoo, I learned that a single victim had jumped a barrier fence designed to keep the public
away from the tiger enclosure. The victim had his arm bitten by the zoo’s Malayan Tiger, while it was
still in its enclosure. The victim was identified as Mr. River Rosenquist (DOB 10/16/1995). Mr.
Rosenquist had his left arm bitten and pulled through the fence. Mr. Rosenquist was able to call 911,
and state that he was being attacked by a tiger. CCSO, Naples Police, Fire Rescue, and EMS
responded to the scene. A sergeant with CCSO was the first law enforcement officer on scene and
observed the tiger still biting Mr. Rosenquist’s arm. The sergeant fired a single shot with his sidearm at
the tiger, striking it, which caused the tiger to release its grip. The tiger died on scene.
Mr. Rosenquist was deemed to be a trauma alert and was flown to Lee Memorial Hospital in Lee
County, Florida for treatment.
CCSO major crimes detectives and CCSO crime scene units were already on scene documenting the
incident upon my arrival.
I took several photographs of the scene and the deceased tiger that was involved.
Offense Description
S60A WILDLIFE ATTACK
At the above listed time and location, I arrived at the hospital and was taken to the victim, identified to
me only by name and DOB (date of birth) as "Rosenquist River" (10/16/1995).
The victim was in an ER room unconscious and intubated upon my arrival. I activated my body worn
camera prior to walking into the ER room but turned it off when I found the victim in his current state.
No statement was able to be taken while I was on scene from the victim. The following information was
obtained and recorded on an FWC Hospital Response Information Form (attached to this ISR):
Shortly after completing the above form, the victim was moved from the ER into a surgical room. I was
allowed (upon my request) to dress out in sterile, medical scrubs and enter the surgery room to
document the injuries sustained from the “bite incident” by photograph on my state issued camera.
Pictures were taken of the injury site of the victim’s left arm after the wound was undressed by medical
staff (see pictures attached). The left arm was to be amputated due to the severity of the damage
sustained to the arm.
Throughout my time spent at Lee Memorial Hospital, I stayed in close contact by phone call with Lt.
Stuart Spoede and Investigators (II) Mia Ruggiero and Lex Corteguera of my findings. At 2223 hours, I
left the hospital.
Offense Description
S60A WILDLIFE ATTACK
The subject identified as River Steven Rosenquist D.O.B. 10-16-95 was air lifted to Lee Memorial
Hospital located at 2776 Cleveland Ave, Fort Myers, FL 33901. FWC Ofc. G. Self responded to Lee
Memorial Hospital. During intake at the hospital Registered Nurse Hayley Katz stated that she noted an
odor of alcoholic beverage emitting from River Rosenquist during intubation. FWC Lt. K. Balfour, Inv. K.
Kleis, Inv. C. Yanez & Inv. M. Ruggiero responded to the scene at the Naples Zoo. No witness
information was able to be obtained as there were no eyewitnesses on scene during the incident until
Collier County Sheriff's Office Deputies arrived. See Inv. K. Kleis' and Ofc. G. Self's incident summary
report narrative supplementals for further details.
On 12-30-21 at approximately 0835 hours, I conducted an inspection of the Naples Zoo in response to
the incident. The tiger in question was an 8-year-old male Malayan tiger named Eko who weighed
approximately 250 pounds. The zoo has a valid FWC license to possess and exhibit the tiger which
expires on 10-21-22. The zoo has a valid USDA license to possess and exhibit the tiger which expires
on 4-7-22. The cages of the facility are bounded by an 8-foot-high perimeter fence with three strands of
barbed wire on the top. I observed a detailed critical incident/disaster plan kept on file. I observed
records of acquisition for the tiger. The tiger's enclosure is equipped with lockdown systems as

required. The tiger's enclosure is equipped with a structural safety barrier to prevent unauthorized
access to the tiger's enclosure. The structural safety barrier is posted with a sign stating, "DANGER
AUTHORIZED PERSONNEL ONLY". The tiger's enclosure is open top with 13-foot-high walls made of
7-gauge steel welded wire with a 5-foot, 45-degree, inward angle overhang. The connecting material
used is made of 9-gauge steel wire. FWC Inv. D. Fowler used a Faro 3D laser scan to document the
scene and the tiger's enclosure.
I interviewed the zoo’s Director of Animal Programs Lee Ann Rottman and obtained a sworn written
statement from her which is attached to this report. Ms. Rottman stated the subject River Rosenquist
works for HMI Commercial Cleaning, which is the zoo's contracted cleaning service. They are
contracted to clean the zoo's offices, bathrooms, admissions building and hospital. Ms. Rottman stated
that based on the location of the incident, Mr. Rosenquist had to have jumped over the structural safety
barrier to get near to the tiger's enclosure. At that point the tiger could have only made contact with him
if he put his hand through the tiger enclosure's fencing. Ms. Rottman stated that per the zoo's written
agreement with HMI, Mr. Rosenquist was outside the scope of his duties and that he was not
authorized to breach the posted structural safety barrier.
On 12-30-21 at approximately 1322 hours, I arrived at Lee Memorial Hospital to check on the status of
River Rosenquist. Mr. Rosenquist sustained severe injuries to his left arm (pictures are attached to this
report). He arrived at the hospital in a tourniquet with his left arm mostly amputated with a compound
fracture. During my visit, Mr. Rosenquist was alert with his hand still attached. I identified myself and
informed Mr. Rosenquist that I was investigating the incident. He stated that the surgeon gave him
hopes of keeping his hand. I left a business card with my contact information with his father, who I
identified through a Florida driver’s license as Anthony Robert Rosenquist D.O.B. 6-2-71.
On 1-5-22 at approximately 1000 hours, I met with Detective Scott Pepin with the Collier County
Sheriff's Office. Det. Pepin is the lead investigator for the sheriff's office in this joint FWC and sheriff's
office investigation. We met at Lee Memorial Hospital to conduct a joint interview with River
Rosenquist. Mr. Rosenquist was in a room and alert with his hand still attached. Det. Pepin identified
himself to Mr. Rosenquist and I informed him that we were there to get his side of the story regarding
the incident. Mr. Rosenquist stated that he did not wish to make any statements and provided us with
the name and phone number to his defense attorney, Rita Jackman (239) 878-7676. We departed
without further incident.
At the conclusion of my investigation, I found no violations as it relates to the Naples Zoo. Mr.
Rosenquist had to have breached the posted structural safety barrier by jumping over it and inserting
his hand or arm into the tiger’s enclosure, leading to this incident. Structural safety barriers are
designed to keep unauthorized persons from getting within close proximity to dangerous wildlife
enclosures for safety reasons. I used my agency issued body camera and picture camera for
