An ambassador is an official envoy of the government especially a high rent diplomat who represents a

state and he is a credit to another sovereign state or to an international organisation as the resident
representative of their own government or appointed for special and often temporary diplomatic
assignment.1According to Vienna convention on diplomatic relations ambassador is the highest rank of
the diplomatic relations in which he or she is accredited to represent the sending state and receiving
state. It is not true that in strict law the ambassador is only diplomat in diplomatic mission because in
diplomatic mission there are temporary diplomatic missions and permanent diplomatic
missions,therefore an ambassador is not only a diplomat in diplomatic missions others are;

Head of states of government, the head of state or government may represent a country for temporal
diplomatic mission, for example when one head of state or government visit another state in
Independence celebrations or state occasions. 2 Like Sworn of another new head of state for example
many states visited Tanzania on November 2020 when the honorable the late president John pombe
magufuli who was sworn for the second term to enter into the power.

Minister of foreign affairs; he or she is another person who is a diplomat of a state in ministry of foreign
affairs, it may be temporal diplomatic missions or permanent diplomatic mission as conducted by
ambassadorial offices3 Temporal diplomatic missions are conducted by credentials who are given power
by the government to conduct temporal diplomatic mission.

Multiple accreditations; this is another way of conducting diplomatic missions in which two or more
states accredit the same person as head of diplomatic mission to another state the single person is given
power to conduct diplomaticic missions of more than one state unless the receiving state object to that
request.4

Consuls is an official representative of the government of one state in the territory of another or these
are government officials who are assigned to reside in the town or city of the receiving state in which
they are responsible to promote trade and commerce of the sending state these are also diplomats they
are required to conduct diplomatic missions when there is no office off ambassador in the receiving
state this is provided under Article 17 of Vienna convention on consular relations of 1963. 5

Therefore, ambassador is the only person who is accredited by the state to represent the state abroad in
diplomatic missions.
