Airline Crew Members’ Access at Macau International Airport

GENERAL:

1 The President of Civil Aviation Authority – Macao, China, in exercise of his power under
Paragraph 89 of the Air Navigation Regulation of Macao (ANRM) and Article 35 of the Statutes
of Civil Aviation Authority, approved by the Decree-Law 10/91/M, establishes this Aeronautical
Circular (AC).

2 Access for airline’s crew member to the controlled areas and security restricted areas of Macau
International Airport are established in accordance with the FAL/SEC Resolution 1/2013
(Amendment through Resolution no. 5/2017, 1/2018, 1/2019 and 2/2020) agreed by the
Facilitation and Security Committee Meeting on 30 September 2020.

3 The access control requirement for crew member are detailed as the following:
3.1 the crew member while performing his/her flight duties shall possess the following
identity documents:
(a) a valid pilot license issued by the competent authority (Appendix 1); or
(b) a valid crew member certificate issued by the competent authority in accordance
with ICAO Annex 9 (Appendix 2); or

(c) a crew identity card issued by the employer airline whenever the State or Region
has not yet issued a CMC (templates must be provided to the Airport Operator
(CAM)); and
3.2 the crew member shall provide a general declaration form (Appendix 3);
3.3 the crew member shall dress in his/her company uniform;
3.4 the crew member shall access into the controlled areas and security restricted areas at
the designated crew channel, in accordance with the airport security programme;
3.5 in the event that a crew member is unable to present his/her CMC or crew identity card
by reason of it being lost, the crew is required to present some other form of identify
documentation (typically a passport). Moreover, Security staff shall establish that the
crew member is operating the flight by means of inspecting the general declaration.

titular deste certificado pode entrar ou sair de Macau via o Aeroporto Internacional de Macau sem passaporte,
quando em serviço, e deve cooperar com o pessoal do Serviço de Migração.
In accordance with Macao Immigration Laws, the holder of this certificate, may depart and enter Macao via Macao
International Airport without production of passport, when in service, and shall cooperate with the Immigration
Service personnel.
