Subject: 7th (Revised) Supply plan for food grain packaging material for KMS 2021-22 Sir/ Madam, | am directed to réfer to the 6th Supply plan of packaging material for KMS 2021-22 issued by this Department vide letter No. 15-8/2021-Py.III-Pt(1)(E.376094) dated 11.10.2021 and to say that in view of the request by State Govt. of Tripura, the supply plan has been revised taking into the requirement of packaging materials received from State Govts. & FCI, previously approved supply ‘plan, estimated procurement target, indents placed by the States/FCI, and limited capacity of production by Jute mills. Due to shortage of new jute bags and low manufacturing capacity of Jute mills, State Govts. & FCI have been allocated food grain packaging material proportionally. 2. Accordingly, necessary changes in the supply plan for KMS. 2021- 22 have been made and circulated for necessary action at the end of respective stakehalders. State Govts. & FCI are requested to place the indents with funds strictly as per supply plan without any delay and take all necessary steps to arrange packaging material so that procurement operations are not affected adversely. Excess indents should also not be placed, placement for indents should be the following month (for allocation of Nov., 2021 indent to be placed in Oct., 2021) only and should not exceed that. 3. As non placement_of indents leads to bunching of orders and disrupt the supply plan, therefore, such defaulting States which delay or do not place indents timely, their allocation of jute bales would be transferred to other needy States or pushed back to later ssi) bat, ye _ ae, -23- OMFite No.15-8/2021-Py.ttl-Part(t) months. The matter has been examined in this Department, and it is informed that this Department had issued guidelines regarding procurement of paddy vide letter No.15-8/2004-Py.Il (Pt.) dated 18.05.2017 (copy attached) allowing State Govts. to make arrangements of any type of bags for purchase of paddy.
