NOTICE
This is for the information of project proponents of all the industrial sectors/non industrial sectors
/units falling under Red, Orange and Green Categories of consent management of the Board as per order
of categorization issued vide Endst. No. HSPCB/PLG/PLG-135/2016/546-572 dated 14.07.2016, order
Endst. No. HSPCB/2018/517-546 dated 26.02.2018 (as amended) and subsequent vide No. No.
HSPCB/PLG/2020/1767-1795 dated 04.12.2020. The industrial sectors/non industrial sectors /units
falling under Red, Orange and Green Categories of consent management of the Board are required to
apply to this Board for obtaining consent to establish (CTE) and consent to operate (CTO) under Water
(Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981
and for authorizations/registrations under various Waste Management Rules under Environment
(Protections) Rules, 1986 through online portal of Haryana Enterprises Promotion Centre (HEPC).
The Central Pollution Control Board (CPCB) has issued directions under section 18 (1)(b) of the
Water (Prevention and Control of Pollution) Act 1974 vide letter no. B-29012/ESS(CPA)/2015-16/ dated
07.03.2016 regarding categorization of industrial sectors/units. Thereafter CPCB issued directions under
section 18 (1)(b) vide no. B-29016/ROGW/IPC-VI/2020-21/ dated 30.04.2020 regarding categorization
of some new industrial sectors i.e. railway stations, scrapping centre’s, Compressed/refined bio-gas
production for biodegradable wastes and other industrial sectors and listing of Non-Industrial Operations
(Activities/ Facilities/ Infrastructure/ Services). Thereafter CPCB issued directions under section 18 (1)(b)
subsequent letter no. B29016/ROGW/IPC-VI/2020-21/ dated 10.07.2020 regarding categorization of
Dairy Farm and Gaushala. Some of leftover/new industrial sectors are also covered under consent
management of board.
The amended procedure alongwith consolidated list of Industrial Sector/Project covered under
Red, Orange, Green and White categories has been issued vide No. No. HSPCB/PLG/2020/1767-1795
dated 04.12.2020 is available on website of this Board for reference @

Thereafter on directions of Hon'ble NGT in the matter of OA No. 400/2017 titled as Westend
Green Farms Society Vs Union of India & Ors. and OA No. 26/2019 titled as Abhay Singh Dahiya Vs
State ofHaryana and to take further steps for enforcing CPCB guidelines and mechanism for Control of
Pollution and Enforcement of Environment Norms at Individual Establishments and the Area/Cluster of
Restaurants/Hotels/Motels/Banquets, It has been ordered vide vide office order Endst.
HSPCB/PLG/2021/2210-2268 dated 13.09.2021 for coverage of Restaurants/Dhabas/Motels/Marriage
Halls/Banquet Halls/Party Lawns under red, orange and Green category of the consent management of
this board.
All the concerned stake holders are hereby informed through this public notice to visit the website
of this board for checking about coverage of their industrial sectors/non industrial sectors /units under
consent management of board and follow the provisions of consent procedure issued by the Board for
obtaining the necessary consent and authorizations under relevant rules/acts following due procedure.
