1.0 INTRODUCTION
Ministry of Human Resources and Development has planned to establish 6 new Indian Institute of
Technology (IIT) and one of the 6 nos of proposed IIT is planned to be established at Bhilai.
Government has allotted land of 139.93 hectares to Indian Institute of Technology for development
of the educational campus. Allotted land is located near Bhilai at villages Kutelabhata & Khapri,
Tehsil & District Durg, of State Chhattisgarh. Entire land is government land allotted to institute and
is vacant. Land transfer documents are attached as Annexure I.
IIT Bhilai will be developed in phases. At present phase I will be developed and the application is
pertaining to phase I only. Proposed project (Phase I) will comprise of majorly three zones, i.e.
academic, staff housing and housing for students along with other allied services like water supply
network, storm water network, green area and waste management system. Built-up area of the
project will be 3,38,960 sq m.

1.1 APPLICABLE LEGISLATIONS


As per EIA Notification, 2006, projects listed in schedule 1 of the notification, requires prior
environmental clearance from competent authority. Projects having built-up area more than 1,50,000
sq m or development area more than 50 ha falls under activity 8 (b) and category B1 as per the
schedule 1 of EIA Notification, 2006 as amended.
Since the built-up area of project is 3,38,960 sq m and development area is 139.93 ha, the project
will fall under activity 8 (b) and category B1 as per the schedule 1 of EIA Notification, 2006 as
amended and it is required to obtain environmental clearance from SEIAA, Chhattisgarh. Other

1.2 SITE LOCATION AND SURROUNDINGS
Project site is located near Bhilai town of Chattisgarh. Project site falls within the villages
Kutelabhata and Khapri of District Durg. Project site has been allotted by the Government to Indian
Institute of Technology for development of IIT, Bhilai. Location map of IIT Bhilai is given in
Figure 1. Geographical coordinates of the centre of the site are 21°14.722'N & 81°19.113'E. Map
and table showing the geographical coordinates are attached as Table 1 and Figure 2.
Project site is flat land having slope from West to East. Elevation of the site varies from 300 m to
310 m amsl. Topographic survey is conducted for the site and the survey plan is attached as
Annexure II. Surrounding areas of the site comprise of villages and agricultural. Details of the
surroundings of the project site are given in the Table 2 below. Google maps showing the project
site and surroundings within 500 m, 2 km, 5 km and 10 km are attached as Annexure III. There are
no eco-sensitive zones including National Parks, Wildlife Sanctuary, Migratory animal/bird
corridors & reserved forest within 10 km radius of the project site. A storm water nalla abuts site in
East direction and it meets River Shivnath flowing west to the project site approx 8 km in North
direction. Flow of the River Shivnath and the un-off in the area is from South to North. Drainage
map of the project site and surrounding area is given in Annexure IV. Two nos of canals and two
nos of ponds exist within the project site
Land was registered in name of Chhattisgarh State Skill Development, Technology, Education and
Employment Department before being transferred to Indian Institute of Technology for development
of IIT Bhilai. Thus land use of the project site will remain same, i.e. for skill development &
education purpose.

1.3 CONNECTIVITY
Project site is accessible and is well connected via network of rail. Site is connected through PWD
road with the nearby villages and to State highway Durg Dhamdh road. PWD road traverses through
the site. This road connects village Jevra Sirsa with Khapri and Kohka. This PWD road connects site
to Durg-Dhamdha road at distance of 400 m in NW direction. This road is part of IIT land & will not
remain public road. However an alternate road exists to connect village Jevra Sirsa with Khapri and
Kohka which further connects with state highway Durg-Dhamdha. There are plans to relocate the
road also by the Government and surveys have been done already & further work is in progress.
Durg railway station is at approx 5 km from site in SW direction and Swami Vivekananda Airport is
at 44 km in SW direction from project site. Connectivity map of the project site is given in Figure 2.
1.4 AREA STATEMENT
Project site is spread on area of 139.93 ha. In phase I, it is planned to develop academic block, staff
housing and student hostels at the site along with the allied services. Summary of the development
area is given in Table 3 below. Master layout of the site along with the area details of the buildings
proposed in phase I is given in Annexure V. Detailed built-up area is given in Table 4.

1.6 PROJECT COST


Cost of development of Phase I is approx. INR 1400 Crores.
1.7 WATER REQUIREMENT
During construction phase source of water for construction purpose will be private water tanker
supply and ground water for domestic usage of construction labour. Water requirement during
construction phase for domestic consumption for approx 500 labour will be 43 KLD and for
construction purpose water requirement will be approx. 200 KLD.
During operation phase, source of water will be municipal supply1 and ground water. Permission
will be taken from CGWA prior extraction of ground water. Ground water is used in the area for
meeting the irrigation, domestic & industrial water demand. Stage of the ground water development
in the Durg block is 90.60% and the block is classified as semi-critical category. To supplement the
water supply, rain water will be stored in the water bodies existing & proposed to be developed at
the site and this water will be used for meeting the landscaping & other water demand as per
availability.
Total water requirement for the project will be approx. 1342 KLD, out of which domestic water
requirement is 840 KLD. Fresh water requirement for the project is approx. 662 KLD and recycled
water requirement for the project is approx. 680 KLD. Daily water requirement calculation is given
below in Table 6 & 7. Water balance diagram for dry & monsoon season are given below in Figure
3 & 4.

Wastewater Generation & Treatment


It is estimated that approx 756 KLD of sewage will be generated from the project site which will be
treated in STP of 900 KLD to be provided within the site. STP of MBBR technology will be
installed and sewage will be treated upto the tertiary level. STP is provided in the North direction so
as the sewage can flow with gravity form the entire site to the proposed STP site through the
underground sewerage pipelines. Approx 680 KLD of water will be recovered after treatment in
STP. This water will completely be used within the project site for flushing (300 KLD), HVAC
cooling (215 KLD) and Landscaping (165 KLD). During monsoon this excess treated grey water of
165 KLD will be stored in storage tanks within the project site so as it can be put to use in non rainy
season for landscaping purpose. Plumbing plan for the project site are attached as Annexure VI (a,
b, c & d). STP flow diagram is attached as Annexure VI e.

1.8 RAIN WATER HARVESTING


Project site lies in the Tehsil & District Durg, As per Aquifer mapping and management plan
prepared by CGWB for Durg Block for year 2016-2017, Ground water development in the area is
high in the form of dug wells, tube wells and hand pumps. Ground water is being used for domestic,
industrial as well as for irrigation. Stage of ground water development is 90.60% and the block is
classified as semi-critical. Thus there is need of replenishing the depleting aquifers or reduce the
ground water demand. To do the same, water can either be recharged into the ground to replenish the
ground water or manage the demand to minimize the need of ground water withdrawal or switching
on other source of water in the area.
As per IMD, rainfall in the area is 1213 mm/year and most of it is received during monsoon. Thus
this water from the site can be collected and used for recharging the aquifers. But as per Aquifer
mapping and management plan, ground water recharge potential of the aquifers is nil due to high
ground water level in the area, i.e. less than 3 m from ground level during post-monsoon season.
Further ground water in many of the areas like Ahiwara, Ravelidih, Anda, Jeora-SIrsa and Pauwra
are detected for Nitrate contamination and ground water within Bhilai Industrial Cluster is
contaminated with Fl, Fe, Cr and Pb. Thus, ground water recharge will not be successful. Thus it is
planned to store the rainwater in the water bodies for later usage within the site. Approx 492 KLD of
fresh water is required for landscaping purpose. If rain water is stored then the rain water can be
used for landscaping in place of using the fresh water.
Run-off generation from the site prior development is 318757 cum (1313920 sq m2 X 0.2 X 1213
mm) and it will increase to approx 903474.8 cum after complete3 project development which is
approx triple the present quantity. Thus it is also required to manage this increased run-off from the
site to prevent local flooding. Thus to minimize the water requirement and manage the excess run-
off from site, it is proposed to collect the run-off from site, store and directly use it at site.
Calculation on availability of the annual run-off from the site is given in Table 8 below. There are
in total 4 proposed water bodies within the site and 2 existing water bodies. These proposed 4 water
bodies and one of the existing water body will be used for storm water storage. Total volume of the 4
proposed and one existing water bodies is 95650 cum which is sufficient to handle the 2.5 times the

peak hourly run-off. Detail of capacity of water-bodies (existing (1 no) & proposed) at the site is
given in Table 9. Plan showing storm water drains and water bodies is attached as Annexure VII a
and schematic diagram of rain water harvesting water body is attached as Annexure VII b.

1.9 VEHICLE PARKING FACILITIES


A good road network is provided at the site to connect each facility with the external road. Minimum
road width maintained is 6 m. Sections of roads proposed to be constructed at site is attached as
Annexure VIII. Car parking is provided near the main entry for the cars so as to restrict the
movement of cars within the premises. Electrical battery operated vehicle will be available for
movement within the campus. Adequate parking will be provided at the site in line with the CG
Bhumi Vikas Rules. Detail of the car & bus parking to be provided at the site is given in Table 10.

Car parking is provided near the residential block and academic blocks for staff car parking. Cycle
parking is provided near each and every building. Pedestrian and cycle tracks are provided
everywhere. This will ensure usage of non polluting movement mode within the project site. Detail
of cycle parks is given in Table 10. Parking plan showing the traffic movement is attached as
Annexure IX a. Plan showing roads, pedestrian walkways and cycle track is attached as Annexure
IX b.

1.10 POWER REQUIREMENT


Power requirement for phase I is 5.1 MVA. Power will be sourced from State Electricity Grid. A
dedicated feeder of 33 KV is sought for the project which will be sourced from 132/33 KV
substation at Kurud through CSPDCL. Electrical substation (ESS) will be constructed at the site for
housing the transformers and other utilities. Master Plan showing location of the ESS is attached as
Annexure V.
Details of D.G Sets
For power back-up 2 no DG sets of 1010 kVA and 1 no DG set of 750 kVA will be provided. Stack
of height 3 m above the roof top level will be provided for the DG sets. DG sets will be provided
with the acoustic enclosures with a 25 dBA insertion loss.

1.11 SOLID WASTE GENERATION AND MANAGEMENT


Solid waste would be generated both during construction as well as during operation phase. Solid
waste expected to be generated during construction phase will comprise of excavated materials, used

bags, bricks, concrete, MS rods, tiles, wood etc. Table 11 details the solid waste management plan
during construction phase.

During operation phase, waste generation from the institute will be municipal in nature. Large
fraction of the waste will be paper and packaging waste. Municipal waste to be generated from the
site is 2980 kg/day. Small quantity of bio-medical waste (approx 14 kg/day) will also be generated
from the project site as a health centre with inpatient facility (22 bedded) is provided at the site.
Other waste to be generated from site includes E-waste and small quantity of used oil from DG sets.
Detailed calculation for waste generation is given in Table 12.

 Waste Segregation, Collection & Disposal for Municipal Solid Waste


1. Waste will be collected and segregated into wet waste and recyclable waste in green and black bins
respectively
2. Wet waste will be composted within the site in Natural process Based Organic Waste Convertor. A
room will be provided for installation of organic waste convertor and the compost generated from the
OWC.
3. Landscape waste will also be composted in the organic waste convertor
4. Sludge from STP will be stored & stabilized in tanks and used as manure within the site.
5. Recyclable waste will be disposed through the vendors
6. Area will be provided for storage of the municipal waste within the site. Storage pace will have
capacity
7. The municipal waste and STP sludge is collected by the authorized vendor on daily basis
8. A room is provided for storage of the municipal waste
9. E-waste generated will be stored separately & sold back to suppliers or local vendors on regular basis.

 Waste Segregation, Collection & Disposal for Bio-Medical Waste


Different color bins will be provided in each section & floor for collection of different type of bio-medical
waste. Five color bins/bags will be provided in wards (Yellow, red, blue, Black Cyto-toxic& White) for
collection of anatomical & solid waste, infected plastic waste, glass bottles, cyto-toxic contaminated item etc
and Puncture proof, tamper resistant container separately. Visual message for usage of different bins for
different purpose indicating its significance will be placed for awareness in all the sections. Authorization will
be obtained for generation, storage and disposal of Bio-medical waste. Details of bio-medical waste
collection, storage and disposal system is given below in Table 13.

1.12 GREEN AREA


Landscape features proposed at the site varies and ranges from natural vegetated areas (tree
plantation areas retained in original condition), peripheral tree plantation areas, avenue tree
plantation, lawns and gardens. Some of the trees will required to be cut for construction of the
buildings. But maximum of the trees will be retained. Some of the areas will also be retained in its
original condition. Break-up of the green area is given in Table 14 below
