1.0 Introduction
It is our understanding that Skills Initiative for Africa (SIFA) is seeking the services of a
researcher consultant to spearhead conducting a rapid assessment of upskilling and reskilling
needs arising from effects of the Covid-19 crisis. Skills Initiative for Africa (SIFA) being an
initiative of African Union Development Agency in support of German Government plays a vital
role in enhancing increased social and economic perspectives for youths in Africa. The
organization looks forward to identify the reskilling and upskilling needs in specific labour force
sectors. SIFA also seeks to identify the skills needs arising from the effects of Covid -19
pandemic. This is to enhance development of responsive skills development interventions with
an aim of having more tailored actions and partnerships to address sector specific skills and
labour needs suited to bring change in the labour market. The project will be undertaken under
the support and approval of the International labour organizations (ILO) implemented Skills
Anticipation Component of the Skills Initiative for Africa (SIFA), the African Union
Development Agency (AUDA-NEPAD) and project of the African Union Commission (AUC)
that is financed by the European Union the German Government.

The SIFA project intends to conduct and undertake a rapid assessment in gathering information
which can help in refining and supplementing the already existing data forming the basis of
developing interventions to address sector specific skills and labour needs. The program
anticipates to mitigate the negative impact caused by Covid -19 revolving around loss of jobs,
wages, income and catastrophic losses in different sectors of the economy such as health, retail
trade, tourism (including hotels and restaurants), as well as manufacturing sector. As a result, the
member states look into assessing these situations vis-a’-vis job losses, skill/labour shortages and
reskilling needs in order to mitigate the negative impact of Covid-19.

Capacity to undertake the assignment

1.1 Africa vocational Education Researchers and consultants (profile)


Africa Vocational Education Researchers and Consultants (AVERC) is a leading TVET
consulting firm that offer consultancy services involving curriculum development in the
education sector. We focus on enhancing Technical and vocational skills, and value development
in Africa through high quality research, training and technical support. Our purpose is to design,
develop and deliver high quality TVET skills, research, training and other related services for the
development of communities in Africa.

Having an experience in understanding clients’ needs coupled with technical expertise and
quality, this has enabled us to provide top level services to many satisfied customers. Therefore,
as AVERC we look forward to work for ICL in delivering a strategic plan to address issues
affecting young people in the five pillars: Sexual and Reproductive Health, Education, Access to
Employment and Entrepreneurship, Leadership and Governance, Sports, Safety, Security, Talent
nurturing and spiritual foundation and in promoting pro-youth actions.

1.2 Summary profile for the consultant


Samson is TVET Specialist and youth skills promotion expert and Technical lead at African
Vocational Education Researchers and Consultants. He has vast researcher and skill coach at
Kenyatta University. Served at Kenya Institute of Curriculum Development (KICD) as an
Assistant Director In-charge of TVET division. Samson has participated in consultancy services
such as, Development of curriculum, learning materials, youth empowerments to join skills
training, development of strategic business plans and TVET strategic Plan for Horn of Africa.
Samson has vast skills in working in emergency areas such as Somali. He holds Doctorate
Degree in Education, Research and Evaluation from The Catholic University of Eastern Africa,
Masters of Philosophy in Technology Education (TVET and Curriculum studies) and Bachelor
of Education.

2.0 Assignment Objective


The purpose of the project is to come up with a solution of mitigating the negative impact of
COVID-19 on the labour market and to develop effective reskilling and upskilling measures. The
objective of the current assignment is to conduct a rapid assessment of targeted sectors with
the view of identifying the skills and labour surpluses and shortages as a result of COVID-19
effects and also to come up with a recommendation of effective reskilling and upskilling
measures.

The specific objectives for the assignment are to signal;

i. Occupations where workers are at risk of losing jobs


ii. Entry points and opportunities in sectors where there is a sudden change in demand for
skills or in sectors experiencing spikes in labour demand due to COVID-19 situation.

3.0 Scope of work


In this assignment the consultant will conduct a rapid assessment of analysis to develop the
labour market challenges arising from the effects of Covid-19 on selected economic sectors. The
consultant will also be guided by a Guidance Note provided and work under the directions of
ILO experts and specialists. The rapid assessment will be conducted to support countries to
identify:

 Labour and skills shortages in the industries and services sectors where demand has
picked
 Skills including OSH needed to enable businesses to operate safely and effectively during
the pandemic
 Critical employability skills applicable to the affected sectors
 Skills and labour shortages in priority sectors such as seasonal agriculture and tourism
where labour supply has been cut off

The consultant will deliver the assignment from 25th June, 2020 to 30th September, 2020 as
stipulated in the TOR.

The following tasks will be performed to achieve the objectives

3.1 Task of the Assignment


In this assignment, the consultant will be accountable for the entire level rapid skills assessment
process up to report production stage with recommendations. The consultant is also expected to
work hand in hand with the questionnaire designers to help in trouble shooting support during
the survey and data uploading and downloading process.

The consultant will undertake the following specific tasks:

i. Hold consultative discussions with key stakeholders to:


 Validate the sectors in which the analysis should be conducted.
 Agree on population of individuals to be targeted like workers in sectors and
informal economy workers for the supply survey affected by the impact of
COVID 19
ii. Dissemination of online Questionnaires

This will be done through various platforms like google docs. in order to get adequate
respondents or feedback.

iii. Receiving the required number of online responses/feedbacks to enable sound


analysis. This will be done through phone interviews with the respondents.

iv. Review country level related studies

The researcher will ensure that there is review of recent macroeconomic and labour market
sub-sector studies by the ILO and those conducted under SIFA project.
v. Compile the data collected

Data will be collected through online surveys using google forms.

vi. Conduct an analysis

The exercise will be based on conducting an analysis that triangulates different types of
information obtained in primarily through:

 An online supply side questionnaire administered to selected individuals


 An online questionnaire administered to enterprises in selected sectors negatively
affected by Covid 19
 An online questionnaire administered to enterprises facing a spike in demand for
specific skills and occupations, due to the Covid 19 pandemic

vii. Based on the preliminary finding from the enterprise surveys and from the individual
interviews, and following the ILO Guidelines on the implementation of the rapid
assessment of reskilling and upskilling needs.
The Consultant will:
 Conduct in-depth interviews with key training providers and designers of formal
and informal vocational and technical education, representative of government,
key ministries, and with private and public employment service organizations
 Conduct key informant interviews with sector/industry experts (around 10 per
sector) key government officials, business associations and worker
representatives.
viii. Analyse relevant information and data from the online survey, from the interviews
and from the analysis
The consultant in this case will identify:
 The required upskilling and reskilling measures needed for the sectors’ businesses
sustainability and for revitalization of employment

ix. Provide recommendations
Recommendations will be made based on the outcome of the analysis in terms of:
 Required training measures in the context of other response measures
implemented by the country
 How a global crisis like the COVID19 pandemic can facilitate the change needed
to operate under the “new normal” and how labour market actors should shift
focus from crisis management to assimilating change and adapting to the normal
x. Provide insights
The consultant insights will be based on the specific labour market systems and structures
to be fixed/ overhauled for them to fit for purpose in the light of the new realities.
4.0 Assignment Deliverables and Time Frame
The consultant proposes span of three months for this assignment commencing on 25th June,
2020 and concluding on 30th September, 2020. This period is considered adequate for the
delivery of the assignment. The table below provides a detailed breakdown of the proposed

 A University degree in economics, statistics or other equivalent qualification;


 Knowledge and understanding of the labour market information systems
 A good understanding of the skills anticipation and it links to development of effective
labour markets
 Documented experience of undertaking analytical research
 Excellent report writing skills

7.0 Contract Administration


The consultant will work in collaboration with designated Skills specialists in the ILO SKILL
Branch in Geneva and with the Chief Technical Advisor of the SIFA-Skills Anticipation Project
based in the ILO Office, Pretoria.
