In compliance with Regional Memorandum dated 29 April 2021, titled Division and School Alternative Work Arrangement and pursuant to Pxecutive Order No. 05 Series of 2021 (BO No. 5} issued by the Governor of Camarines Sur, DepEd Order No. 11 Series of 2020 and DepEd Order No. 014 Series of 2020, this Division hereby reiterates the strict implementation of the provisions of the aforesaid issuances, to wit a. Under Modified General Community Quarantine, the Division may operate at the full operational capacity as may be allowed by required health standards, including physical distancing protocols and adoption of appropriate work from home arrangements; b, The work arrangement may be any or a combination of alternative arrangements adapted from the CSC MC No. 10, s. 2020, to wit: Work-From-Home (WFH)- refers to output-oriented work arrangement that authorizes the personnel to produce outputs/ results and accomplishments outside the office or school; WFH arrangement may be allowed for the following tasks: 1) research; 2) policy formulation/review/ amendment; 3) drafting of proposals/project studies/ training modules; 4) data encoding/ processing; 5) adjudication of cases/review of cases, including legal work; 6) budget planning and forecasting; 7) recording, examination and interpretation of financial records and reports; 8) evaluation and formulation of accounting, auditing and management control systems; 9) computer programming, 10) database maintenance; 11) design work/draiting of drawing plans: 12) preparation of information materials; 13) sending/receiving e-mail; 14) HR tasks; 18) conduct of teaching and learning that can be done remotely; 16) and other analogous tasks requiring the use of computer and internet for reading, encoding, printing or submission of written outputs for review. evaluation or final presentation/assessment of the immediate supervisor head of office or the management. For SDO Camarines Sur, all personnel must be guided by the following: 1) Each personnel may avail of the WFH arrangement for at least two (2) days per week, 2) To reduce contact and possible transmission of COVID-19, SDO Unit Heads and School Heads shall ensure that the office/ school alternative work arrangements observe fifty percent (50%) daily on-site reporting of personnel. However, as the need arises, the number of personnel physically reporting to work may increase but not exceeding seventy percent (70%); 3) In a multi-grade school located in far-flung areas with less than six teachers, it is advised that they report to school together for security purposes; 4) The following personnel shall be under WFH arrangement except when their services rendered physically in the office/school are indispensable or when office work is already permitted a. Personnel who are 65 years old and above; b. Personnel who are pregnant; and c. Personnel who are at high risk of infection, those with immunodeficiency, comorbidities or other health risks, illnesses and/or pre-existing medical conditions; 5) Any personnel exposed to a COVID-19 positive person or those who manifest COVID-19 symptoms shall not be allowed to report on-site and shall adopt a WFH scheme but they should duly notify their Immediate Head about their situation; 6) All personnel _under WFH shall 1) make themselves availabe and accessible during working hours and be able to respond to directives, requests and queries through agreed modes of communication; 2) observe eight (8)-hour workday subject to flexible working hours: 3) comply with the Data Privacy Act of 2012; and 4) prepare and submit daily accomplishment report to their immediate supervisor: 7) For personnel physically reporting to the office/school as skeleton workforce, the workday may consist of six (6) hours on-site at the workstation and two (2) hours on WFH arrangement to allow sufficient time for travel in view of imposition of curfew hours, limited access to transportation and other regulatory limitations on travel; 8) Teachers shall report to school during distribution, retrieval of SLMs and printing of LAS/SLMs but shall check submitted outputs, preparation of grades and other related activities under a WFH scheme; 9) For alternative work arrangements that require physical presence in the office/school premises, physical distancing at least one (1) meter apart Address Freedom Sports Complex, San Jose, Pili, Camarines Sur Email: deped camsur@deped gov ph Website: www depedcamsur com Telephone No: (telefax) 8713340 ee As Republic of the Philippines Department of Education Region V SCHOOLS DIVISION OFFICE OF CAMARINES SUR in all common arcas and minimum health standards protocol shal always be strictly observed {i.e., wearing of face masks and face shields, taking of body temperature and presence of sanitation stations); 10) Submission of the Individual Daily Log and Daily Accomplishment Report (DLAR) and the IATF-required Health Declaration Form (HI must be ensured by the Unit Heads and School Heads on the prescribed submission periods; 11) For administrative and logistics concerns such as maintenance of school premises, the use of MOOE must be prioritized before considering other possible sources of fund, such as LGU/GPTA fund assistance. Any aid from the personnel must be on voluniary basis 12) In case a personnel is infected with COVID-19, the office/school must Provide moral and spiritual support as well as conduct Psychological First Aid by trained DepEd Personnel. If possible. financial support may be extended unto the personne! as well but on voluntary basis only and 13) COVID-19 incidents must be reported at once to the Office of the Schools Division Superintendent using the Incident Report Form. In the implementation of the above alternative work arrangements, the SDO Unit Heads and the School Heads shall ensure that there is uninterrupted and usual prompt delivery of services from Mondays to Fridays in their respective offices/ schools. 3. The alternative work arrangements herein stated shall be deemed superseded by any policy that may subsequently be issued by the Regional Office, Central Office or the Civil Service Commission. To cater to the needs of the clients who are not authorized to go out of their residence per EO No. 5 but may need to transact in the Division, the Administrative Officers II are hereby directed to facilitate their concerns at the district level; 5. It is likewise reiterated that personnel who fails to report to the office / school shall be considered absent, hence, must file a corresponding leave of absence and that personnel on WFH cannot claim Compensatory Overume Credit consistent with the existing guidelines. 6.
