Scope of Work For High Pressure Rotomol Cleaning of Underground Cooling Water Pipelines
OBJECTIVE
This procedure for high pressure Rotomol Cleaning of piping essentially is carried for the
removal of loose rust, welding burs, mill scale and welding slag, construction materials such
as Helmets, ropes, Safety Harnesses Hammers that commonly are present in internal pipes.
The Cleaning is achieved by use of a Rotating Hose Device/RHD System which is fed water
at high pressure of about 15,000psi /1035bar.At such high pressures almost all debris can
be eliminated from the pipes.
Bidder as the Principal Contractor should have successfully executed minimum one job
during the last seven years from the bid due date towards flushing & cleaning with the help
of Rotary Hose Device (RHD) / Rotocar / Rotomole device of underground/submerged
pipeline having minimum diameter of 42” and minimum length of 175 Mtrs & above in any
Petrochemical Complex/ Petroleum Refinery / Power plant / Hydrocarbon pipeline
installation / Steel Plant/Fertilizer plant located in India.
The Bidder shall provide necessary documents as a proof for meeting the above condition.
The documents shall have details like work order/purchase order details with brief scope
of work, job completion certificates etc.
Explanatory Note: To assess the technical capability of contractor for carrying out job on
highest diameter 72” cooling water supply underground pipeline, minimum 60% of pipe
diameter and 60% of cooling water supply underground pipelines above 60” ( 292.3 Mtrs)
are considered to ensure healthy competition from technically competent contractors to
carry out the job based on the market study.
Financial Criteria:
1. The average annual turnover of the bidder during the immediate preceding 03 (Three)
financial years shall not be less than Rs. 13.19 Lakhs as per the audited annual financial
results as on final due date of submission of bid.

2. Bidder’s Net Worth as per latest audited financial statement shall be positive.
Scope of work:
The scope of work consists, Carrying out cleaning / removal of deposited silt, sludge, muck,
etc. deposited in the underground cooling water pipe line including stacking at site,
ensuring without mixing up with other materials, depositing the same in the specified
location, anywhere inside the refinery including necessary transportation, flushing the
whole line with water and draining/ pumping out the water, to nearby drains, etc. All jobs
have to be done as per direction from engineer in charge
Payment terms: Payment shall be made on the basis of actual work done and on the due
certification by BPCL-KR Engineer in charge and shall be subject to retention money
deduction and as per the clauses in GCC.
GOODS AND SERVICES TAX: - The quoted prices shall be deemed to be inclusive of all
taxes and duties except “Goods and Services Tax” (hereinafter called GST) (i.e. IGST
applicable in case of interstate supply or CGST and SGST/UTGST applicable in case of intra
state supply).
GST shall be paid against receipt of tax invoice. In case of non-receipt of tax invoice, BPCL
shall withhold the payment of GST. Contractor/vendor shall be required to issue tax invoice
in accordance with GST Rules so that input credit can be availed by OWNER/BPCL. In the
event that the Contractor / Vendor fails to provide the invoice in the form and manner
prescribed under the GST Act read with GST Invoicing Rules there under, OWNER/BPCL
shall not be liable to make any payment against such invoice.
GST payable under reverse charge, if any, shall not be paid to the Contractor/Vendor but
will be directly deposited by BPCL to the Government of India.
GST DEDUCTIONS
GST at the prevailing rate is applicable on liquidated damages and shall be recovered extra
on the amount of LD levied.
GST at prevailing rate is applicable on any penal recovery that is levied under the contract
and shall be recovered extra.

Any new taxes, duties, cess, levies notified or imposed after the submission of last /final
price bid but before the contractual date of completion/delivery of work/item shall be to
BPCL’s Account.
SAFETY CONSIDERATIONS
1. High Pressure Rotomol Cleaning operator should have 1 assistant standby in case of
emergency.
3. During operating in narrow area one operator should closely look after and ensure the
operator work safely.
4. Where the operator working more than 1 persons with HIGH PRESSURE ROTOMOL
Cleaning equipment in the same time. The work order should be clearly prioritized to
prevent hazard from another operators who is working nearby such area.
5. The HIGH PRESSURE ROTOMOL Cleaning operator should working in convenience area
and safe condition.
6. Each pump should have operator in their place and he should be able to communicate
with jetting operator.
7. Pump operator should be able to see jetting operator during working at all time in order
to assist immediately where needed.
8. To remove residual oil from working floor in order to protect slippery hazard.
9. Get permission from BPCL/ client before release waste water to ditch.
10. High pressure hose/ air hose and electric cable to provide cover for footpath to prevent
damage when vehicle driving passes.
11. The contractor shall abide by the company's safety and security regulations. Any work
in the BPCL-Kochi Refinery shall be covered through work / safety permits. All the
workmen shall be provided with safety gadgets specified for the work.
