Central Safety Committee (CSC)
Guidelines (cont’d)

Benefits - Why a central safety body is important

 Safety is a Top Down Process (not bottom-up!)
 Centralized strategic direction needs to come from leadership
 Lower levels in the organization can help with the processing of programs, but they can’t be expected
to make decisions on strategy and overall direction
 Employee involvement is one of the cardinal rules for an effective safety program. The sub-committees
afford an excellent opportunity for broad employee involvement
 Through this visible leadership, Management makes it known what its priorities are and how safety is
important in that mix.

Key Activities
 Providing strategic direction to the safety effort
 Establishing and maintaining the safety policy
 Determining the site safety rules
 Setting goals and objectives
 Reviewing safety performance using proactive and reactive metrics
 Monitoring the progress of the safety program
 Monitoring injuries and incident investigations
 Fostering the involvement of employees by the appropriate sub-committee structure. The sub-
committees should be the problem solving and action groups.
 Ensuring implementation of safety programs is carried out by the Line Management Organization
