SECTION 28 SCOPE OF NURSING


- A person shall be deemed to be practicing nursing w/in the meaning of this
act when he/she singly or in collaboration w/ another: INITIATES AND PERFORMS
NURSING SERVICES TO INDIVIDUALS, FAMILIES AND COMMNNITIES IN ANY HEALTH
CARE SETTING.
- As independent practitioners, nurses are primarily responsible for the
promotion of health and prevention of illness.

- Midwifery Practice: another important health care worker in the Philippines
community health-care system is the MIDWIFE.

- Nutrition and Dietetics: defines nutritionist-dietitians as a person who is
qualified to practice nutrition and dietetics as provided for under this act.
NUTRITION - refers to the science of foods, the nutrients and other
substances therein, their action, interaction, and balance in relation to health and
disease and the process by which the organism ingest, digest, absorbs, transports,
utilizes and excretes food substances.
DIETETICS - refers primarily to the therapeutic and food service aspects of
the delivery of nutritional services in hospitals and other health care institutions.

SECTION 2, R.A No. 5527


- Practice of Medical Technology: a person shall be deemed to be in the
practice of medical technology w/in the meaning of this act, who shall for a fee,
salary or other compensation or reward paid or given directly or indirectly through
another.

PATHOLOGIST - A duly registered physcian sho is esp trained in methods of


labotory medicine

SECTION 4 OF PHILIPPINE DENTAL ACT 2007


- Dental Care: the items for dentist, dental hygienist and dental technologist
are usually available in the health offices of the first-class provinces, community,
and provincial hospitals.
DENTIST - refers to a person who is a holder of a valid certificate of
registration and professional identification card in Dentistry who renders dental
service w/in the meaning and intent of this law and who, for a fee, salary.
DENTAL HYGIENIST - has undergone a 2 year course in dental hygiene from
a government recognized school under a college of dentistry and passing the
prescribed board exam for dental hygienist, renders oral health promotion and
preventative measures, performs scaling and polishing, oral examination, taking
brief clinical history etc…
DENTAL TECHNNOLOGIST - mechanical construction of artificial denture and
other oral devices under the supervision of a licensed dentist, and has finished a 2
year certificate course in dental technology from any gov’t recognized school.

SECTION 2 R.A No.1364


- The Practice of Sanitary Engineering w/in the meaning and intent of this
ACT shall embrace the following activities:
a) Sanitary surveys, reports, design, direction, management, consultation, &
investigation
b) Water purification plants, water collection & distribution systems, reservoirs,
drainage & sewer system, sewer treatment plants, malaria control structures,
sewage disposal tanks, and other structures for public health & welfare
c) Projects relating to stream pollution, insect & vermin control or eradication, rural &
camp sanitation, milk and food sanitation.
d) Systems for prevention of atmospheric pollution or the control of indoor air, esp the
air or working spaces in industrial establishment (industrial hygiene engineering).
e) Professional research & laboratory work supporting the activities listed in
supervision.
The term “SANITARY ENGINEER” as used in this act shall mean a person duty
registered with Board of Examiners for Sanitary Engineers in the manner as
hereinafter provided

primary health care services in the community

DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) - is the excutive


department of the Philippine Gov’t responsible for the protection of the social
welfare of rights of Filipinos and to promote the social development.

PROGRAMS AND SERVICES


a. 4P’s “Pantawid Pamilya Pilipino Program” (conditional cash transfer) - is a
human development program that invest in the health & education of poor
families, primarily those w/ children aged 0-18.
b. THE KAPIT-BASIG LABAN SA KAHIRAPAN - COMPREHENSIVE AND
INTEGRATED DELIVERY OF SOCIAL SERVICES - NATIONAL COMMUNITY-
DRIVEN DEVELOPMENT PROGRAM (Kalahi CIDSS-NCDDP) - is the community-
driven development progman of the Philippine Gov’t implemented through the
DSWD. Suplemented by the gov’t of the philippines
c. THE SUSTAINABLE LIVELIHOOD PROGRAM (SLP) - is a community-based
capacity building effort that seeks to improve the program participants socio-
economic status through 2 tracks: micro-enterprise development and
employment participation.
d. INFORMATION MANAGEMENT SYSTEM - identifies who and where the poor
are in the country. It is being operated by National Household Targeting System
for Poverty Reduction (NHTS-PR)
e. Provision of food in addition to the regular meals, to target children as part of
the DSWD’s ECCD program of the goverment.
f. Life-saving emergeny and long-term response.
g. RECOVERY AND REINTEGRATION PROGRAM FOR TRAFFICKED PERSON (RRTP)
- is a comprehensive package of programs and services, enhancing the
pyschosocial and economic needs of the beneficiaries.

THE COMMISSION ON POPULATION was created by virtue of R.A 6365 enacted on


AUGUST 15, 1971 an establishing a national policy on population and amended by
P.D. 79, SECTION 3 on DECEMBER 8, 1972, is hereby created under the office of
the president. It is the central policy making, planning and coordinating body for
the population program.

MARCH 24, 2003 MALACANANG, issued an Executive Order 188 attaching


POPCOM to DOH. The issuance of EO 188 calls for unified, consistent, and
integrated implementation of the population program, will lead to consistency of
policies, and programs particulary in populaption management, are reproductive
health and family planning.

NUTRITION COUNCIL: formulate national food and nutritional policies and


strategies and serve as the policy, coordinating, and advisory body of food,
nutrition and health concerns:
1) Coordinate planning, monitoring, and evaluation of the national nutrition
program.
2) Coordinate the hunger mitigation and malnutrition prevention program to
achieve relevant Millennium Development Goals;
3) Strengthen competencies and capabilities of stakeholders through public
educationm capacity building and skills development.
4) Coordinate the release of funds, loans, and grants from gov’t organizations
(GOs) and non gov’t organizations (NGOs); and
5) Call on any department, bureau, office, agency, and other instrumentalities of
the gov’t for assistance in the formof personnel, facilities and resources as the
need arises.

THE FAJARDO ACT (ACT No.2156) Created sanitary divisions. The president of the
Sanitary Division took charge of two or three municipalities. Where there were no
physicians available, male nurses were assisted to performthe duties of the president
Sanitary division.

REORGANIZATION ACT No. 2462 - created the office of General inspection.


This office created due to increasing demands for nurses to work outside the
hospital, the need for direction, suprevision and guidance of public health
nurses.
COMMUNITY HEALTH NURSE (CHN) - the utilization of the nursing process in
the different levels of clientele-individuals, families, population groups, and
communities, concerned w/ the promotion of health, prevention of disease and
disability and rehabilitation. (Maglaya, et al)
GOALS : “to raise the level of citizenry by helping communities and families to
cope with the discontinuities in and threats to health in such a way as to maximize
their potential for high-level wellness” - (Nisce, et al)

- main focus of CHN is more promotion of health and prevention of desease.

1) PROGRAMMER/PLANNER - Identifies the needs and concerns of individuals, groups,


families, and the communities. Formulates health plans esp in the absence of a
community physician (based on R.A. 9173 - contribute an independent practitioner.
Interprets and Implements nursing plans and programs (seek an approval to LGUs).
Assists other health team member in implementing health programs in the setting.

2) Health Educator/Trainer/Counsellor/Advocator “Resource speaker/advocate”


- act of resources of speaker on health and health related-services
- advocates programs in the community tru dissemination of IEC or information educator and
community materials. (infographics, leaflets, flyers, socmed, poster etc)
- conducts adovacy educations concerning premarital, breastfeeding, and immunization
counselling. (educate about the immunization)

3) Community Organizer
- promotes self-reliance of community and emphasizes their involvement and participation in
planning, organizing, implementing and evaluating of health services
- initiates and implements community dev’t activities.

4) Coordinator of services (coordinate w/ diff orga to communicate plans & programs)


- coordinates health services with concerned indiviuals and families through the community
health team members, GOs and NGOs. ( brgy.health center, RHU)
- coordinates nursing plans and programs w/ other health programs

5) Provider of Nursing Care


- renders direct care to various clients with different needs, may it be at home, in school,
clinics, or work settings.

- Monitors and detects the presence of health concers in the community through contacts or
home visits
- utilizes various effective data gathering techniques in keeping an eye on the health status of
all recipients of care.
- EXAMPLE: to keep the tract of record of the case of outbreaks in certain years and compare
it for noW and then.

7) RESEARCHERS
- a systematic process of monitoring the health status of the community through the
conduct of surveys and come visits
- conducts researchers concerning the health of community
- coordinates w/ gov’t and non-gov’t organizations for immediate in the conduct and
implementation studies.

8) STATICIANS
- records data systematically and ensures its validity (reliability) through accurate data and
complete data gathering
- consolidates and reviews reports efficiently
- Analyzes and Interpret consolidate data for monitoring the dev’t in the health matters of the
whole community

9) CHANGE AGENT
- Promotes and motivates change in the community in their health practice and lifestyle
behavior for them to promote and maintain good health, be acknowledge and has the
initiative in accessing health services.
- Inculcates self-reliance to brought about dev’t and improvement in the community.
EXAMPLE: Conducting series of homesites to monitor changes you want to implement.
