9.

1 DepEd SJDM COVID – 19 Contingency Plan aims to:

1. Align with the Harmonized National Contingency Plan for the COVID-19
Pandemic of the National Disaster Risk Reduction and Management Council
(NDRRMC).

2. Establish the coordination and communication mechanisms to Local Response


Unit / Agency, Central Office and the assisting Regions.

3. Set the response and rehabilitation or early recovery roles and functions of the
DepEd Office and the affected and assisting Regions for purposes of education
continuity.

4. Provide guidance for the continuing capacity building of DepEd offices and
schools.

5. Determine the preparedness and prevention and mitigation measures to reduce


the impacts of the COVID-19 Pandemic.

6. Support the identification of needed equipment and supplies to mitigate the


impacts of the COVID-19 Pandemic.

As part of the Contingency Plan of the DepEd San Jose Del Monte, the DRRM
developed the School Readiness and Preparedness Checklist to serve as guide in
the implementation of Health and Safety Protocol to mitigate and control the
transmission of COVID-19 and other infectious diseases. The implementation and
actual validation of learning centers were conducted prior to the opening of classes from
September 2021-July 2022 and were collaborated by DRRM and headed by SHU
Team. Also, the Latest School Safety Assessment Checklist developed by DepEd
Central Office were also used to enhance school safety and health protocol prior to the
implementation of limited face-to-face learning modality

11.1 ACTIVATION, DEACTIVATION, AND NON-ACTIVATION OF CONTINGENCY


PLAN FOR COVID-19
The contingency plan measures in this document aligns with the 2021-22 Inter-
agency Task Force NDRRMC / Harmonized National Contingency Plan (HNCP) for
COVID -19 Education Response Plan. This will enable DepEd to have better
coordination horizontally, i.e. DepEd with other NDRRMC agencies, and vertically,
i.e. DepEd Central Office down to the schools.

A. Activation
The activation of DepEd’s SJDM Contingency Plan for COVID – 19 Pandemic is
aligned with the Harmonized National Contingency Plan / IATF recommendations.
Afterwards the RD directs the SDS’s and School Heads who shall mobilize and
implement necessary response and mitigation actions at the divisions down the
school level. This include any of the following triggers:

1. There is suspected or confirmed case of COVID – 19 reported in the field.


2. There is a travel history of reported person experiencing cough / fever
3. The Government declares Public Health Emergency.
4. There is at least one (1) case of local transmission of COVID – 19.

B. Deactivation
1. The situation improves, significantly reducing emergency / response needs
therefore the associated response will be put in monitoring status.

2. National and Local structures acquire sufficient capacity to coordinate and meet
residual humanitarian needs.

3. If COVID-19 pandemic cases have been lifted by the National / Local government
or IATF

4. When threat is no longer present, or when no significant incident is monitored

III. COORDINATION, COMMAND, AND CONTROL

School Health and Nutrition Unit / DRRM shall monitor the COVID-19 situation, if
there’s a report from the field / DepEd offices regarding the possible cases of
COVID-19, the SHN will initially assess the situation and refer the same to the DOH
for usual action. The Department of Health monitors and provides information on the
COVID-19 cases, as well as other specialized information and services. Messages
will also be issued giving general advice on precautions to be taken to prevent and
control the spread of the diseases, followed by supplementary information and
advice as the situation develops. The Division DRRM / SHU will coordinate with the
CDRRMO to contained the suspected person and provide COVID -19 Management
Protocol.

E. Command and Control

address proper management.
