 To expedite the delivery system for land title survey (2 years to within 2 months)
The strategy taken consists of the following:
Change the existing survey procedure
Embark on the latest ICT approach in the cadastral survey
 To create and provide a survey accurate database at the national level suitable for
Geographical Information Systems (GIS) users.
The strategy taken consists of the following:
Based on the successful implementation of the Melaka’s NDCDB
A homogeneous and seamless database with survey accurate coordinate
Based on the national geocentric datum (GDM2000)
Support the implementation of utility mapping.
 To reduce processes and increase the use of digital technology (Increase integrity
& data security)

 The strategy taken consists of the following:


 NDCDB will fully GIS-ready
 Online data survey transfer between field and office
 Embark on satellite technology (GNSS)
The strategy taken consists of the following:
Use of GNSS in field survey
Utilization of MyRTKnet
Deployment of real-time data processing.
 Coordinated Cadastral Systems (CCS)
 Virtual Survey System (VSS)
 Cadastral Data Integrity System (CDIS)
CCS Model of Malaysia
 Pilot study in the state of Melaka

 Purpose of CCI
- To develop a homogeneous cadastral database based on the geocentric
datum with a spatial accuracy of better than 5 centimeter in urban area and
better than 10 centimeter in semi-urban and rural areas
 METHODOLOGY (The Development of CCI)
- Four phrases include:
a) Reconnaissance
b) Monumentation
c) GNSS field observation, and
d) GNSS processing and adjustment

 Establish a dense Cadastral Control Infrastructure (CCI) grid


 GPS positioning based on GDM2000 geodetic datum and least squares adjustment
Conceptual model of Cadastral Control Infrastructure development
 Purpose and Benefit:
 Will equip the field surveyor with state-of-the-art technology in ICT, total station,
GIS and GPS
-The surveyor will be able to interact with the system to extract information
for the field operation
 Most of the work will be automated to reduce tedious computation
 Re-engineer the field processes and permit real time digital submission of
completed surveys to servers located at the state DSMM for verification
 Network Based System
 Raster title plans (B1 Tiff) generated from NDCDB & delivered on-line to Land
Office
 All the office applications:
- Pre-survey verification
- Field survey data computation and verification
- Digital title plans generation and approval

Purpose :
To ensure high integrity of the data and to render them GIS-ready &GDM2000
 Contain all information related to boundaries of land parcels
 A homogeneous and seamless database with survey accurate coordinate
 Based on the national geocentric datum (GDM2000)
 Creation of Cadastral Control Infrastructure (CCI)
 Support the implementation of utility mapping
