Project charter

I PROJECT TITLE AND DESCRIPTION


(What is the project?)

MOBILE COLLABORATION APP @SSST

In order to enable more efficient collaboration @SSST, the University has decided to invest
and to implement user-friendly mobile platform for staff and students. SSST has signed a
contract with local software development company, to implement the SchoolApp -Mobile
Application Services platform and application suite.

II PROJECT MANAGER ASSIGNED AND AUTHORITY LEVEL


(Who is given authority to lead the project, and can they determine, manage and approve changes to budget,
schedule and team assignments?)

The Faculty’s Board has made a decision that PM for this project would be Tahir Atović and
will have the authority to select team members.
The Board assigned the Dean of Computer Science department as a Board representative
with authority to approve any purchase required for the project, in amount up to 10.000KM.
III BUSINESS CASE
(Why is the project being done? On what financial or another basis can we justify doing this project? Describe the
project purpose and justification.)
SSST has signed a contract with Authority partners LTD Sarajevo, a software development
company, specialized in providing software solutions for higher education solutions for Apple
iOS, Android, Windows Mobile, smartphones/tablets, to implement the SchoolApp -Mobile
Application Services platform and application suite.
This project, which entails deploying mobile applications/services to drive student
achievement, is strategically important as it will help the institution advance the “Teaching and
Learning Relationships” goal to “Maximize the intensity, diversity and richness of teaching and
learning relationships forged between faculty, students and members of the broader
community”

IV RESOURCES PREASSIGNED

SSST has decided to engage his IT department with 2 system engineers, one database
administrator, one business analyst and one helpdesk officer for this project.
Other resources will be determined by the project manager during planning.

V KEY STAKEHOLDER LIST


(Who will affect or be affected by the project – influence the project, as known to date?)

Key stakeholders include:


- Faculty stakeholders: students, professors, administrative staff, management
- Supplier’s project staff

VI STAKEHOLDER REQUIREMENTS AS KNOWN


(Requirements related to both project and product scope)

The key requirements are following:


- R1: New mobile app should be implemented on-premise,
- R2: New mobile app should be integrated with Faculty’s Identity Server and main
database server.
- R3: New mobile app should be bi-lingual version (Bosnian and English).
- R4: New mobile app for Students should provide real-time view of their courses,
grades and attendance.
- R5: New mobile app for Staff should provide pages, customized according to staff’s
role.

VII HIGH LEVEL PRODUCT DESCRIPTION/KEY DELIVERABLES


(What are the key product deliverables that are wanted and what will be the end result project?)

Intern deliverables will include:

• Risk management plan.


• Procurement management plan.
• Scope baseline documented in form of Work Breakdown Structure (WBS).
• Schedule baseline.
• Change management plan
The result of this project should be a mobile app that supports teaching process at Faculty with following
features:
• The system should allow users to login with existing login credentials
• Professors should be able to register and manage courses online
• Students should be able to attend online courses.
• Faculty’s administrative staff and management should be able to get reports on student grades and
attendance

VIII HIGH LEVEL ASSUMPTIONS


(What is believed to be true or reliable in the situation? What do we believe to be the case but do not have proof

• All stakeholders possess compatible mobile device


• All Faculty’s staff members, identified as members of this project team, will have
sufficient schedule availability to accomplish all assigned tasks on this project.
IX HIGH LEVEL CONSTRAINTS
(What factors may limit our ability to deliver? What boundaries or parameters will the project have to function
within?)

• project should start no later than 1st of January 2021 and should be completed before
1st of June 2021
• WBS must be complete in two weeks.
• Risk register is due in three weeks.
X MEASURABLE PROJECT OBJECTIVES
(How does the project tie into the organization's strategic goals? What project objectives support these goals? The
objectives must be measurable and will depend on the defined priority of the project constraints.)

The main objective of this project is to provide Faculty’s students and staff with user-friendly
and in-trend mobile app that will enable more efficient and faster communication and
collaboration between them. Scope and user’s satisfaction are the top priorities on this project,
closely followed by the schedule and then cost.
XI PROJECT APPROVAL REQUIREMENTS
(What items need to be approved for the project, and who will have sign-off authority? What designates
success?)

The President of the Faculty’s Board will sign the final project ‘s operational acceptance if all
project objectives are achieved, requirements implemented, and deliverables delivered.

XII OVERALL PROJECT RISKS


(Overall potential threats and opportunities for the project)

- Because of the number of mobile device’s operating system’s version, we may have
errors while implementing the app (High impact).
- Because of the volatility in the software application marketplace, we may select an
unreliable vendor for delivery of the mobile platform solution (High impact).

XIII PROJECT EXIT CRITERIA


(What needs must be met so that the project manager will be able to close or terminate the project or phase?)

- A final report will include a description of the solution, how much the solution will cost.
- The findings contained in the report must be agreed to and signed by the Board
representative, in addition to the project team.
- If it is determined that another solution will better meet the organizational needs, the
sponsor should be notified for closing approval, and a business case will be developed
for the new solution.
