Exercises consider meteo and climatic conditions that may affect the oil dynamic (direction,
speed, impact) nearby the coasts in case of spill. At this regard, the scenarios are enhanced by
the data of one coastal radars in the highly trafficked commercial pole of the Dalmatian
archipelagos of Split with coverage of 5000 Km2 each is foreseen

Duration October 2013 – January 2015
Description Organization of intervention exercises (targets: open sea intervention & beach decontaminations;
scope: sea disasters simulations, ship collision with consequent burning and oil spillage) for the
“in field” testing of operative procedures, protocols of intervention, effectiveness of risk
management chains, as well as the training of the staff employed in the civil protection
mechanisms (tackled in WP5).
2 joint exercises (attended by Civil Protections, Coastal Guards, etc…) are scheduled in the
Northern & Southern Part of Adriatic (partners to be split in 2 groups). This action schedules 1
day rendez-vous preparation and 1 day exercises, with sea disaster simulation at convergence of
means of interventions from different Adriatic regions

Objectives
What to do
1.OBJECTIVES
a) Test the organization system and the capacity of the territory competent offices to
manage the protection system of the sea from pollution of oil, hazardous or
noxious substances;
b) Test any emergency plan on the risk pollution of the sea in order to improve or
acquire appropriate Planning Tools;
c) Test the organization and the ability of regions bordering the Adriatic sea to
coordinate and implement its own procedures and methods in order to pursue a
common line in the management of emergencies at sea and cooperate in
overcoming the emergency;
d) Test the equipment, the vehicles efficiency, the technology to cope the emergency;
e) Test the training of the staff employed in the real emergency.
2. SITE OF THE EXERCISES (WHERE!!)- OPTIONS
a) Offshore (international water);
b) From 1 to 2 km near the coast;
c) Within 50 meters from the coastline;
d) On land but with the involvement of marine waters and the coast;

The used communication systems will be indicated with the relative telephone, fax,
email, radio frequency etc…
The Structures or the Associations that will manage the radio
communications will also be indicated.
It is not allowed the use of the equipment or the use of radio frequencies in
the absence of specific authorization.

8. EQUIPMENT AND MATERIALS
In order to identify any problems and weak points during the exercise
some “Observers" must be properly identified. They should have access to the
locations of the activities and coordination centers and should be enabled to
follow the communications radio as well as have access to the records and
documents relating to the exercise.
Then the “Observers” will prepare a report which will be analyzed and
discussed during the Debriefing.
