Administration - the art and style of running an organization or entity; the practice of

carrying out the structure and policy of the government; connects the machinery of an
organization. Conservation – the protection, improvement, and use of natural
resources according to principles that will assure their highest economic and social welfare. A general
word suggesting practices and customs of people that perpetuate the resources and yields from some
that are sustained. -The long-term protection and sustainable management of natural
resources in accordance with principles that ensure long-term economic and social
benefits Conveyance - any mode or type or class of vehicle or craft or any other means
used for transportation either on land, water, air, or any combination thereof, whether
motorized or not, used for or in taking and/or maintaining temporary or permanent
possession or control, gathering, collecting, processing, disposing of, or otherwise
transporting, moving or transferring illegal forest products. Critical Watershed - is a
drainage area of a river system supporting existing and proposed hydro-electric
power, irrigation works or domestic water facilities needing immediate protection or rehabilitation.
Forest charges- levies imposed by the government on naturally-growing timber and
other forest products cut/harvested by the permittee/licensee and from plantations established in
compliance with Timber License Agreement

Forest laws – are something laid down or settled, established and enforce by
authority regarding the use of forest resources.

Forest legislations - are forest laws enacted by the


legislative/authoritative power

Forest Policy- It is a course of action adopted and followed by a certain


entity to pursue a set of objectives regarding the use and management of
forest resources.

Forest product - timber, pulpwood, firewood, bark, tree top, resin, gum,
wood, oil, honey, beeswax, nipa, rattan, or other forest growth such as grass, shrubs,
and flowering plant, the associated water, fish, game, scenic, historical, recreational,
and geological resources in forest lands. In short, it to any forest resource that is
harvested or utilized, except minerals.
Forest reserves or permanent forest-are those lands of the public domain which have
been the subject of the present land classification declared as needed for forest purposes.
Law - (Sanches Roman) is defined as a rule of conduct, just, obligatory and laid
down by a legitimate power for common observance and benefits.

Lease - A privilege granted by the state to a person to occupy forest lands with specified
rental.

Permit-a short term privilege or authority granted by the state to a person to utilize
any limited forest resources or to undertake a limited activity within any forest land
without any right of occupation and possession therein

Policy - is a guide to action set by an authority or


organization.

Proclamation - an act of the president fixing a date or declaring a status or


condition of public moment or interest.

Protected Area - identified portions of land and water set aside by reason of
their unique physical and biological significance, managed to enhance biological
diversity and protected against destructive human exploitation

Protection Forest - All types of forest that, under existing laws and
regulations, may not be utilized for timber production and which include old growth
forest, mossy forest, sub-marginal forest, forest on slopes above fifty percent
(50%), forest at elevations of greater than 1,000 meters above sea level, all
strips bordering river banks, mangrove areas along shorelines and
other forest areas that are determined by DENR to be environmentally
sensitive

Mandate – an authoritative order usually in a written


form.

Organization- a group of people working and cooperating


together in interdependent relations to accomplish a common goal.
Prior vested rights - Acknowledged claims, privileges, prerogatives, or ownership
over land or natural resources to which one is entitled by reason of law,
license, contract or tradition.
Structure – the arrangement or interrelation of all parts of the
whole.

Tenure - Guaranteed peaceful possession and use of specific forest


land area and the resources found therein, covered by an agreement, contract
or grant which cannot be altered or abrogated without due process.
Regalian doctrine- states that all lands of the public domain and the resources found therein
belong to the state and shall be governed and controlled by it. With the exception of
agricultural lands, all other natural resources shall not be alienated.
