X. Rationale of the Project

RATIONALE 1: Home gardening can be greatly improved by enhancing the use of the
garden for improved household food security and nutrition. Many people in rural villages lack the
experience, knowledge and skills to make improvements. Sometimes they also lack appropriate
planting materials. Knowledge and skills can be transferred by identifying successful home garden
managers who are prepared to work with less-successful or less-knowledgeable households,
supported by agricultural extension staff. The need for planting materials can be met by setting up
nurseries in individual home gardens, which can be managed by the respective managers on a
commercial basis. Visible success is more persuasive than a thousand lectures.

RATIONALE 2: The activities that will be realigned will be in connection with the
Department of Agriculture’s “Plant Plant Plant” program and Urban Agriculture-related
activities that will localize food production, will ease pressure on transporting goods from
production areas to market centers food and also ensure social distancing. The program will
also showcase food production using various technologies through community gardening.

XI. Objectives

• In general, to help families produce their own food.

producing food for food security.

• The project proposal “BAKURAN KO, KINABUKASAN KO. –

ELEMENTARY SCHOOL, AND BARANGAY QUILO-QUILO SOUTH,


PADRE GARCIA, BATANGAS” will encourage every household in the
vicinity to have a vegetable garden at home which will serve as sources of
foods and income in this pandemic time. This project will raise awareness
about food security and health commitment. This will offer a community-wide
collaboration among various stakeholders and agricultural sectors which will
serve as a foundation for high level of understanding among households in
utilizing their backyard into “Isang Dipang Gulayan.”

There will be no expenses because all of the materials were provided by the

1. Letter of approval from the barangay chairman of Quilo-Quilo South, from the
Office of Provincial 4H Club Federation of Batangas, Office of the Municipal
Agriculturist Padre Garcia, and principal of Anacleto Villanueva Elementary
School.

2. Meeting with the barangay chairman of Quilo-Quilo South, Padre Garcia,


Office of the Provincial 4H Club Federation of Batangas, Office of the
Municipal Agriculturist of Padre Garcia, Anacleto Villanueva Elementary
School.

XV. Plans for Ensuring the Sustainability of the Project

1.) Raising awareness in the barangay Quilo-Quilo South Padre Garcia community
about food security, as well as its health and economic consequences, is a
significant aspect in establishing social and health commitment, contributing to
higher offices that mobilizing and campaigning for food security.

2.) To offer community-wide collaboration, a high commitment to multisectoral


engagement linking the household and agricultural sectors as well as other
ministries is essential, which is why we will work.

3.) A high level of understanding among households in utilizing their backyard into

Sir/ Madam:

Greetings of peace!

I am MELVIN JOHN D. QUINIONES, a freshmen College student from Batangas State


University – Lobo Campus, College of Agriculture Department and currently taking up BSAG
(Bachelor of Science in Agriculture). I am now working on a community-based project as a
requirement for National Service Training Program (NSTP 111). This Project Proposal is entitled
“BAKURAN KO, KINABUKASAN KO. – ADAPTATION OF THE “ISANG DIPANG GULAYAN
OF ATI IN MIMAROPA” IN PARTNERSHIP WITH OFFICE OF THE PROVINCIAL 4H CLUB
FEDERATION OF BATANGAS, OFFICE OF THE MUNICIPAL AGRICULTURIST OF PADRE
GARCIA, ANACLETO VILLANUEVA ELEMENTARY SCHOOL, AND BARANGAY QUILO-
QUILO SOUTH, PADRE GARCIA, BATANGAS”.

Isang Dipang Gulayan is a way of planting where variety of seedlings are put together in
a small area. This aims to maximize small areas and save spaces while planting vegetable crops.
This project aims to encourage every household in the vicinity to have a vegetable garden at
home which will serve as sources of foods and income in this time of pandemic. Furthermore, this
also aims to stablish a group of young farmers who will help in the total establishment of these
project through conducting seminars and trainings about Urban Agriculture, Home Gardening,
Organic farming, and container gardening.

Likewise, this project will raise awareness about food security and health commitment.
This will offer a community-wide collaboration among various stakeholders and agricultural
sectors which will serve as a foundation for high level of understanding among households in
utilizing their backyard into “Isang Dipang Gulayan”.

As a result, you may be confident that it will help our Barangay. Thus, I am humbly asking
for your permission to carry out this project in our tranquil neighborhood of Quilo-Quilo South.

ACTION PLAN
THE ACTION PLAN IS GIVING WEBINAR ABOUT IN HELPING THE FAMILIES TO
PRODUCE THEIR OWN FOOD. ALSO, TO INCREASE AWARENESS AMONG
RESIDENTS IN THE COMMUNITY ABOUT PRODUCING FOOD FOR FOOD
SECURITY. RAISING AWARENESS IN THE BARANGAY QUILO – QUILO SOUTH
PADRE GARCIA COMMUNITY ABOUT FOOD SECURITY, AS WELL AS ITS HEALTH
AND ECONOMIC CONSEQUENCES, IS A SIGNIFICANT ASPECT IN ESTABLISHING
SOCIAL AND HEALTH COMMITMENT, CONTRIBUTING TO HIGHER OFFICES THAT
MOBILIZING AND CAMPAINING FOR FOOD SECURITY.

POLICIES AND LAWS:

1. Organic Agriculture Act of 2010) - it is hereby declared the policy of the


State to promote, propagate, develop further and implement the practice of
organic agriculture in the Philippines that will cumulatively condition and
enrich the fertility of the soil, increase farm productivity, reduce pollution and
destruction of the environment, prevent the depletion of natural resources,
further protect the health of farmers, consumers, and the general public, and
save on imported farm inputs. Towards this end, a comprehensive program
for the promotion of community-based organic agriculture systems which
include, among others, farmer-produced purely organic fertilizers such as
compost, pesticides and other farm inputs, together with a nationwide
educational and promotional campaign for their use and processing as well
as adoption of organic agriculture system as a viable alternative shall be
undertaken.
2. Republic Act no. 10068 - an act providing for the development and
promotion of organic agriculture in the Philippines and for other purposes.
3. 4h Bylaws and Constitutions: The mission of the UVM Extension 4-
H/Youth Development Program is to be a state leader in developing youth to
become productive citizens and catalysts for positive change to meet the
needs of a diverse and changing society. This mission is accomplished by
using the knowledge and resources of the land grant university system, along
with the involvement of caring adults.
4. RA 8435: an act prescribing urgent related measures to modernize the
agriculture and fisheries sectors of the country in order to enhance their
profitability and prepare said sectors for the challenges of globalization
through an adequate, focused, and rational delivery of necessary support
services, appropriating funds therefor and for other purposes.
5. RA 7607: This Act shall be known as the "Magna Carta of Small
Farmers." It is the declared policy of the State to give the highest priority to
the development of agriculture such that equitable distribution of benefits and
opportunities is realized through the empowerment of small farmers. While
the State recognizes the fact that the welfare and development of the small
farmers is their primordial responsibility, the State shall provide the
necessary support mechanism towards the attainment of their
socioeconomic endeavors.
