Foreword

This Standard for Free Space and Minimum Clearance for High Voltage Air Lines (SUTT) and
Extra High Voltage Air Lines (SUTET) is a special revision of SNI 225-1987, General
Regulations on Indonesian Electrical Installations 1987 (PUIL 1987), Article 760, Installation
of Conductors Air Outside Buildings. Letter : The distance between the High Voltage Air
Conductor (SUTT) and Extra High Voltage (SUTET) with the earth and with other objects.

The Technical Committee for the Standards for High Voltage Air Ducts and Extra High Air Ducts
Standards formulated this Standard and was followed by several standard documents and
comparative documents.

This standard was prepared by the Technical Committee on Standards for Free Space of High Voltage
Air Ducts and Extra High Air Ducts which was established by Decree of the Director General of
Electricity and Energy Utilization Number: 42-12/40/600.3/2001 dated July 2, 2001.

This Indonesian National Standard (SNI) has been discussed in the XVII Consensus Forum of SNI
in the field of Electrical Engineering on 23 October 2001 and will be enforced as mandatory SNI.
Furthermore, based on the decision of the XVII Consensus Forum, the issue of the inclusion of
"Classification of non-fireproof buildings and minimum distance of gas stations" in accordance
with the Decree of the Minister of Mines and Energy Number: 01.P/47/MPE/1992, needs to be
discussed by the technical committee together with PT. PLN (Persero) Strategic Business Unit-
Center for Load Control and Regulation. For this purpose, a meeting was held in Bandung from
12 to 14 November 2001 followed by a meeting on 12 December 2001 at the Office of the
Directorate General of Electricity and Energy Utilization – Jakarta, it was determined that this was
not included in the scope of this standard.

(SUTT) and Extra Voltage Air Line
Height (SUTET)

1 Scope

This standard serves as a guide for establishing boundary spaces and minimum clearances
for High Voltage Overhead Lines (SUTT) and Extra High Voltage Air Lines (SUTET).

This standard applies to SUTT with nominal voltages of 66 kV and 150 kV and SUTET with
nominal voltages of 275 kV and 500 kV in Indonesia, either by using steel towers or steel/
concrete poles.

3 Terms and definitions

The terms and definitions used in this standard are as follows:

3.1
High Voltage Air Line (SUTT)
electric power lines using bare wires (conductors) in the air with nominal voltages above 35
kV to 230 kV

3.2
Extra High Voltage Air Line (SUTET)
electric power lines using bare wires (conductors) in the air with a nominal voltage above
230 kV or having the highest voltage for equipment above 245 kV.

3.3
minimum vertical clearance of conductor
the shortest vertical distance between the SUTT or SUTET conductor and the earth's surface
or objects above the earth's surface which should not be less than a predetermined distance
for the safety of humans, living things and other objects as well as the safety of SUTT and
SUTET operations

3.4
minimum horizontal clearance from the vertical axis of the tower/pole
the shortest distance horizontally from the vertical axis of the tower/pole to the vertical plane of free
space; the vertical plane is parallel to the vertical axis of the tower/pole and the conductor

3.5
free space
space bounded by vertical and horizontal planes around and along the SUTT or SUTET
conductor where there are no objects in it for the safety of humans, living things and other
objects as well as the safety of SUTT and SUTET operations

3.6
Open field or open area area where:

- there are no plants/plants and other objects, or


- there are plants/plants and other objects whose height does not exceed 4 (four) meters.

3.7
areas with certain conditions
areas that are permanently or temporarily used for public or special service facilities that
require space with a height above the earth's surface of more than 4 (four) meters,
including: residential areas, industrial/factory areas, shopping areas, markets, bus
terminals/public transportation , offices, warehouses, public fields, plants/plants, forests,
plantations, road/highway traffic, ordinary railroads, electric train conductors, water traffic,

clearance

single circuit
a circuit having a three-phase system with three conductors or three bundles of phase
conductors, horizontal configuration

3.13
double circuit
a circuit having two three-phase systems, each circuit consisting of three conductors or
three bundles of phase conductors, vertical configuration

3.14
conductor configuration
the shape of the arrangement of the phase conductors, namely the vertical (vertical) or horizontal (horizontal) position

3.15
basic goal distance
horizontal distance between two towers or poles with certain design requirements that
result in the most economical channel construction costs (SUTT or SUTET).

4 General requirements

4.1 Basis for setting free space

Free space is determined by considering: a. the distance of


the conductor from the vertical axis of the tower/pole;
b. horizontal distance due to swing(swing)conductor at a wind speed of 15 m/s (20 swing
angle0);
c. petit- impulse clearance for SUTT (i hat-label 1) or clearanceswitching impulse for SUTET
(see Table 2)

d. the minimum vertical clearance of the conductors;


e. conductor deflection is based on the maximum conductor temperature (80°C for ACSR - steel-
reinforced aluminum conductor).

The deflection (sag) of the conductor between the two towers/poles is determined by the weight of the conductor, the

goal distance(span)of the tensile strength of the conductor. To calculate the deflection used the formula:

with:
D= deflection (m)
W= conductor weight per unit length (kg/m)
S= goal distance (m)
T= tensile strength of conductor at 80°C (kg)

4.2 Basis for determining the minimum vertical clearance of conductors in SUTT

The minimum vertical clearance of the conductors in the SUTT is determined taking into
account:

a. conductor deflection is based on the maximum conductor temperature (80°C for ACSR - steel-reinforced
aluminum conductor); The deflection of the conductors between two towers/poles is determined in
accordance with 4.1e.
b. conductor of type according to IEC 1089: A1/S2A or A1/S2B (ACSR), or A1/SA1A (ACSR/US)
125 mm2—26/7 up to 450 mm2-54/7;
c. the maximum deflection is measured at the center of the goal;

d. base goal distance of SUTT 66 kV steel tower: 300 m;


e. SUTT base goal distance 66 kV steel post: 160 m;
f. SUTT base goal distance 66 kV baton pole: 60 m;
g. SUTT 150 kV steel tower base goal distance: 350 m;
h. SUTT base goal distance 150 kV steel post: 200 m;
i. SUTT base goal distance 150 kV baton pole: 80 m.

4.3 Basis for determining the minimum vertical clearance of conductors on SUTET

The minimum vertical clearance of the conductor on the SUTET is determined by taking into
account:
a. safety requirements from electric and magnetic fields as defined by IRPA/ INIRC, (see
Table 3);
b. the object is 1 m above the earth (for the minimum vertical clearance to the earth);
c. Double-circuit 275 kV SUTET using bundled conductors: 2 x A1/S2A or 2 x A1/S2B (ACSR),
or 2 x A1/SA1A (ACSR/US) 250 mm2- 26/7 up to 450 mm2- 54/7 with 40 cm spacing;

d. Single and dual circuit 500 kV SUTETs using bundled conductors: 4 x A1/S2A or 4 x A1/S2B
(ACSR), or 4 x A1/SA1A (ACSR/US) 250 mm2- 26/7 up to 450 mm2- 54/7 with 45 cm
spacing;
e. SUTET 275 kV base goal distance: 400 m, SUTET 500 kV base goal distance: 450 m;
f. vertical phase arrangement for dual circuits at 275 kV and 500 kV SUTETs;
g. distance between circuits on a double-circuit 275 kV SUTET: 11.6 m;
h. distance between circuits in double-circuit 500 kV SUTET: 14.6 m;
i. distance between phases in single-circuit 500 kV SUTET: 12 m.

4.4 Minimum vertical clearance of conductors at SUTT and SUTET

The minimum vertical clearance of the conductors at SUTT and SUTET can be seen in Table
4.

4.5 Minimum horizontal clearance from tower/pole vertical axis on SUTT and SUTET

The minimum horizontal clearance distance from the vertical axis of the tower/pole at SUTT and
SUTET can be seen in Table 5.

4.6 Free space on SUTT and SUTET


Free space in SUTT and SUTET can be seen in Figures 1 to
Figure 6.

5 Special requirements

This standard is based on the most widely used parameters in Indonesia.


For certain conditions and/or special conditions whose parameters are different from those of the
general requirements (among others: nominal voltage, shape of tower/pole, type or size of conductor,
number of circuits, phase arrangement, circuit arrangement) requires separate calculations and
requirements.
