1-9-22 Joint Letter To Boudin and Scott Re MOU Withdrawal
Thank you for reaching out to my office to discuss the recent announcement by Chief
Scott regarding the San Francisco Police Department’s (SFPD) intent to terminate the 2021
MOU between SFPD and the San Francisco District Attorney’s Office that governs the
investigation of officer-involved shootings, in-custody deaths, and uses of force resulting in
serious bodily injury. As you both have indicated previously, the MOU can be a valuable tool
for advancing transparency and accountability, which are cornerstones in ensuring effective
policing and the fortification of trust between law enforcement and the communities they serve.
I appreciate your shared commitment to ensuring there is a process in place that achieves those
goals for the people of San Francisco regarding these serious incidents.
Further, I am pleased to hear that you plan to meet with one another in an effort to
resolve disagreements concerning each party’s compliance with the terms of the MOU. To that
end, I encourage both of you to enter these discussions with open minds and a willingness to
seek viable solutions. I am committed to doing all I can to assist both parties in resolving any
issues that have recently been identified as challenges to the progress achieved to date.
