CHAPTER 1
COMPANY BACKGROUND
Before the existence of the office, maintenance of provincial roads and bridges
were undertaken by the group of Engineer’s and employees under the supervision of
Ministry of Public Works and Highways.
Provincial Engineer’s Office was created during the term of the late Julian F.
Pacificador, Engr. Maximiano Sentina was appointed as Provincial Engineer.
The office has been maintaining some areas identified as Provincial Roads
namely: 1.) Diclum-Dao-Tiolas Road; 2.) Pandan-Buruanga Road; 3.) San Jose-San
Pedro-Sibalom Road; 4.)Ilaures-Valderrama Road; 5.) Hamtic-Buhang Road; 6.) San
Remegio-Bugo Road and 7.) Malandog-Sibalom Road.
In 1971 election, Governor Evelio B. Javier became the new steward of the
Provincial Engineer’s Office. Eventually, he issued a Memorandum Order designating
Engr. Silvestre Nava as head until it was abolished on June 1973. Thereafter, Gov. Evelio
B. Javier transferred the leadership to Engr. Romeo Paloma with Engr. Guillermo P.
Clemente, Jr. as Assistant Provincial Infrastructure Officer. Later the Office was placed
under the control of Engr. Clemente with all personel given the appointment on Casual
Status.
In the year 1980, Governor Enrique A. Zaldivar became new chief executive and
the leadership of the Provincial Infrastructure Office was transferred to Engr. Telesforo
C. Yturralde.

Year 1988 to May 1998 Atty. Jovito Plameras, Jr. served the province elected as
Governor for three consecutive elections and during his term the leadership of the
Provincial Infrastructure Office was restored to Engr. Guillermo P. Clemente, Jr.
In adherence to the R.A. 7160 making mandatory for every province to create the
office of the Provincial Engineer’s Office, the name Provincial Infrastructure Office was
changed to Provincial Engineer’s Office on September 17, 1992.
Automatically those who were qualified to occupy their existing positions were
issued permanent appointments. However, those positions falling under Memorandum
Circular No. 10 and Resolution No. 435 after one year in their positions were issued
permanent appointments.
On July 1998 Governor Exequiel B. Javier took over the reign of Provincial
Government. Engr. Guillermo P. Clemente, Jr., remained as the Provincial Engineer.
During the incumbency of Gov. Exequiel B. Javier there was a creation of new Division
named Special Project division to cater to the needs and demands of Special Projects like
Waterworks and Irrigation Projects.
On May 2001 Provincial Engineer Guillermo P. Clemente, Jr. retired from service
upon reaching the age of 65 years. Provincial Government Assistant Department Head,
Engr. Ireneo R. Varona, Jr. was designated as Officer-In-Charge.

Given the full trust and confindence of the present administration; Engineer
Vicente C. Dalumpines was promoted full-fledged Provincial Engineer on November 21,
2002 with Engr. Inocencio P. Dajao, Engineer IV, OIC Provincial Government Assistant
Department Head as his deputy.

PEO is just at the left side of the Hall of Justice with a very wide compound
specifically on the equipment pool area used for parking and repair of the
government vehicles, and light or heavy equipment. Each Divisions has its room
that can accommodate visitors also. In the center of the PEO compound it has a
multi-purpose center that can be used for PEO activities and activities of other
agencies.

Mission
To undertake programs, projects and activities geared towards quality infrastructure for
better quality of life in antique.

The office is compose of competent personnel distributed to seven divisions wherein their
line of specialty belongs.
Likewise the Provincial Engineer’s Office equipped with various light and heavy
equipment which are very essential for use of the office to perform effectively and
efficiently its task and function.
Now, therefore with the competence, qualification and expertise of its personnel in their
line of work at the corresponding division to perform an excellent job as an implementing
arm of the Provincial Government in all its Infrastructure Projects.

The Provincial Engineer’s Office has the following Powers, Duties and Functions.
(1) Initiate, review and recommend changes in policies and objectives, plans and
programs, techniques and procedures and practices in infrastructure development
and public work in general of the local government unit concerned;
(2) Advice the governor or mayor, as the case may be, on infrastructure, public
works, and other engineering matters;
(4) Provide Engineering services to the local government unit concerned, including
investigation and survey, engineering designs, feasibility studies, and project
management;
(5) In the case of the provincial engineer, exercise technical supervision overall
engineering offices of competent cities and municipalities; and
(6) Exercise such other powers and perform such other duties and functions as may
be prescribed by law or ordinance.
