D-1 INTRODUCTION

This Module describes the detailed process of planning, organising and reporting on
the district work operations.
Emphasis is placed on the district annual workplan as this is the main planning
instrument at district level together with the maintenance management system.
Most of the actual maintenance works will be contracted out to mainly small-scale
local contractors. This is a shift from the conventional maintenance practice of the
MoRPW where most of the work was carried out through in-house resources (force
account).
Good planning, fair and transparent systems and procedures are essential
requirements for ensuring quality and cost effective operations. This can only be
achieved if all involved partners work closely together and pursue the same
objectives.
