MECHANICAL SERVICES

1.0 OBJECTIVES

The objectives of this report are as follows: -

- To outline of Mechanical System concepts


- To establish basic design criteria

1.1 BACKGROUND OF PROJECT

The proposed Mechanical building services is for the whole complex which
consists of the following building

a) POLITEKNIK BAGAN DATOH.

The Mechanical building services will be designed for this complex with
an approached to implement cost efficiency for capital cost, operating cost,
operational flexibility and maintainability.

1.2 SCOPE OF SERVICES

The description of the scope of services covered in this report is as follows: -

2.0 The scope of work covered under the mechanical services consists of the
followings: -

(a) Fire Protection System


(b) Air-Conditioning and Ventilation System
(c) Internal Sanitary and Cold Water Plumbing services
(d) Lift Install ation
(e) Kitchen Equipment System and Laboratory
(f) Working Equipment & System
(g) Testing & Commissioning

2.1 The following scope of services will be included for specific building
which require such system installation.

2.2 The design proposed will be in accordance with standard engineering


practice and will comply the regulations and By Laws of the following authorities:
-

(a) Jabatan Keselamatan Dan Kesihatan Pekerja


(b) Suruhanjaya Tenaga Malaysia
(c) Jabatan Bomba Dan Penyelamat Malaysia
(d) Jabatan Bekalan Air

And other authorities having jurisdiction over the mechanical installation in the locality.

3.0 FIRE PROTECTION SYSTEM

3.1 GENERAL

3.1.1 To ensure the safety of occupants in the building. An adequate fire


protection system proposed to the various buildings will refer to standards
confirming the rules regulation codes are requirements of the followings: -

(a) Jabatan Bomba Dan Penyelamat Malaysia


(b) Relevant Malaysian Standard Specifications
(c) Relevant British Standard Specifications
(d) Uniform Building By-Law

3.1.2 The following Fire Protection System as required by Uniform Building By-
Law and Jabatan Bomba Dan Penyelamat Malaysia will be installed for this
development.

(a) Fire Protection and Alarm System


(b) Portable Fire Extinguishers
(c) Automatic Carbon Dioxide Extinguishing System
(d) Hose Reel System
(e) FM200 system
(f) Exit Signs and Emergency Lights

3.2 FIRE DETECTION AND ALARM SYSTEM

Self-addressing Fully Analogue Addressable Fire Detection and Alarm System


are proposed. The type proposed are closed loop with linkage to the central
monitoring unit fibre optic converter via fibre optic cable.

3.3 PORTABLE FIRE EXTINGUISHER

Fire extinguishers proposed are wall-mounted type recessed to Architect


detail and generally located as follows.

TYPE LOCATION
ABC DRY POWDER CO² Escape staircase, lobbies, corridor,
electrical rooms, and generator room.

3.4 AUTOMATIC CARBON DIOXIDE SYSTEM

Automatic fixed carbon dioxide system proposed will be installed in the


unmanned electrical sub-station and electrical plat room.

3.5 CLEAN AGENT & FM200 SYSTEM

The system proposed will be total flooding FM-200 extinguishing system


designed to provide a uniform concentration of 7%, at normal average ambient
temperature, minimum of FM-200.

a) The amount of FM-200 to be provided shall be the amount required


to obtain and hold the minimum uniform concentration for ten (10)
minutes. The contractor shall take into consideration such factors
as enclosable openings (if any), run-down time of fans, time
required for dampers to close (and requirements for any additional
dampers), and any other feature of the facility that could affect
concentration.

3.6 HOSE REEL SYSTEM

The proposed hose reel system serving the buildings consists of: -

- One duty pump


- One standby pump
- Water storage tank
- Distribution pipe works
- Hose reel stations

4.0 AIR-CONDITIONING AND VENTILATION SYSTEM

The air conditioning system proposed design to meet requirement of


comfort cooling as per JKR Specification.

For comfort air-conditioning, the normal design indoor conditioning proposed


is about 23º - 25º units relative humidity between 55-65%.

The proposed type air-conditioning systems shall be: -

(a) Chiller complete with cooling tower airconditioning system.


(b) Air Cooled Air Conditioning package unit.
(c) Air Con Split unit system for individual room.

Ventilation will be provided for toilets and other specific rooms by the used of
extractor fans.

5.0 INTERNAL SANITARY AND COLD WATER SERVICES

Cold water from the external reticulation shall be fed directly to storage tanks.
The water will be distributed to the sanitary fittings. The system shall be design
to meet the requirement of JBA and other regulating authorities.

6.0 LIFT INSTALLATION-BLOCK BANGUNAN PENTADBIRAN (PASSENGER


LIFT)

1. The lift proposed will be from motor room type.

2. It will handle all the visitor traffic during peak hours as well as the staff movement
within the building. It shall also handle equipment.

3. These lifts proposed will be classified as passengers and / or goods lift. The
proposed design shall comply with the most recent edition of the Factories
and Machinery (electric passengers and goods lifts) Regulations 1970
published under Factories and Machinery Act 1967 by the Department of
Occupational, Safety & Health, Malaysia.

4. These lifts proposed shall meet the minimum requirements of the British
Standard Specification for Electric Lifts BS EN 81-20:2U14, BS EN 81-
3:2000 and BS EN 81-50:2014

5. (Electric Passengers and Goods Lifts) Regulations, the requirements stated


in the Factories and Machinery (Electric Passengers and Goods Lifts)
Regulations will prevail.

6. The proposed works to be carried out will include but not limited to the
following:-

(a) The design proposed inclueds construction, installation, testing, commissioning


of the complete electric lifts system that comply with all relevant
standards,requirements from Jabatan Keselamatan & Kesihatan Pekerjaan,
the Uniform Building By-Laws and Rules and Regulations from Local
Authorities.

(b) Testing and commissioning of the above system.

(c) Servicing and maintaining the above works and equipment for a period stated in the
conditions of contract.

(d) Submission to relevant local authority for approval and PMA (including during
DLP) will be done as per reuirements/

(e) And all other associated works

7.0 KITCHEN EQUIPMENT SYSTEMS & LABORATORIES

The proposed kitchen equipment shall not be limited to the followings:-

1) The proposed design will consist of design, supply, deliver, install, test and
commission to successful operating condition of the complete kitchen equipment
and kitchen exhaust hood system.

2) The proposed system includes wet chemical fire suppression system installed to
the kitchen hood.

3) The proposed system includes installation of gas piping and storage cylinders
complete with all necessary fittings.

4) The proposed system includes installation of hot and cold water supply, taps,
sinks, working tables and other appliances.

5) Servicing & maintaining the above works & equipment for a period of as specified
in the contract from the date of its handing over will be provided.

7.1 LIQUID PETROLEUM GAS SYSTEM

1) The proposed installation shall cater for gas fire equipment in kitchen.

2) The proposed installation can be of central supply, decentralized supply or


individual supply or any combination of the above.

3) The gas supply proposed shall preferably be from manifold system with standard
size gas cylinders.

4) Fully charged gas cylinders are proposed.

5) The design, installation, testing and commissioning of the LPG system shall
comply with the requirements of the Suruhanjaya Tenaga and the Jabatan
Keselamatan dan Kesihatan Pekerja.

7.2 FUME CUPBOARD

The proposed Fume / dust extraction system shall consist but shall not be limited to the
followings: -

a) Centrifugal Fan

8.0 WORKING EQUIPMENT & SYSTEMS

8.1 OVERHEAD CRANE

1. The proposed system will be referred to Original Equipment Manufacturer (OEM)


to determine the right safe working load of the cranes and other lifting
equipment.

2. The proposed system shall be complete crane system including electrical


switchboard, hoisting unit, track wheel, shaft and axles, control pendant,
overload device, limit switches, rope hoist, end carriage, end carriage wheel,
buffer, other accessories and necessary work.

3. Testing and commissioning of the above system will be done to ensure the system
is fully functional.

4. Servicing and maintaining the above works and equipment for a period stated in
the conditions of contract shall be provided as well.

5. Submission to relevant local authority for approval and PMA (including during
DLP) will be done as per requirements.

8.2 BUILDING AUTOMATION SYSTEM

The proposed system includes supply and installation of a BACS complete with the
following:-

1. Computers c/w CPU of the latest model and speed, original software inc. anti-virus
software, hard disk with latest maximum memory and RAM, CD ROM Drive, 17"
SVGA graphic color monitors, standard keyboard and mouse, alarm / report
printers, standalone controller unit, direct digital controllers, flow meter, power
meters, switches, transducers, sensors, transmitters, high level interface with main
fire alarm panels, air conditioning switchboard, compressors and
AHU/FCU, booster pump sets, firefighting & protection system, lift system,
chiller microcomputer control panel, relays, cabling installation, etc.

2. Essential power supply for all system power points requirements (computers, printers,
direct digital controllers, master/slave etc). Uninterruptible Power Supply (UPS) for
computers and printers shall be provided for at least 30 minutes.

3. The system proposed will have at least 72 hours of memory protection for the database
and real time clock during both normal & essential power failure.

9.0 TESTING & COMMISSIONING

This section consists of;

1) Factory Acceptance Test

2) User Training

3) Hand over Documentation, as-built, O&M Manual

4) Testing & Commissioning

5) PC sum for Asset Registration, Tagging and Inventory

10.0 SUMMARY OF DESIGN & INSTALLATION STANDARDS

The following standards of practice and authorities requirements shall form part
of the design and installation guides:-

11.0 SUMMARY OF DESIGN CRITERIA

The design of the mechanical services shall follow the criteria indicated below:

a) Air Conditioning parameter

b) Fresh air requirement for air-conditioned space

In accordance to UBBL and ASHRAE recommendations.

c) Mechanical ventilation air requirement for non-air-conditioned space

i) Circulation area 6 air changes per hour


ii) Toilet 10 air changes per hour
iii) Workshop 10 air changes per hour
iv) Main Switch room 10 air changes per hour
v) Transformer room 10 air changes per hour
vi) Store 6 air changes per hour

d) Compressed air Minimum 2.5m³/min at 8 bar

e) The rest of the basic mechanical services shall follow the respective
relevant standards of practice.

10.0 SUMMARY OF MAJOR INSTALLATION MATERIALS

The following types of major installation materials shall be used:

factory wrapped bituminous tape
for underground

ii) Main duct & branch duct GI sheet metal with fibreglass
insulation of 1 inch 2 Ib for last
floor and 1 inch 1 Ib for the rest
below with isolated aluminium foil
covering.

iii) Condenser drain pipe Class `D’ UPVC with armaflex


insulation.

iv) Diffuser and grilles Anodised or epoxy coated


aluminium.

b) Fire alarm & protection

i) Fire alarm cable Twisted pair PVC screened

ii) Hose-reel pipe Class `C’ Galvanised Iron
