Working Party 5D

REPLY LIAISON TO 3GPP PROPONENT (ARIB, ATIS, CCSA, ETSI, TTA


AND TTC ) ON FORMAT OF THE DESCRIPTION TEMPLATE

Working Party 5D has received from the 3GPP Proponent1 some initial information submitted in
Document 5D/496 by a number of Sector Members2 on the candidate technology for IMT-
Advanced under development in 3GPP. Working Party 5D thanks 3GPP for providing an early view
of the 3GPP work.
WP 5D notes that 3GPP suggests that this initial view of work in progress is intended to assist
Working Party 5D and the evaluation groups in its preparation work on IMT-Advanced. As such,
WP 5D plans to appropriately post this initial material (5D/496) on the ITU-R IMT-Advanced
web page per Circular Letter 5/LCCE/2 (7 March 2008), Section 3, so that evaluation groups might
also have early access to the advance initial information.
In Document 5D/496, the following question was asked of WP 5D:
“The 3GPP proponent seeks the view from Working Party 5D that this proposed format of
the submission meets the submission process and the submission guidelines and templates
established in Document IMT/ADV-2 Rev 1 Report ITU-R M.2133 and related documents
in the IMT-Advanced process.”
The following response is specific to 3GPP and does not preclude other formats and structures of
the table from Section 4.2.3.2 for the Description Template – Characteristics Template that may be
acceptable to WP 5D being chosen by other proponents in their submissions.

Working Party 5D has looked at the format of the initial information supplied by 3GPP. We note
that 3GPP is following the submission process and has utilized the format called out in Report
ITU-R M.2133 Requirements, evaluation criteria and submission templates for the development of
IMT-Advanced as per Sections 4.2.3 and 4.2.3.1 and is correctly applying the format and structure
of the table from Section 4.2.3.2 for the Description Template – Characteristics Template.
Working Party 5D notes that 3GPP is, according to Document 5D/496, intending to submit an SRIT
and has chosen to provide the information on the proposed FDD and TDD components of this SRIT
in a sequential manner in a common Description Template – Characteristics Template clearly
delineating the answers to each specific item for the both the FDD and TDD component. Working
Party 5D has no difficulty with this particular structural approach in the application of the template
to provide the requested information on both the components of the proposed SRIT.
Working Party 5D notes that 3GPP has indicated this initial material is not a complete submission;
WP 5D anticipates receiving a complete submission from the 3GPP according to the defined IMT-
Advanced process, following the approved ITU-R documents by the established deadlines.
