Engineer Joaquin Aragon is the chief engineer in a large engineering firm and affixes his seal to some of
the plans not prepared by registered engineers working under his general direction who do not affix their
seals to the plans. At times Engineer Joaquin Aragon also seals plans prepared by a non-registered,
graduate engineers working under his general supervision.

1. Under The Rule:- Engineers shall Approve or seal only those design Documents, reviewed or
prepared by them which are determine to be safe for public safety and welfares in conformity
with accepted engineering standard

Because the size of the organization and the large number of projects being designed at any one time,
Engineer Joaquin Aragon finds it impossible to give a detailed review or check of the designed. He
believes he is ethically and legally correct in not doing so because of his confidence in the ability of those
he has hired and who are working under his general direction and supervision.

At any Chance over time Engineer Joaquin Aragon is Ethically Violating Rules and Ethical standards on
his profession to site possible violation;

2. Engineers shall Issue Public Statements only in an objective in truthful manner

3. Engineers shall Approve or seal only those design Documents, reviewed or prepared by them
which are determine to be safe for public safety and welfares in conformity with accepted
engineering standard
4. Engineers shall not affix their signature or seals to any such plan or documents not reviewed or
prepared under their supervisory control.
5. Engineers shall be objectives and truthful in professional reports, statements, or testimony
6. Engineers shall act in professional matters for each employer or client as faithful agents or
trustees and shall avoid conflicts of interest.
7. (RA 544), Article 1 Paragraph (k) "Civil Engineer In-charge of Construction" is the Civil
Engineer registered under this Act, and qualified under the implementing rules and regulations
hereof, who is the signatory and sealer to the building permit of a project or component of a
project and who is therefore professionally responsible and liable for the construction
management and supervision of the project or component of that project.

By general direction and supervision, Engineer Joaquin Aragon means that he is involved in helping to
establish the concept, the design requirements, and review elements of the design or projects status as a
design progresses. Engineer Joaquin Aragon is consulted about technical question and answers and
direction in these matters.

With guidance of - R.A. 4374. Under Rules. Engineer Joaquin Argon as a signature and fixed his seals
on the Plans he is liable in answering Questions pertaining to methodology and overall Progress Details it
is presume under the Rules of ethical standard he reviewed Design and applies standard accordingly to
the principles and standards in Engineering Industry.
