8.

7 EMERGENCY COMMUNICATION SYSTEM:

The means of communication during an emergency shall be by telephone or Cell phone.


 Emergency numbers will be displayed at different locations of the project.
 Once alerted to an emergency, each manager shall ensure the emergency
communication is passed via Construction Supervisors to workers under
their control.
 One electrically operated emergency siren will be mounted in project office
area. Incident controller will control operation of siren.
 Mega phone will be available in project area.
 In case of RCM is not present on the site the construction manager civil
will take charge & if both are not present construction manager mechanical
will take lead.
 The emergency siren details will be communicated to nearby agencies.
8.7.1 Emergency Siren Code:

8.8 ASSEMBLY POINTS


Large, wide and open areas are preferred for assembly points, but those
should not be located where it may hinder the arrival of the emergency
services e.g. driveways or car parks. Ensure that the assembly point is
well-lit; well-sign posted and with no dead ends. Different Assembly
points shall be available nearest to different work site. It shall be located in
appropriate and safe place. Assembly Point signboard, Emergency Contact
no’s shall be available in Assembly Points to identify the actual
Assembly Points. After the assembling of all Staff & Workers in Assembly
Point during Emergency, all Staff & Workers shall be separated according
to the designation and Head Count shall be done according to the man-
power provided by the Site Supervisor.

8.9 HEAD COUNT PROCEDURE

Headcount dashboard may also be used for the Headcount which shows the
number of employees, visitors, labours etc. who are within the facility.
These numbers can be fetched either by integrating with the existing
employee attendance database, visitor management system database. Head
Count shall be carry out by Engineer/ Safety person after getting the
exact manpower of that day.

8.10 EMERGENCY RESPONSE & CONTROL CENTRE


The MCL’s site office will act as the Emergency response & control centre
where EM and PERT leader with SERT members will discuss & take
decision during emergency situations at site.

8.11 TRAINING CENTRE


The benefit of training is that it will build the capacity of responders
and improve their preparedness. Moreover, technical skills would
improve, which in turn will assist in making better coordination while
utilizing disaster management tools effectively. As a result, threat to life
and property could be eliminated or minimized, which in turn will uphold
the reputation of the organization intact. MCL shall establish training
centre at site office area.
