    PROBLEM: The least learned competencies in each learning area needs IMs for the intervention

    Student factor
    1. Students’ lack of mastery in the subject

    > There are some environmental factors: light, ventilation, classroom-not conducive to
    learning,

     Health status of the learner: nutrition, poor eyesight, defect in hearing, handicapped,
    mental illness

    Lack of interest in the learning subject

    *Teacher Factor
    The teacher teaches in a traditional way

    The teacher has limited teaching strategies and methods in teaching

    Lack of commitment in adapting innovative strategies in teaching

     Curriculum

    - Some of these learning competencies are difficult to achieve.

    -Congested learning competencies in the present curriculum


    -Spiral curriculum is not suited for everyone
    -The learning competencies are not aligned in the learners’ learning capability and economic
    status
    -Students must learn through their life experiences
    -The learning resources must be contextualized and localized
