[As per Government Order read as Ist paper above, All India Couneil for
Technical Education (AICTE) Scheme has been implemented in Government /
Aided Polytechnic Colleges in the State with effect from 01.07.2013. As per the
above order, AICTE pay scale has been sanctioned for the post of Lecturer
Workshop Superintendent, Head of Department and Principal in Government /
Aided Polytechnic Colleges
2. As per Regulations read as paper (2) above AICTE has issued
detailed Regulation on Pay Scales, Servie Conditions and = Minimum
Qualifications for the appointment of Teachers and other academic: staff in
Technical Institutions and also the measures for the Maintenance of Standards
in Technical Education. Based on the above regulations, the Director of
Technical Education as per letter read as 3rd paper above has forwarded aFile No.HEDN-L3/101/2019-HEDN
Comprehensive Task Committee Report for implementing the AICTE pay
scales in Government and Aided Polytechnic Colleges in the State.
3. Government have examined the matter in detail. In adherence to
AICTE Regulations 2019 and based on the report of Task Committee
forwarded by the Director of Technical Education as per letter read as 3rd
Paper above Government are pleased to sanction AICTE pay scaks to the
Lecturers (Engineering/Technology ) of Government/Aided Polytechnics and
also to the Lecturers (Non-Engineering) of Aided Polytechnics with the
conditions as described below:
2.1. Coverage
The revised AICTE pay is applicable to the Lecturers, HoDs and Principals in
Engineering subjects in Government and Aided Polytechnic Colleges and the
teaching faculty in Non- Engineering subjects in Aided Polytechnic Colleges,
who are qualified as per AICTE norms
2.2 Date of implementation
The date of effect of revised pay scales and DA shall be from 01-01-2016.
The date of effect of Allowances other than DA shall be decided later.
Arrears of pay revision for the period from 01-01-2016 to 31-01- 2021 shall be
released only to the individual GPF Account. The arrears can be withdrawn as
four installments in the financial year 2023-24, 202.

(ii) New pay structure
‘The new pay structure shall involve a pay matrix with an ascending series of
levels and ascending cells in each level, The new pay matrix shall subsume the
pay band and grade pay in one simple chart as given in Annexure - I. The pay
matrix shall comprise of two dimensions ~ a horizontal range of levels starting
from the lowest level in the hierarchy and ascending to the highest level, with
the levels being numbered from 9A to 13A covering the entire gamut of
Teachers and other Academie Staff. Within each level, the salary increases as
one goes down vertically, with each progression of going down represented by
a “Cell”. Each Cell within that level represents the steps of annual financial

promotion, When the employee will receive a promotion, he/she will progress

(iii) Levels and Cells

also, moving from the concept of Pay band and Academic Grade Pay to that
of Levels and Cells. The changes will appear only due to the existing difference
between the two streams in terms of Academic Grade Pay vis-a-vis the
corresponding Grade Pay, The levels for academic pay shall be numbered as
per the corresponding non-academic level. Thus, the levels are numbered as
9A, 10, 11, 12 and 13A corresponding to the present AGP of Rs.5400, 6000,
7000, 8000 and 9000 respectively

iy)
For Fixation of pay of an Employce in the Pay Matrix as on Ist January 2016,
the existing pay (Pay in Pay Band plus Academic Grade Pay) in the pre-revised
structure as on 31st December, 2015 shall be multiplied by a factor of 2.57,
rounded off to the nearest Rupee and the figure so arrived at will be located in
that level in the Pay Matrix and if such an identical figure corresponds to any
Cell in the applicable Level of the Pay Matrix, the same shall be the pay, and if
no such Cell is available in the applicable Level, the pay shall be fixed at the
immediate next higher Cell in that applicable Level of the Pay Matrix. If the
figure arrived at in this manner is less than the first Cell in that Level, then the
pay shall be fixed at the first Cell of that Level of Pay Matrix (See Annexure-1).
(v). Date of increment
(i) Annual increment is given in the Pay Matrix at 3%, with each cell being
higher by 3% over the previous cell in the same level, rounded off to nearest
100. Annual inerements to each employee would move up in the same
academic level, with an employee moving from the existing cell in the academic
evel to the immediate next cell in the same academic level
(ii) There shall be two dates of increment 1.c. Ist January and Ist July of every
year, provided that an employce shall be entitled to only one annual incrementFile No.HEDN-L3/101/2019-HEDN
on either one of these two dates depending on the date of appointment,
promotion or grant of financial up-gradation,
Gii) The increment in respect of an employee appointed or promoted during the
period between the 2nd day of January and Ist day of July (both inclusive)
shall be granted on Ist day of January and the increment in respect of an
employee appointed or promoted during the period between the 2nd day of
July and Ist day of January (both inclusive) shall be granted on Ist day of July
(iv) Qualifications, service Conditions and Career Advancement Scheme.
Detailed Conditions regarding Qualifications, Service Conditions and Career
Advancement Scheme for the incumbents and the new entrants will be issued
later.
4, Fixation of pay on promotion on or after 01-01-2016.
“The fixation of pay in case of promotion from one academic level to another in
the revised pay structure shall be made in the following manner
One increment shall be given in the academic level from which the employee is
promoted and he shall be placed at a cell equal to the figure so arrived at in the
level of the post to which promoted and if no such cell is available in the
academic level to which promoted, he shall be placed at the next higher cell in
the academic level.
2.5 Dearness Allowance
The rate of Dearness Allowance with effect from 01-07-2016 will be as follows:

Further rate of Dearness allowance will be as sanctioned by the State
Government from time to time for the teachers of Government and
Aided Polviechnic Colleges.
2.6 House Rent Allowance, City Compensatory Allowance
HRA & CCA will be sanctioned to the teaching faculties of Government and
Aided Polytechnic Colleges at the rate applicable to the State Government
employees from time to time.
2.7 Exercise of Option
{) All appointments and promotions made on or after 01-01-2016 shall be
deemed to have been made in the revised pay structure.
ii) However an employee promoted to a higher scale by regular promotion on
or after 01-01-2016, but before the date of this Government Order will have the
option to continue in the p
2vised scale of the lower post tll the date of such
promotion and then first avail the promotion to the pre-tevised scale of the
higher post and thereafter avail the benefits of this pay revision. This option will
be available only for the first promotion after 01-01-2016 but before the date of
this order. The option in writing is to be exercised within a period of three
months from the date of issue of pay revision order.
iil) In case of an employee, on the date of order, is out of India or on leave or
on deputation or in foreign service, the said option shall be exercised in writing
so as to reach the said authority within three months from the date of taking

iv) Where an employee is under suspension on the 1 st day of January, 2016,
the option may be exercised within three months of the date of return to duty if
that date is later than the date prescribed in this rule
v) If the intimation regarding option is not received within the time
mentioned in sub rule (ii), the employee shall be deemed to have elected to be
governed by the revised pay structure with effect from 01-01-2016.
vi) The option once exercised shall be final. Form of Fixation, Form of option
and Undertaking are shown in Appendix III & LI.
