B. Technical Description

Rationale : Agriculture is a purposeful work through which the


elements of nature are harnessed to produce plants
and animals to meet human needs (L.J Rimando,
2001). It is also defined as the art and science of
growing crops and raising animals for human
consumption. Accordingly most citizens still live in
rural areas and support themselves through
agriculture. The country's agriculture sector is made
up of 4 sub-sectors: farming, fisheries, livestock,
and forestry (the latter 2 sectors are very small),
which together employ 39.8 percent of the labor
force and contribute 20 percent of GDP.
With the definition given on Agriculture it is
undeniable that without this noble profession the
humanity will fade. Some of the countries such as
Vietnam, India, Japan, Taiwan, New Zeeland, and
Indonesia focused their attention on agriculture to
improve their economy since it has been said that
agriculture is the backbone of the economy.
On the other hand, Masbate is an
agricultural province as well and the province has a
vast land area for agricultural production. This
study will focus on the status of farming in
Barangay Itombato, Cawayan, Masbate to
determine their production practices, production
performance, production constraints and many other
things and what will be the possible intervention
needed in the Barangay to enhance their
problematic situation.
Barangay Itombato is a 1,733,243.8 sq
kilometers barangay located in the east west of
Cawayan with a 10 Km distance from the public
market of Cawayan and 63 Km from Masbate City.
The Barangay has a river and mountains and it has a
total population of 1,273 with a total household of
296.
Based on the source of income, 80% of the
income is coming from the agricultural farm with
the commodities of rice, corn, cassava, sweet
potato, coconut, cattle, horse, goat, native chicken,
pig, and duck.
The barangay has an access to transportation
and communication. There is also an elementary
school in the barangay and it is also recipient of
various projects of government and non-
government agency. Furthermore, the barangay has
an active existing peoples’ organization.
Significance of the Study : The findings of this study is useful to
Cawayan, Campus Extension Services and
Linkages. Though some of the farmers knew what
they need, the expertise of the outside community is
still important for the farm development. Thus, the
result of this study will be utilized in identifying the
possible intervention for the betterment of the
farmers and the barangay as well.
This will also serve as reference materials of
Department of Agriculture to facilitate the
implementation of various programs of the
department.
For other government and non-government
organization, the result of this study will also be
used for giving extension services.
For the faculty and student researchers, the
outcome of the study will be used in identifying
researchable problems.
Lastly for barangay Itombato, the result of
the study will give them idea on the status of their
farming compare to those communities with high
production

Scope and Limitation : This study will be conducted in barangay


Itombato,Cawayan Masbate. The respondents of
this study are the entire members of Barangay
Itombato Peoples Organization.
Objectives: The general objective of this study is to
determine the status of Farming in Barangay
Itombato, Cawayan, Masbate.

The specific objectives are the following;


1. To know the background of farmers;
2. To know the pre-harvest and post-harvest
production practices
3. To know the production performance
4. To identify the constraints facing by the
farmers in barangay
5. To know the support and services they
received from different organization
6. To create extension program as an
intervention.
Expected Output : A factual document that contain important findings
on the status of farming in Barangay Itombato,
Cawayan, Masbate.
C. Framework of the Study

Theoretical Framework : Agriculture plays an important role in the country’s


economy. This is measured as the value added of the
agricultural sector as percent of GDP. According to the
World Bank data from 1960 to 2016, the average value for
the Philippines during the period was 21.36 percent with a
minimum of 9.65 percent in 2016 and a maximum of 31.06
percent in 1974. This shows a sad truth that the percent of
GDP (value added) contributed from the agriculture sector
continues to decrease. Although people still think of the
Philippines as an agricultural economy, strictly speaking,
and based on the data, this is not the case.

Agricultural land is being developed into industrial


areas, shopping malls and subdivisions. Farmers are
growing old and their children have shifted into other
careers. The agriculture industry has not progressed in ages.
Many of our agricultural schools are producing office-
oriented workers who would much rather do paper work
than help improve the agricultural sector of the country.
Not to mention the many horror stories of corruption at the
Department of Agriculture.

The farmers lack support, training and a moral


boost. First, they lack basic skills in farming. Many are not
educated or are only elementary graduates. Second, good
fertilizers, pesticides and seeds are imported from other
countries, making them very expensive and unaffordable
for the lowly farmer. Third, the government has not
developed a good infrastructure for farmers (i.e. farm-to-
market roads, irrigation system, drying facilities and
milling centers, etc.). Fourth, most of our farmers do not
own the land they till. They cannot maximize the use of the
land that results in low income. And since they are just
tenants, some landowners require a 50-50 share of the
product, thus leaving only half of the produce to the
farmers. Fifth, farmers have difficulty in financing their
farming endeavors due to the high rates of borrowing
institutions. And when harvest time arrives, the money
from the sale is only enough to pay their debts and nothing
is left for them. Sixth, farmers lack protection from the
middlemen who take advantage of their weaknesses. The
middlemen buy their products at a very low cost and the
Department of Agriculture always seems to be turning a
blind eye on these

During the Innovation Olympics 2018 held at the 8


Waves Resorts in Bulacan last April, East-West Seeds
Philippines general manager Henk Hermans said that
farmers represent the second poorest sector in the country.
This has resulted in the young people’s disenchantment in
pursuing a career in agriculture. He noted that the average
age of Filipino farmers is 57-59 years old and therefore
there is a great need to encourage the youth to engage in
crop production to ensure the country’s food security. He
also pointed out that our farming practices are outdated,
and majority of the farmers are reluctant to use modern
technology in farming, making their work labor intensive
and unsustainable.

The government has recognized the declining


contribution of the agricultural sector in the country’s GDP
and this drop in its performance is attributed to its
vulnerability towards extreme weather events (drought and
typhoons), infestations (coconut scale insects), and poor
adoption of high-yielding varieties at the end of the
farmers. The restricted crop production diversification of
farms particularly concentrating on rice, corn, and
sugarcane impedes the optimization of the land potential.
Other longstanding issues such as the limited access to
credit and insurance, low farm mechanization and
inadequate postharvest facilities, inadequate irrigation,
limited support R & D, weak extension service, ageing
farmers, agrarian reform, limited connection between
production area and markets, poor compliance with product
standards, competing land use, and weak institutions have
also been recognized. But we need action!

Yes, we have been blessed with different kinds of


bodies of water, lands that are lush and fertile, and a
climate that is favorable in growing various kinds of high
valued crops and raising livestock, poultry and other farm
animals. But due to economic industrialization, this
industry has been challenged. Our priorities have changed
almost forgetting our fundamental need for survival. And
according to reports, the agricultural sector employs only
25.96 percent of the Filipino workers as of November
2017. This is very low compared to many countries who
prioritize and give more importance to it.

Conceptual Framework : To determine the status of farming in


barangay Itombato, Cawayan, Masbate , this study
will be using the input, process and output of the
descriptive research. Wherein, the input consists of
survey questionnaire. Survey questionnaire contains
all necessary questions to extract information
coming from the respondents.
Process includes printing of questionnaires,
interviewing respondents and from the target
respondents, tallying and interpreting of the data
gathered.
Outputs are; determination of the status of
farming in barangay Itombato, Cawayan, Masbate
and identification of the DEBESMSCAT Cawayan
Campus extension activities.

D. Work Plan
Procedure/Methodology : Methods: This study will be using a descriptive
survey method that used to assess the status of
farming barangay Itombato, Cawayan, Masbate.

Respondents of the Study: Entire Members of the


Barangay Itombato Peoples Organization

Instrument Used: This study will be using a ready-


made questionnaire from Siliman University. The
questionnaire is already proven because it was used
by the said university in their published researches.

Statistical Used: This research will be using a


percentage as statistical tools in the computation to
come up into reliable results.

Schedule of Activities : Research proposal presentation will


be on the fourth week of September 2020. Request
letter to conduct a research will be on first week of
October, 2020. Encoding and printing of survey
questionnaire will on second week of October.
Interviewing the respondents using the survey
questionnaire and data interpretation will be on the
remaining weeks of October until November 2020.
Finalization of the research paper will be on
remaining weeks of November 2020 and
presentation of the result of the study will be on
December 2020.
