to IT development in Laos.”

Laos studies EU debt crisis Selection of volunteers for

The Lao government is
worried about the possible
negative impacts of the
European debt crisis, despite
foreign diplomats insisting
Laos won’t be affected.
Minister of Planning
and Investment Mr Somdy
Duangdy opened a seminar in
Vientiane on Friday to discuss
the Eurozone crisis, looking
at what Laos can learn from
it and how to prepare for any
flow-on effects.
The seminar was organised
by the Ministry of Planning and
Investment and supported by
the Asian Development Bank.
Lao policymakers and senior
government officials heard
about the latest developments
in the Eurozone from experts
from the Asian Development
Bank, World Bank, IMF and
the European Union.
The experts also updated
Lao officials on the measures
EU members are imposing
to end the crisis and what
Laos should do to avoid any
negative impacts.
The European Union is the
fourth largest market for Lao
commodities after Thailand,
Mr Somdy Duangdy.
Vietnam and Australia. It is
also a major source of foreign
investment funding and official
development assistance, so the
Lao government is worried
that the crisis will negatively
impact development.
European diplomats
had previously told Lao
government officials that the
debt crisis involved countries
that were not markets for
Lao products or major aid
providers, so Laos would face
no real impacts.
Senior economist Dr Liber
Libouapao said Laos should
prepare for knock-on effects
nevertheless, even though
foreign diplomats insist the
crisis has little relevance for
Laos.
“They say that the debt
crisis will have little, if any,
impact on the Lao economy
but it is better for us to prepare
for potentially more serious
impacts,” said Dr Liber, who
is Director General of the
National Economic Research
Institute.
He said experts from
international financial
institutions like the Asian
Development Bank, World
Bank and the International
Monetary Fund have urged
Laos to diversify its economic
base, and reduce its reliance
on foreign aid and exports to
the EU.
“One of the best ways to
prevent any negative impacts
from the debt crisis is to build
our own strength,” he said.
Asian Development Bank

the Lao government to
focus its export market on
Asian countries, which are
experiencing rapid economic
growth.
They also urged Laos to
boost investment in small
and medium enterprises in
the non-resource sector to
ensure sustainable economic
growth.
ASEM Summit on track

process of selecting students
to act as volunteer officers
during the Asia-Europe
Meeting (ASEM) Summit in
November, where they will
help in the smooth running of
the event.

Sipaseuth, who is responsible
for the selection, told Vientiane
Times on Friday her unit has
interviewed more than 370
students interested in working
as volunteers at the summit.
“We have already tested
371 students from NUOL, Lao-
American College and Rattana
Business Administration
College. About 80 of them
scored well and fulfilled our
criteria,” she said.
The test seeks to determine
students’ English and
French language skills, their
knowledge of ASEM, Lao
customs, and the country’s
socio-economic development
goals.
They are also questioned
about any volunteer
experience at previous
international events in Laos,
such as the 25th South East
Asian Games, 10th ASEAN
Summit, First Meeting of State
Parties to the Convention on
Cluster Munitions, and 23rd
Francophonie Ministerial
Meeting.
About 300 volunteer
officers will be needed to stand
by at various venues to assist
delegations and guests during
the ASEM Summit.

Kinsoukhone said many of the
students tested were in their
fifth year and set to graduate
this year. The testing unit
has made some selections
from those who passed the
interview, and selections will
continue next month after most
students have finished their
exams, focusing on students in
lower years.
The unit responsible for
the selection of volunteer
officers is under the sub-
committee responsible for
protocol, venue preparation
and personnel selection for
the ASEM Summit.
The Ministry of Education
and Sports is the core unit
involved in selecting the
volunteers as it has carried
out this duty successfully
in the past, when preparing
personnel for other important
events.
Assoc. Prof. Dr
Kinsoukhone was confident
the selection process will
be successful and will yield
suitable volunteers.
She said there had not
been any negative feedback
involving volunteers who
served at previous events.
In addition to the volunteer
officers, about 200 liaison
officers will be needed at the
summit, and will be selected
from among civil servants
ranging from teachers to
department directors.
More than 70 civil servants
have already submitted
applications for the position.

district in Xekong province,
Lau-ngam district in Saravan
province, and Pakxong district
in Champassak province.
The Association will use
this fund to support 1,700
households in 36 villages
involved in organic coffee
production, processing,
marketing and exporting.
Green Hills, an organic
coffee exporting company
is also working with the
SNRMPEP for the improvement
of coffee processing, organic
certification and linking the
producers of Dakcheung
district with the high value
coffee market.

of poverty reduction through
the promotion of coffee
growing in Dakcheung district
amounting to US$177,143
was signed with Green Hills
to support coffee producing
farmers in the upland areas
of Dakcheung. A total of
641 households in 24 upland
remote villages will benefit

The U.S. Embassy in Vientiane is seeking an individual for the position of Computer Program Assistant in the Information
Programs Center (IPC), Management Section.
BASIC FUNCTION OF POSITION:
The incumbent assists the Information Programs Center (IPC) in four distinct areas: Computer Systems end- user support; setup and
operation of Embassy audio-visual (A/V) systems such as soundboards as well as schedule, test and operate Embassy DVC system;
cross-trains on other IRM related systems (e.g., telephone switchroom, mailroom, network administration) to provide support as
needed; and performs individual and group instruction on Microsoft Suite products and IRM supported web based programs as area
matter expert. Trains and educates users on proper email and file management practices.
QUALIFICATIONS REQUIRED:
1. Education: An Associate degree (2 years college) in computer science is needed. Commercial computer certification required
(Comptia A+ and Net+). Must have strong working knowledge and proficiency in Microsoft Office Suite.
2. Prior Work Experience: One to two years of progressively responsible experience as a Computer Systems administrator or end
user helpdesk support.
3. Language Proficiency: Level III – A thorough working knowledge of English is required to include technical terms used in
Computer Systems administration. Must be able to address and train groups people in English. Level IV Lao - A thorough
knowledge of spoken and written Lao is required to interface with local providers.
4. Job Knowledge: Familiarity with systems analysis and basics of LAN/WANs. Working knowledge of Windows 2003, Windows
XP Professional, Exchange 2003, and SMS operating systems and applications. Advanced knowledge of the Microsoft Office
applications. Must have excellent keyboarding and software skills.
5. Skills and Abilities: Advanced knowledge of the Microsoft Office 2007 applications and SharePoint.

Oxfam Australia is aligning its programming and resources under a single management

The Ministry of Planning and Investment (MPI) has initiated preparation of a Technical Assistance (TA) in the
amount of US$2.7 million, which is supported by the World Bank who is acting as administrator of grant funds
provided by Japan under the Japan Policy and Human Resources Development Technical Assistance Program to
Support the Government of Lao PDR in its efforts to strengthen the institutional authority and implementation
capacity of the Government of Lao PDR at national and sub-national levels to mainstreaming disaster risk
management and climate change adaptation into public infrastructure investments, thereby potentially decreasing
the vulnerability of the population and national economy to climate change and natural hazards. This Program
of Support will be coordinated by the Ministry of Planning and Investment. The implementing partners will be
Ministry of Agriculture and Forestry (MAF), and Ministry of Public Works and Transport (MPWT).
The development objectives are expected to be achieved by:
• Integrating climate and disaster risk management into strategic national and sectoral planning and
development policies, especially for Roads, Housing, Urban planning, and Irrigation sectors;
• Improving the consideration of disaster and climate resilience in the implementation of public infrastructure;
• Enhancing the human and institutional capacity through training at national, provincial, district, and
community level in the design and implementation of resilient infrastructure; and
• Demonstrating the implementation of strategic structural and non-structural measures to enhance resilience
by means of Pilot Studies in two risk-prone provinces
The scope of the project includes (i) risk assessment, (ii) develop data base of the disaster vulnerable infrastructure,
(iii) improvement of the disaster resilience standard and technical guidelines, (iv) improvement of planning
process and mechanism for disaster resilience public investment within the implementing Ministries and between
Implementing Ministries and MPI, (v) design and monitor pilot projects, (vi) provision of training to agencies
concerned on the guidelines.
It is expected that two years of consultancy services will be required to complete the tasks described above, started
from September 2012.

(profiles, brochures, description of similar assignments, experience in similar conditions, availability of appropriate
skills among key staff of the firm and proof of staff to carry out the assignment, etc.). Firms may associate to

Position: Microfinance Training & Capacity Building Expert (Lao Consultant )
Work Location: Based in MFWG Office in Vientiane

The Microfinance Working Group for the Lao PDR (MFWG) was established
in May 2007 to promote the development of a sustainable microfinance sector
that operates in line with international standards and that contributes to poverty
reduction in the long term. As the national Microfinance Industry Network, the
MFWG brings together microfinance practitioners and other relevant stakeholders
to share experience and information about the sector with the goal to improve sector
coordination, transparency, sustainability and quality of microfinance services. The
MFWG provides services in the following core areas: Knowledge management/
research & representation, policy advocacy and capacity building/training.
The network is now expanding its capacity building and training services in order
to strengthen the expertise of MFI staff and Boards and therefore plans to engage
a local training and capacity building expert. S/he will work with and report to the
MFWG Board of Directors and Management Team.
1. Duties & Responsibilities
Support a research study on ‘The Establishment of a Microfinance Management
Certificate Course’ together with an international training expert. Specific tasks include:
• Undertake a thorough desk review of relevant microfinance literature,
research and existing Lao training materials
• Identify key training contents for a Microfinance Management Certificate
Course and support the drafting of a curriculum design
• Assess possibility of integrating existing Lao microfinance training
materials into the course curriculum
• Establish a course budget (including external funding requirements)
and assess feasibility of financial sustainability of such a course
• Establish an admission and grading system for trainees and a
certification system for trainers
• Organize meetings with key microfinance stakeholders based in Lao PDR

2. Qualifications and Skill Requirements:
• At least a Master’s Degree in economics, finance, accounting or related

• At least 5 years training experience in microfinance and knowledge of policies
affecting microfinance institutions
• Thorough knowledge and understanding of participatory training methods
• Experience in individual coaching of MFIs in Lao PDR

Reading and Writing Instruction, Book Publishing, Girls Education Program and School Construction Program

Savannakhet. We urgently are looking for Senior Accounting & Finance Manager to our management
team based in Vientiane Capital and Program Officer for School Construction Program.
1. Senior Accounting and Finance Manager (based in Vientiane capital)
The Senior Accounting & Finance Manager (Sr. AFM) will report to the Country Director and serve as a
member of the County Management Team. The Sr. AFM will have the overall responsibility for finance,
accounting, audit and legal functions, and will work closely with other members of the Country Management
Team to ensure that strong financial management of Room to Read resources is practiced in the Office.
The Sr. AFM will also contribute to better decision-making in the office through providing up to date and
timely data and analysis. S/he will also support the development and maintenance of staff capacity
(including non finance staff) for financial management.
Main responsibilities:
• Lead and guide the Finance and Accounting Department on their day to day functioning;
• Train, develop, hire if necessary and supervise the country office (CO) finance & accounting team;
• Oversee the development, approval and implementation of the CO’s annual budget and quarterly
forecast in collaboration with the Country Management Team and Program Managers at CO;
• Working closely with Country Management Team and Regional counterparts, ensure all finance
and accounting activities are consistent with global strategic plan;
• Establish a framework for financial analysis and reporting on a regular basis that meets CO,
Regional Office and Global office requirements;
• Establish and implement short- and long-range departmental goals, objectives, policies and
operating procedures for the CO;
• Collaborate with other departments to, for example, align financial planning with program design,
streamline forecasting process and involve other departments in the development of budgets;

2. School Construction Program Officer (Re-advertised)
The School Construction Program Officer (SCPO) is based in Oudomxay and Savannakhet provinces. S/
he is responsible for implementing all aspects of the School Construction Program including surveying
potential project sites, training communities, supervising construction, monitoring and evaluation, and
project reporting. S/he will provide technical oversight and assistance to school/partner construction
committees as well as the School Construction Program Associates (SCPAs) who report to him/her to
ensure high quality and timely implementation of construction projects. The SCPO will report directly to
School Construction Program Manager (SCPM) and/or the Program Director and will supervise SCPAs.
Main responsibilities:
• Oversee the progress and quality at 25-30 construction sites at the same time;
• Work with school construction committees to assure their understanding of the design and time
line of the project based on specifics approved by the SCPM;
• Provide community orientation and training at all construction project sites;
• Coordinate with SCPM to survey and selection construction project site;
• Provide data need for annual program budget and collaborate with SCPM to develop annual SC
program plan;
• Monitor usage of funds at project site and ensure all of Room to Read’s financial procedures are

• Assist SCPM in completion of donor reports as needed;

The CRG Program Officer supports the CRG Program Manager in the planning and implementation of all child rights

No easy way out of
debt crisis for Greece

ATHENS (Xinhua) -- Greek
voters will face a tough choice
for or against the international
bailout programme containing
painful austerity measures
as Sunday’s parliamentary
election nears. Their decision
will decide Greece’s future and
whether the country will remain
in the eurozone.
Certainly, no one enjoys
feeling the pinch of austerity
and structural reforms.
Everyone wants an easier way
out, if possible.
Greeks have undergone a
tough ordeal over the past two
years, witnessing a dramatic
drop in their living standards,
record-high unemployment
rates and a deep recession in
an effort to meet the deficit-
reduction goals set by the fiscal
adjustment programme and
stave off a chaotic default.
Yet only two years ago,
Greeks enjoyed 14 monthly
salaries a year, four weeks of
paid vacation, plus various
allowances, and free education
and medical service. It is only
natural they are unhappy about
losing all these perks.
However, for a country
whose government debt is
hovering at over 160 percent
of its gross domestic product
and that is being kept on a life
support of 240 billion euros
(US$300 billion) in bailout
loans, there is no alternative to
austerity.
Regardless of the outcome
of Sunday’s polls, Greeks must
face up to the bitter reality
that they can’t avoid austerity
if they want to remain in the
eurozone and that the other
eurozone members would have
no qualms about Greece’s exit
even if it means a breakup of

Yes, it is inevitable that
a Greek exit would cause
serious contagion across the

withstand a Greek exit from the
eurozone.
In addition to the
contingency plans it has been
preparing, the European Central
Bank is expected to unveil a
number of master strokes in
case of a Greek exit, including
establishing a eurozone-wide
deposit insurance system and
announcing a roadmap for
eurobonds, among others. It is
widely believed that these steps
would help prevent the domino
effect of the eurozone crisis.
However, international
lenders are also to blame for the
current situation in Greece. In
designing the bailout programes,
they didn’t take into account the
contractionary effect of large-
scale austerity, and growth is
not mentioned anywhere in the
two programs, as pointed out by
many economists.
International lenders must
offer Greece a prospect after the
polls. Five years of recession in
a row and 50 percent of youth
unemployment in Greece
point to the impasse created
by the bailout programe. If a
revision of the programe proves
impossible, Greece’s European
partners must roll out a stimulus
plan to boost growth and create
jobs for Greece. Greece should
bear the biggest part of the
responsibility for countering the
acute structural problems that it
faces, but no ailing economy
in the eurozone can make it
through the crisis on its own.

impression that the staff on duty

teller machines at every step.
They did not want me to go
hungry: there were restaurants
and cafes at every turn.
I rubbed my eyes, combed
my hair and did what other
exhausted travellers were
doing. I headed for the airport
spa and booked myself in for
an hour of ‘reflexology foot
massage’ following by an
exhilarating procedure where
my back and shoulders were
poked, prodded and stroked
and felt magically realigned
as a result.
And then, the miracle:
a Boots pharmacy where I
spent a delicious hour or so
anointing myself with magical
potions and perfumes.
In the airport lounge, I had
to manoeuvre past Chinese
businessmen keen to buy
Southeast Asia’s timber, oil
and gas or invest in the region’s
many booming manufacturing
industries.
An unintentional
eavesdropper, I learned that
China is investing millions
of dollars in Southeast Asia’s
infrastructure, a fact repeated
to me frequently when I
arrived in Laos, one of the
region’s smallest and poorest
nations.
Next to me in the airport

lounge, American-South
Koreans discussed the pros
and cons of investing in their
country of origin. Japanese
businessmen screamed “mushi
mushi” into their phones
while only yards away a very
anxious Indian entrepreneur
beseeched the person on the
other end of the phone to “stop
talking and listen to me”.
He was not alone. Indian
businessmen, tourists,
families with children
and grandparents were
everywhere. I remembered
that an Indian friend told me
that affluent Indian tourists
went abroad with their own
cooks in tow. Certainly, they
looked well-fed and were all
having fun.
In fact I went in search
of food. The variety of food
on offer left me gasping for
air: Malaysian, Singaporean,
Chinese, Indian, Vietnamese,
American — and even
Belgian. Or perhaps I was just
dreaming?
Yes, the shift of global
economic power to Asia is
palpable, strong and exciting.
In Europe, it’s all about just
when the eurozone — and
perhaps even the European
Union — will unravel. In
Southeast Asia, it’s about
construction: adopting new
plans for economic integration,
breaking down tariff barriers,
connecting the 10 members of
the Association of Southeast
Asian Nations (Asean) through
transport and energy links.

Green growth offers a brighter future for Laos

A
s the impacts of
climate change
become more visible
over time, people are
coming to realise that there is an
urgent need to change the way
we do things if development is
to be truly sustainable.
Human activities are
interfering with the Earth’s
natural systems, and as the
world population continues to
grow, those pressures will only
be exacerbated. Sustainable
development is a term that gets
thrown around pretty easily,
but if the world continues with
a model of growth, then that
growth will have to be green.
The need for green
growth is being recognised by
people here in Laos, despite
the fact that the country is
comparatively underdeveloped.
Mr Khampadith Khammoun-
heuang, who is the Director
General of the Environment
Quality Promotion Department
at the Ministry of Natural
Resources and Environment,
says Laos must strive to achieve
green growth to protect the long
term interests of the people.
As a small landlocked
country, Laos has little in the
way of financial resources
to be able to deal with the
consequences of a changing
climate, and so needs to set a
good example in multilateral
forums and hope that consensus
can be reached among the larger
nations responsible for most
greenhouse gas emissions.
Many countries are already
feeling the effects of a changing
climate, experiencing more
extreme weather events like
floods, droughts and tropical
storms, and the heaviest burden
is normally borne by those who
have the least.
Subsistence farmers and
those who depend directly on
the land to eke out an existence
will bear the brunt of changing
climate patterns. Food security
is a pressing threat in many
places, and particularly here in
Laos.
The mountainous terrain
means that Laos has traditionally
experienced relatively stable
weather patterns, with very
distinct wet and dry seasons
compared to other parts of
the world, and traditional
agricultural systems have
evolved around this fact.
Rice is the staple food crop
in Laos, with more than 80
percent of the cultivated land
in the country dedicated to the
crop. Rice crops in Laos are
predominantly rain fed, and the
country has little in the way of
irrigation compared to other
parts of Asia.
As such, any variations in the
onset of the rains can seriously
affect farmers’ rice crops, which
are completely at the mercy of
the weather. Farmers rely on
their rice to subsist, and without
it suffer from serious food
shortages.
More extreme weather
events are compounding the
problem, with tropical storms
bringing flooding rains which rot
rice crops, and cause landslides
and erosion which can cut off
access to remote areas for weeks
or even months on end.
Last year, tropical storms

widespread flooding and
landslides in Laos which,
whilst hit hard, fared better than
Vietnam and the Philippines,
which felt the full force of the
storms.

Rio twenty years on to assess
the situation as it stands today,
two decades after the world
recognised that it had to act
collectively to deal with a
common threat.
As greenhouse gas
emissions continue to rise
and deforestation continues
unabated in many parts of the
world, there is a pressing need
to build a greater international
consensus to tackle the serious
issues confronting humanity
and recognise our future needs.
However there are always
competing pressures and
developing countries like
Laos have little in the way of
secondary or tertiary industries,
and so are often compelled to
exploit their natural resources
in order to secure precious
revenues.
Mr Khampadith said the
Lao government must choose
its own path towards sustainable
development and provide its
people with access to clean
energy by utilising natural
resources like hydropower, and
use its mineral and forestry
assets to better the lives of the
people. At the same time it needs
to preserve the environment for
agriculture and ecotourism,
which will be a balancing act.
The aim is to grow and
build the skill base necessary to
transition to a more advanced
economy, but it is often difficult
for resource rich countries to
reduce their dependence on
primary industries. However
if it is to develop a green
economy Laos needs to protect
its natural assets, and avoid the
worst impacts of ill-considered
development.
Laos passed an
environmental law in 1999,
designed to control irresponsible
development, protect people’s
health and protect the natural
environment and inspire people
towards more sustainable
practices.
Deforestation has been a
major problem in Laos, and
the last survey done about 10
years ago put forest cover at
somewhere around 40 percent.
The government has a stated
aim to restore that to 65 percent
in 2015 and 70 percent by 2020,
through a mix of plantation
forests and more effective native
forest protection.
There are now initiatives
underway to boost renewable
energy production, not just
in hydropower but in solar as
well, and people are discussing
ways to build greener cities with
better waste processing systems
and cleaner modes of transport.
Many of these projects are
still in their initial phases, but
the department is doing its best
to make people and companies
aware of the need to reduce
emissions and play their part in
promoting a cleaner and greener
future.

save energy, South Korean civil
servants and office workers
have been encouraged to adopt
casual wear ― shirts without a
tie, shorts and even sandals.
But while the relaxed and
more casual look may keep
office workers from turning on
the air conditioner, it doesn’t
help them look professional.
Now, fashion brands have
met the challenge, presenting
men’s summer office wear in
light, cool fabrics that will help
them dress professionally, yet
still stay cool.
The new fabrics mix natural
fibers from bamboo and coconut
with traditional fibers such as
cotton, wool, silk and linen.
They also mix natural fibers
with synthetic fibers such as
polyester to create new fabrics
that are light, absorb perspiration
and won’t wrinkle.
“If you wear clothes made
with these fabrics, you can drop
body temperature by as much as
three degrees,” said Min Jung-
ho, design manager of Trugen,
a fashion brand targeting men in
their 30s and 40s.
“We have presented a line
of summer work wear for
men to meet the growing need
for the ‘cool-biz’ attire in line
with the energy conservation
campaign,” said Min. UNIQLO
has presented 13 different
summer shirts and pants for men
with a “dry” fabric that absorbs
perspiration and reflects heat.
“The ‘dry’ shirts and pants
will keep men feeling fresh all

Try a shirt with small
patterns and match it with pants
or a blazer in the pattern’s colour.
You can also match the colour of

THE PHILIPPINES (Philippine
Daily Inquirer, ANN) -- The
country’s new tourism slogan,
“It’s more fun in the Philippines,”
is gaining more positive
reactions among Filipinos since
its launch in January this year.
Based on the results of a
tracking survey conducted
by independent research
firm Ipsos ASI Philippines,
the overall likeability of the
Philippines’ tourism slogan
even improved in March at 92
per cent from only 87 percent
in February.
These responses came from
the 1,000 interviews conducted
by the company in February
and another 1,000 interviews
in March, among Metro Manila
respondents whose ages ranged
from 15 to 64 years old. The
campaign assessment is part
of Ipsos AsiaBUS, an omnibus
survey for Asia.
Of the respondents polled,
87 percent said in March that
the tourism slogan remained
“believable” as against the 84
per cent of those who said so
in February.
Uniqueness of the slogan
was stronger in March with
82 per cent of those who were
polled believing so, as against
the 66 per cent in February.
This improvement may be
attributed to the fact that the
issue regarding the similarity
to Switzerland’s old tourism
campaign may have already
toned down.
Positive reactions
This meant, according to
Ipsos Philippines, that the
campaign is “communicating
its intended messaging, such
as making Filipinos proud,
making people want to travel,
making people want to tell
others about the beauty of
the Philippines and making
people believe that it is more
fun in the Philippines.”
This likewise confirmed
the generally positive emotions
that the tourism slogan
evoked such as happiness and
being proud as Filipinos, the
company added.
“This tracking study shows
and confirms the generally
positive reactions to the
tourism campaign. Tourism
Secretary Ramon Jimenez Jr.
and the Department of Tourism
should be congratulated for
a job well done,” said Carole
Sarthou, managing director of
Ipsos Philippines.
Mass media
“Although it is a successful
campaign for now, it needs to
carry through the momentum
and rally all Filipinos towards
the tourism campaign to
ensure long term success.
That means the tourism slogan
should be communicated via
mass media channels, and not
only through social network
channels. The Filipinos are the
strongest asset in selling our
country and making visitors
feel that it is really ‘more fun
in the Philippines,’” Sarthou
further said.
Ipsos Philippines pointed
out that the initial success of
the tourism campaign can be
attributed to the “power” of the
Internet and social networking
sites such as Facebook and
Twitter. The survey on the
respondents in February and
March this year revealed that
these websites were the second
main source of awareness next

Jamiroquai to make Seoul comeback

Jamiroquai, one of the world’s
most famous acid jazz bands,
is returning to dazzle Korean
fans. For the first time in four
years, the band will hold a
concert on Aug. 22 at the
Jamsil Gymnasium in Seoul,
its Korean promoter said in a
press release.
The band had tremendous
success in the previous concert
in Seoul with tickets sold out
in just five minutes.
With the release of its
seventh album “Rock Dust
Light Star” in 2010, Jamiroquai
began its world tour holding
83 concerts around the world.
For its Korean stopover,
the “Audi Live 2012 ―
Jamiroquai Korea Concert,”
the band will perform with

1. The Lao Peoples’ Democratic Republic has received a grant (“Grant”) from the Asian
Development Bank (“ADB”) towards the cost of the Small Towns Water Supply and Sanitation
Sector Project. Part of this Grant will be used for payments under the Contract named above.
2. The Ministry of Public Works and Transport (MPWT), the Employer, now invites
sealed bids from eligible bidders for the rehabilitation works under this contract. This contract
is concurrently being issued with two other contract packages(ICB): WS-CW17: Water Supply
Civil, Drainage and Public Sanitation Works for district town of Thateng, Sekong Province;
and WS-CW18: Water Supply Civil, Drainage and Public Sanitation Works for district town of
Xaysettha, Attapeu Province. If a bidder submits the lowest evaluated substantially responsive
bid for more than one contract, an assessment of its capacity to meet the aggregated
requirements, as set out in each bid document, will be carried out. Further, the bidder is not
allowed to offer discounts for the award of two or more contracts.
3. National competitive bidding will be conducted in accordance with ADB’s Single- 3. International competitive bidding will be conducted in accordance with ADB's Single-Stage:
stage: One-envelope bidding procedure and is open to all eligible bidders.
4. Only eligible bidders with the following key qualifications should participate in this bidding:
• (a) Experience under construction contracts in the role of contractor, subcontractor
or management contractor for at least the last five years prior to the bid submission
deadline; (b) participation as contractor, management contractor, or subcontractor,
in at least one contract within the last five years, with a contract value equivalent to at
least US$0.5million, and are substantially complete and are similar to the proposed
works; and (c) construction experience in the following key activities (i) construction
of reinforced concrete structures built to a water retaining standard such as water
treatment plants, dams, weirs and irrigation works, with a demonstrated capacity to
pour concrete up to 20m3/day; (ii) supply and laying of pipelines not less than 150mm
diameter; and (iii) installation of electrical motors up to 10KW, and hydraulic pumps.
• Have a positive net worth which is calculated as the difference between total assets
and total liabilities for the last three years. The figures used should be derived from
audited balance sheets years and income statements or other financial statements
for the last 3 (three).
• The minimum average annual construction turnover within the last three years should
be not less than US$0.4million.
• All pending litigation shall be treated as resolved against the Bidder and so shall in
total not represent more than 50 percent of the Bidder’s worth.
• The Bidder must demonstrate access to, or availability of, financial resources such as
liquid assets, unencumbered real assets, lines of credit, and other financial means, other
than any contractual advance payments, to meet the financial requirements of the contract
in the amount of the Bid. As a minimum, the Bidder must show that his resources, in terms
of at least his latest year’s working capital and lines of credit, will be adequate to cover his
total Bid Price (one or more contracts) and current work commitments.
• Interested bidders must be able to provide at least one Engineer with at least seven
years of work experience and at least three years of experience in works of similar nature;
one Foreman/Construction Supervisor with at least seven years of work experience and
at least five years of experience in similar nature; an Electrical/Mechanical Supervisor with
at least five years work experience and at least three years of experience in similar nature;
and a Commissioning Supervisor with at least five years work experience and at least
three years experience in works of a similar nature.
