The government has approved
a number of fundamental
issues and bills at its monthly
meeting from April 23-25, for
submission to the National
Prime Minister
Thongsing Thammavong.
Assembly.

and bills at the June session.

Thongsing Thammavong, the
meeting approved a report
concerning progress made
under the socio-economic
development and state budget
plans over the past six months,
and set plans for the next six
months and the 2012-13 fiscal
year.
The meeting also approved
in principle a draft Law on
Extradition and draft amended
legislation on service fees,
but the sectors involved
were asked to improve the
documents based on the
recommendations of cabinet
members.
The meeting participants
also agreed in principle with
the findings of a study on
an increase in salaries and
allowances for civil servants,
to keep pace with economic
growth and enable government
officials to cope with the rising
cost of living and inflation.
Cabinet members also
discussed measures to realise
the Resolution of the Politburo
regarding the building
of provinces as strategic
units, districts as units of
comprehensive strength, and
villages as development units.

NA president was in the
Vietnamese capital to attend
a conference on relations
between the Vietnam and Laos
National Assemblies.
Trong affirmed that the
conference was one of the
important events of the year,
which has been designated as
the Vietnam-Laos Friendship
Year, and a vivid manifestation
of the special solidarity
between the two countries.
He said he believed the
Lao people would continue
to gain greater achievements
in the renewal process and
successfully implement the
Resolution of the 9th Party
Congress and its five-year
socio-economic development
plan.

Vientiane yesterday, recorded
as the hottest day this year,

and Hydrology Department.
The department forecasts
that temperatures in the capital
could soar to as high as 40°C
next week, with hot weather
affecting northern and central
areas of Laos. The department
told Vientiane Times yesterday
that temperatures in some
parts of Laos could reach their
highest level in 10 years.

urban drainage, resource-
based sanitation, biogas
and food security, under the
CITYBLUES project.
The inception workshop
was intended to initiate
problem solving with a
focusing on systematic
thinking and taking a bird’s
eye view of the different
cross-sectoral challenges and
opportunities.
The starting point for
this focus was the critical
situation surrounding the poor

dialogue amongst policy

scientists to outline phase 1 and

Phase 1 involves scoping

to June 2012, co-financed by

Property Day.
World Intellectual Property
Day occurs every year on April
26. This year the theme was
that if those with constructive
ideas or inventions are able
to succeed it will change our
lives for the better.
The objective of the day
was to raise awareness of the
norms of intellectual property
throughout the world, and
how the system is supposed
to promote ingenuity by
protecting the commercial
rights of musicians, artists,
inventors and other innovative
people or companies.
Intellectual property rights
confer upon the innovator
exclusive rights to extract
commercial benefit from their
idea, invention or discovery,
which is considered just
reward for their endeavours to
develop something new.
Minister of Science
and Technology Prof. Dr
Boviengkham Vongdara gave
a speech to mark the day. He
said the sphere of intellectual
property continues to expand
in Laos, and it is an ongoing
effort to put management and
enforcement procedures in
place from the central to local
levels.
“We are coordinating with
various entities to promote

rights are supposed to protect
inventors from having others
copy their inventions or designs
without having invested the
time, energy or money the
innovator did, and proponents
say it leads to socio-economic
development by creating a
more entrepreneurial society.
Protecting domestic
invention and innovation
will be key to fostering the
development of an industrial
and manufacturing base in
Laos, which will further
economic development and
see the country become less
reliant on agricultural and
extractive industries.
However, state
management in the
intellectual property sector is
still lacking in many areas,

particularly in relation to the
violation of the Intellectual
Property Law and the
production of substandard or
falsely labeled goods.

Savannakhet certifies another village as a
cultural model
About 450 residents of Sivilay village in Atsaphangthong district,
Savannakhet province, gathered this week to celebrate the naming of
their village as a model of culture.
A ceremony to confer the title took place in the village and was
attended by the district’s Lao Front for National Constructions
President Mr Bounket Homphamalay. He and provincial Information,
Culture and Tourism officials cut a ribbon and struck a gong in
recognition of the village’s new status.
Sivilay village is home to 449 people in 77 families, most of whom
are farmers. So far, 11 villages in the district have been declared
models of culture. The district authorities plan to confer the title on
two more villages soon. Thirteen villages in the district have also
been declared drug-free communities.

the Ministry of Labour and Social Welfare had a budget of 19 billion
kip to help flood-affected households around the country.

prone region, and Cambodia is
the chair of ASEAN this year, so
the UN is committed to working
with Cambodia and other
ASEAN nations to prevent and
reduce disaster risks.

SITE COORDINATOR
Contract up to 12 months (renewable)

Purpose: The Wildlife Conservation Society (WCS) has a MoU with the Government of Lao PDR
to provide technical assistance to the Nam Et-Phou Louey National Protected Area (NEPL NPA) in
northern Laos. The Site Coordinator will be the WCS on-site liaison between WCS, the NEPL NPA
and other government organizations, and will build capacity of government and non-government staff
working in the NPA Management Unit office to effectively administer daily protected area operations,
information systems and logistics in the NEPL NPA.

Duties:
Work with and provide training for a dynamic team of government and non-government staff to
coordinate the management of on-site operations of the NEPL NPA that includes:
o Regular planning, implementing and reporting on protected area activities that encompasses forest
protection, conservation education, land use planning, ecotourism, research and monitoring;
o Coordination with village, district and provincial government organizations to facilitate protected
area activities;
o Design and maintenance of information management systems for recording, tracking and reporting
on protected area activities conducted in several districts and villages around the NPA;
o Design and maintenance of systems to manage and track use and repair of NPA vehicles and
equipment by field teams across several districts;
o Management and maintenance of computers, software, internet and IT system at the NPA office;
o Implementation of documented procedures and processes for managing and reporting on all
expenses charged against donor funding for the NPA;
o Contribute to the prparation of funding proposals for future activities of the NPA.

Qualifications:
• Extensive work experience in project management, with an understanding of protected area
management and operations;
• Preferred candidate will have experience in protected area management with some experience in
managing a forest protection system.
• Experienced in informal education of adults, including training, capacity-building and team building
techniques;
• experience working with a diverse multi-cultural team;
• Cooperative attitude, reliable, well-organized and honest;
• Ability to work effectively and achieve objectives at a remote location with limited supervision;
• Ability to live in rural and relatively remote conditions, with good health and fitness;
• Applied practical and creative skills in problem solving;
• Good spoken and written English language skills; Lao language skills desirable
• Computer literacy in Word, Excel, Access and Powerpoint;
• Dedication to wildlife conservation and the mission of the Wildlife Conservation Society.

17-year-old learns lessons of pregnancy

hiew is aged 17 and
is married to a boy
of a similar age. The
couple live in a rural
area of Baeng district in
Oudomxay province. Neither
of them knows anything about
pregnancy and they have not
received any information on
the subject.
The couple did not use
any form of contraception
and last year Phiew became
pregnant. She said she knew
nothing about methods of birth
control.
Now six months pregnant,
Phiew says she is playing a new
role of motherhood instead of
going to school and enjoying
her youth.
“I live in a rural area, and I
barely know how to take birth
control pills or use a condom,”
she said shyly. She also didn’t
know how to go about visiting
a doctor before having a
baby.
Phiew represents the
many young mothers who
lack health information in
Baeng district. In the absence
of such information, they run
an increased risk of health
problems during pregnancy.
A doctor says Phiew may
face family problems if she has
any more children because of
her lack of knowledge.
Phiew says she hasn’t
been to see a doctor very often
during her pregnancy because
her family doesn’t have much
money. Her husband is a
labourer who has to work hard
to support his family, so he
doesn’t have much time to take
her to the hospital.
She also couldn’t afford
to buy any special health
products, eating only local food
and drinking coconut juice.
Phiew admits that she and
other pregnant women in the
take care of themselves during
pregnancy, but she did go
for an antenatal check at the
hospital when she realised she
was pregnant, as her mother
advised.
She said the doctors advised
her to be careful because she
was so young.
Her husband also looked
after her and took good care of
her.
“I was afraid when I
heard a medical worker at
the hospital say that young
women are more likely to
lose their baby or even to die
during childbirth because they
rarely have access to essential
healthcare services during
pregnancy. I don’t want this
to happen to me or my child,”
she said.
Phiew came to realise the
importance of monitoring her
health after having a recent
check-up under a project that
provided free health checks for
pregnant women, and children
under the age of five.
The project is a collaborative
effort between the Health and
Prevention Department of the
Ministry of Health and the
Development Department of
the Lao Women’s Union.
The initiative seeks to
improve awareness amongst
married men and women of the
importance of family planning
and proper birth control,
and targets the provinces of
Oudomxay, Phongsaly, Luang
Namtha, and Savannakhet.
The project is supported by
the United Nations Population
Fund (UNFPA), and aims to
encourage children, young
people and women in rural

Between two worlds in Nepal

On my first night in Lumbini,
I woke up before dawn to the
measured, deep sound of bells
from the Tibetan monastery
down the road, calling monks
to early morning meditation.
Following soon after came
the distant sound of a single
drum, becoming louder as it
approached my window, until
I saw a solitary monk in yellow
robes beating his flat, paddle-
shaped drum in cadence with
his measured steps.
I met a wandering monk
on a previous trip here who
told me his sect vowed to
give up a permanent home in
exchange of wandering the
world on foot, beating their
drums while walking in search
of enlightenment.
Despite the sound of
jackals piercing the early
morning silence, the stillness of
Lumbini makes some pilgrims
feel that enlightenment could
be within reach. However
in the villages outside the
shrine, the local community
has different priorities as it
struggles to survive from day
to day.
Lumbini is a place between
two worlds, of Buddhist
serenity clashing with the
poverty of everyday life on
this dust-covered corner in
rural Nepal, where there are
only two small general stores,
one restaurant, and an irregular
bus that picks up passengers
for Bhairahawa, the closest
town half an hour away, where
all supplies come from.

reports on my desk. That is
just what it is, a crossroads and
nothing else.
Nothing that you see from
that crossroads even hints
at having arrived anywhere,
much less to a sacred place.

• Promote the image of FAO through advocacy of the Organization’s mandate, programmes, national priorities
and activities including development and maintenance of communication tools (e.g. website, press releases and

Exhibition puts female Vientiane

lifestyle on display

It isn’t often that visitors can
see artworks produced by the
women of Vientiane’s National
Institute of Fine Arts, but from
April 26-May 10 some 320
pieces created by women will
be on display.
The creators are students
and teachers at the Institute in
Chao Anou village, opposite
the Night Plaza Market, and
this is their sixth exhibition.
The pieces on display
include 53 items of pottery and
150 other forms of handicraft.
They reflect the life of women
both in the past and present,
as well as demonstrating the
talents and activities of women
in their daily life.
Some of the paintings
illustrate women’s ability to
be alluring without wearing
skimpy clothing. Instead, they
are clothed in traditional dress
and appear to display great
composure and confidence in
their ability and achievements.
They are paintings that can
convey beauty to any man’s
eye.
Dressed in the costumes
traditionally worn by various
Lao ethnic groups, the portraits
convey an awareness of their
female enchantment.
Images of nature, the
everyday lifestyle of women,
and even drawings of
Buddha, serve to depict the
achievements of women.
The handicrafts and pottery
items hint at women’s role in
the household, their style of
dress, and their status within
the family.
Speaking at the opening of
the exhibition, a representative
of the Institute’s Women’s
Union, Ms Keomani
Souvanalath, said the
theme of “Art in Women’s

educate viewers about the role
that traditions and culture play
in Lao women’s lives.
The exhibition also seeks
to change men’s view of
women as merely pretty faces

Critics slam protests against Lady Gaga

Artists and critics are calling
for cultural tolerance from
conservative Christian groups
who are staging a series of
protests against US pop star
Lady Gaga, accusing her of
advocating homosexuality
and pornography.
Some churches in Seoul
held group prayers or services
against Lady Gaga, one of
today’s most influential artists,
while others are holding
protests in front of the Hyundai
Card head office building,
calling on the company, the
official sponsor of the concert,
to cancel it.
“This clearly shows how
Korean society still lacks cultural
tolerance and how we are not
ready to recognise cultural and
social diversity yet,” culture
critic Seo Jung Min-gaph told
The Korea Herald.
Seo Jung pointed out that
those Christian groups seem
to believe that their religious
value is greater than one’s
freedom of expression. This,
he said, is very wrong.
“They also have the right
to voice their own ideas. But
they have failed to respect
others. In fact, it is really
hard to say that Lady Gaga
is mainly responsible of
homosexuality or decadent
sexual expression,” he said.
Korean pop artist Nancy
Lang also stepped into the

“Jesus told us to love each
other. Lady Gaga is also telling
us to love sexual minorities
like gays but (her intention)
looks unlikely to promote
homosexuality,” Lang wrote

Communication (KACC) and
Alliance for Sound Culture
in Sexuality have gained
momentum, particularly after
the Korea Media Rating Board
gave an over-18 rating to the
concert, saying her song “Just
Dance,” to be performed at
the concert, is “inappropriate”
for minors.
After the age restriction
imposed to the Gaga’s show,
members of KACC said they
were “relieved” to hear the
news.
“We are relieved that at
least the show won’t be able
to influence young people,”
said Sim Man-sup of the
Christian organisation, in a
recent interview. “Gaga’s
performance and lyrics are
very eccentric in many ways.
We are not against her show
just for religious reasons.
We don’t think her musical
performance, which involves
so much sexual connotations
and unusual costumes, is
appropriate for youngsters‘
emotional development.”
However, gay rights
advocates here say that the
groups are taking advantage
of Lady Gaga’s presence in
Seoul to promote their anti-
homosexuality campaign.
“These groups have long
been protesting against gays
and lesbians in Korea by
exercising violence whenever
we hold campaigns (to raise
public awareness on lesbian,
gay, bisexual and transgender
issues),” said Lee Hyuk-sang,
director of “Miracle on Jongno
Street (2011),” the country’s
first documentary movie about
gays.
“As a gay person, I really
envy Lady Gaga and her star
power that has lifted many
sexual minorities from the
underground and allowed
them to speak about who they
really are. I wish we could
have someone else like her
here. But no, society is still
not ready for that,” he said.
The news of the religious
groups’ protests against Lady
Gaga grabbed international
attention through reports filed
by news wire services, shortly
after her arrival in Seoul last
week.

VAT cut of 50 percent tipped

HANOI, Vietnam (VNS) --
The Ministry of Finance will
likely recommend a proposal
to slash the value added tax
(VAT) by 50 percent in a move
to support businesses during
the economic slowdown, said
finance minister Vuong Dinh
Hue.
Hue said that the ministry
was investigating the
difficulties facing enterprises
in order to accurately assess
businesses’ health. The
ministry will then consider
whether it should ask the
Government to enact more
financial measures, such as the
VAT reduction, at the annual
meeting early next month.
Hue admitted that the
economic slowdown had
caused firms major challenges.
According to a report from the
Government, between January
1 and March 21 at least 2,217
enterprises closed and 9,726
enterprises halted operations
ahead of schedule, an increase
of 6 percent compared with
the same period last year. In
previous years, the country
saw roughly 5,000 firms on
average shut their doors.
Domestic industrial
production has also faced
many problems. According to
the General Statistic Office,
as of March 1 the inventory
index of processing and
manufacturing industries was
up 34.9 percent over the same
period in 2011. However, the
consumption index increased
only 0.5 percent over the same
period last year.
Some sectors, including
production of fertiliser, iron and
steel, tobacco products, cement,
and lime and plaster saw high
inventory indices from 55
percent to 87.2 percent.
The government has
already tried strategies to
help companies survive the
prolonged economic crisis,
including allowing businesses
to pay their corporate income
tax in increments and reducing
interest rates.

1. BACKGROUND
Early childhood school readiness programs for children under 5 years of age, which assist in the development of learning capacities for
children in the areas of physical health and fitness, language and communication, intellectual knowledge, emotional and social development,
greatly enhance the success rate for children to remain in school and participate fully in the primary education programs.
Young children in poor communities and vulnerable ethnic groups have limited access to early childhood development programs.
Although MoES has successfully implemented preschool and kindergarten educational programs throughout Lao PDR with the
enrolment rate of children under 5 years of age at 40.3%, , MOES has found that 59.7% of children under 5 years still have no access
to such services. It is felt that early childhood development school readiness programs for children under 5 years play a crucial role
in helping children be successful in primary school and ultimately reduces repetition rates in grades 1 to 3.
Therefore, MOES has determined that the establishment of community based play groups within the community is one form of
a school readiness program that can offer vital opportunities to children under 5 years within villages where there is no exisiting
kindergarten or primary school available. These community based play groups will help prepare village children to be ready for
entering into primary school education and increase the success rates for these children to remain in school.
2. TERMS OF REFERENCE AND EXPECTED OUTPUTS
The consultant will strengthen the capacity of the Ministry of Education and Sports to develop, produce and use child-centered
teaching and learning materials for community-based school readiness play groups (CBSR).
Task 1: Carry out a desk review of existing MoES teaching and learning materials for pre-school and pre-primary education,
including the recently developed CBSR curriculum, facilitator’s guide, and teaching and learning materials. MoES will
provide all materials to the consultant for review. Translation of some materials into English may need to be done before
consultancy starts
Output 1: Analysis of existing teaching and learning materials with a focus on how they could be utilised in the CBSR
Task 2: Facilitate a series of ten capacity development workshops (two five-day workshops and eight one-day workshops) t o
strengthen the knowledge, skills and ability of a core team to lead the development, production and effective use of teaching
and learning materials for the CBSR. The capacity development workshops will include both theory and practice and use
the CBSR curriculum, and in particular the ‘Scope of General Knowledge in each Teaching Unit of the Curriculum’ as a
reference to guide the content of the capacity development workshops.

The initial five-day workshop will strengthen the core team’s understanding of the concept of child-centered learning and how this directly
links with the use of hands-on classroom learning materials. The core team will have a deeper understanding of how learning materials can be
used not only by teachers to instruct students, but also as learning materials used directly by students to engage in their own learning.
Each of the bi-weekly one-day workshops will focus one of the eight CBSR curriculum consultant teaching unit. The workshops
will combine theory and practice to enable the core team to guide educational material companies, teachers and local communities to
develop and produce appropriate hands-on learning materials for the CBSR program.
During the final five-day work shop the existing CBSR facilitator’s guide will be revised to include additional teaching and learning
materials within each of the eight teaching units of the CBSR curriculum based on the knowledge and skills learned during the
previous nine workshops.
Output 2: Ten workshops facilitated and a draft of the revised CBSR facilitator’s guide developed

The Water and Sanitation Program (WSP) is a multi-donor partnership created in 1978 and administered by the World Bank to support
poor people in obtaining affordable, safe, and sustainable access to water and sanitation services. WSP provides technical assistance,
facilitates knowledge exchange, and promotes evidence-based advancements in sector dialogue.
WSP has offices in 24 countries across Africa, East Asia and the Pacific, Latin America and the Caribbean, South Asia, and in
Washington, DC. WSP is led by a Program Manager located in the World Bank’s Transport, Water and ICT Department in the
Sustainable Development Network (SDN) Vice Presidency. In East Asia, the program currently operates offices in 5 countries—
Cambodia, Indonesia, Lao PDR, the Philippines, and Vietnam— with the regional office located in Jakarta, Indonesia. The Regional

In Lao PDR, WSP focuses on two of its business areas: i) Scaling Up Rural Sanitation and Hygiene, and ii) Supporting poor-inclusive
water supply and sanitation sector reform. Since 2008 it has been supporting Nam Saat, the National Centre for Environmental Health
and Water Supply in the Ministry of Health, in the piloting of Community-Led Total Sanitation (CLTS) in Champasak and Sekong
Provinces, and a small number of international NGOs are also supporting CLTS pilots in other locations. The program is now being
expanded to ensure that demand for sanitation via CLTS is matched by the supply of affordable latrines, fostered by an enabling
environment at national and decentralized government levels. This integrated program will also incorporate the promotion of essential
hygiene behaviours, particularly hand-washing with soap at critical times.
To support implementation of this program, the WSP Lao Team is now seeking to hire a Community Development Consultant to
strengthen its team on providing technical advice and supervision of field work activities on rural sanitation in the two provinces.

PRIMARY OBJECTIVES
a. Provide technical support and inputs to the design, development and adaptation of tools, training resources, and the provision of
training, in close collaboration with other trainers such as CLTS facilitators and community development outreach, etc;
b. Provide support on effective project implementation, monitoring and evaluation through enhancement of local government
partners focusing on planning, advocacy and promotion, supervision, and coordination at provincial and district levels;
c. Periodically follow-up on the tasks performed by WSP contracted agencies in the two provinces, where the rural scaling up
program is under implementation;
d. Facilitate and participate in studies, and assessments and researches as well as in facilitation on developing Behavior Change
Communications (BCC) materials;
e. Regularly coordinate and build effective partnerships with government partners at all levels and with other relevant development
partners, NGOs, or other large-scale rural development programs nationally;
The Water and Sanitation Consultant will be based at the WSP Lao PDR Country Office. Frequent travels within Lao PDR and the East
Asia region will be required to accomplish the responsibilities under this assignment.

GENERAL QUALIFICATIONS
 A Masters Degree or higher level degree in a relevant field, such as public health, economics, social sciences or
communications;
 Extensive knowledge of the issues and challenges involved in promoting sanitation and hygiene in low-income rural
community;
 Minimum working experience of five years in Participatory Rural Appraisal (PRA) or similar participatory approaches.
 Demonstrated ability to effectively work with governments at various levels and experience with capacity building for government
agencies;
 Excellent oral and written communication and presentational skills in English and Lao;
 Strong computer skills; ability to use standard MS Office programs;
 Strong interpersonal skills and demonstrated capacity to work effectively in teams with dispersed members, and with colleagues
from government and civil society, will be essential;
 Good understanding of and sensitivity to the multi-disciplinary character of the water sector and the importance of institutional,
economic, and socio-political factors in policy formulation and implementation, and demand-responsive project design.

National Financial Management Consultant

Background
The Ministry of Planning and Investment (MPI) has initiated preparation of a Technical
Assistance (TA) in the amount of US$2.7 million, which is supported by the World Bank
who is acting as administrator of grant funds provided by Japan under the Japan Policy and
Human Resources Development Technical Assistance Program to Support the Government
of Lao PDR in its efforts to measurably decrease the vulnerability of the population and
national economy to climate change and natural hazards.
Scope of service:
The consultant would be a part of the project team based at MPI, but will also provide
support to FM team at MPWT and Department of Irrigation. He/She would work in close
cooperation with the project’s international consultant team leader, and would be responsible
for the following specific tasks:

Project Financial Management:

• Maintain an update to date Project Financial Information System.
• Work closely with accounting software provider to design appropriate chart of
accounts and reporting format to ensure the project’s financial reporting requirements/
needs are met.
• Ensure a proper internal control system is in place to achieve accountability at all
levels.
• Prepare financial management manual to be approved by the World Bank.
• Compile and review financial proposals by participating Implementation Units for
preparation of budget and financial reports in accordance with required formats by
World Bank.
• Understand funds flows arrangements between from MPI, MAF and MPWT to ensure
timely budget planning in each period.
• Assist the Project manager to prepare and updated budget based on work plans and
prepare any proposals for fund re-allocation as needed.
• Monitoring disbursements from various accounts. Managing and maintaining
project bank accounts and its reimbursement to ensure project liquidity and smooth
implementation of project activities.
• Prepare all withdrawal applications and required supporting documents. Perform a
follow up as necessary.
• Monitor cash advances (including making necessary follow-up on long-outstanding
advances) and contract management.
• Liaise with the National Treasury, the Bank of Lao and External Finance Department
of the Ministry of Finance for payment/replenishment requests.
• Work closely with the Finance Department or designated finance officer of Line
Agencies.
• Prepare annual financial report for auditing, and coordinate with and facilitate the work of
auditors when needed. In consultation with project management, prepare an action plan
and monitor the implementation of recommendations arising from annual audit.
• Prepare, maintain and update from time to time the inventory management system for
all project’s assets. .
• Prepare monthly, quarterly, semi-annual and annual financial reports for the Project
Manager.
• Coordinate with relevant implementing units, compile and prepare the project’s
Interim Unaudited Financial Report (IFR) in the form and format acceptable to the
World Bank and ensure timely submission of such report to the World Bank
• Prepare and process all invoices for payments
• Be available to travel occasionally to the provinces and districts, including provide
training and other capacity building support as needed.
• Provide information of necessary taxation-related documents, including taxes on
project personnel.
• Analysis and reporting of financial performance of actual expenditure against
approved budget
• Provide financial information to various regulatory Authorities as required.
• Perform other duties as may be reasonably requested by the Project Director.

Qualifications:
• At least a bachelor degree in relevant field such as: accounting and finance. Post
graduate qualification in relevant field e.g. Master Degree or hold a professional
qualification in finance and accounting are highly desirable
• A sound knowledge in accounting and financial reporting, including at least 5 years
of professional experience.
• Experience with the World Bank projects or other major donors are an advantage.
Good PC/systems literacy, including strong Excel skills. Skills in using computerized
accounting software is an advantage
• Fluency of Lao and English (strong written and spoken skills)
• Able to work in a team, with close cooperation and coordination with key line
Ministries, World Bank team and other counterparts.
• Good understanding of Government institutional and budgetary structures and ability
to work with a range of agencies at national, provincial, and local level.
• Reliable, independent and dynamic worker with high social competence and good
team spirit
• Good interpersonal skills and result orientation.

Duration of Assignment:
The indicative estimated inputs for this assignment are 12 person months on a full time basis,
with a possibility for extension of year by year based on performance. Expected start date is
Middle-May 2012.
