Purpose: The Wildlife Conservation Society (WCS) has a MoU with the Government of Lao PDR
to provide technical assistance to the Nam Et-Phou Louey National Protected Area (NEPL NPA) in
northern Laos. The Site Coordinator will be the WCS on-site liaison between WCS, the NEPL NPA
and other government organizations, and will build capacity of government and non-government staff
working in the NPA Management Unit office to effectively administer daily protected area operations,
information systems and logistics in the NEPL NPA.
Duties:
Work with and provide training for a dynamic team of government and non-government staff to
coordinate the management of on-site operations of the NEPL NPA that includes:
o Regular planning, implementing and reporting on protected area activities that encompasses forest
protection, conservation education, land use planning, ecotourism, research and monitoring;
o Coordination with village, district and provincial government organizations to facilitate protected
area activities;
o Design and maintenance of information management systems for recording, tracking and reporting
on protected area activities conducted in several districts and villages around the NPA;
o Design and maintenance of systems to manage and track use and repair of NPA vehicles and
equipment by field teams across several districts;
o Management and maintenance of computers, software, internet and IT system at the NPA office;
o Implementation of documented procedures and processes for managing and reporting on all
expenses charged against donor funding for the NPA;
o Contribute to the prparation of funding proposals for future activities of the NPA.
Qualifications:
• Extensive work experience in project management, with an understanding of protected area
management and operations;
• Preferred candidate will have experience in protected area management with some experience in
managing a forest protection system.
• Experienced in informal education of adults, including training, capacity-building and team building
techniques;
• experience working with a diverse multi-cultural team;
• Cooperative attitude, reliable, well-organized and honest;
• Ability to work effectively and achieve objectives at a remote location with limited supervision;
• Ability to live in rural and relatively remote conditions, with good health and fitness;

1. BACKGROUND
Early childhood school readiness programs for children under 5 years of age, which assist in the development of learning capacities for
children in the areas of physical health and fitness, language and communication, intellectual knowledge, emotional and social development,
greatly enhance the success rate for children to remain in school and participate fully in the primary education programs.
Young children in poor communities and vulnerable ethnic groups have limited access to early childhood development programs.
Although MoES has successfully implemented preschool and kindergarten educational programs throughout Lao PDR with the
enrolment rate of children under 5 years of age at 40.3%, , MOES has found that 59.7% of children under 5 years still have no access
to such services. It is felt that early childhood development school readiness programs for children under 5 years play a crucial role
in helping children be successful in primary school and ultimately reduces repetition rates in grades 1 to 3.
Therefore, MOES has determined that the establishment of community based play groups within the community is one form of
a school readiness program that can offer vital opportunities to children under 5 years within villages where there is no exisiting
kindergarten or primary school available. These community based play groups will help prepare village children to be ready for
entering into primary school education and increase the success rates for these children to remain in school.
2. TERMS OF REFERENCE AND EXPECTED OUTPUTS
The consultant will strengthen the capacity of the Ministry of Education and Sports to develop, produce and use child-centered
teaching and learning materials for community-based school readiness play groups (CBSR).
Task 1: Carry out a desk review of existing MoES teaching and learning materials for pre-school and pre-primary education,
including the recently developed CBSR curriculum, facilitator’s guide, and teaching and learning materials. MoES will
provide all materials to the consultant for review. Translation of some materials into English may need to be done before
consultancy starts
Output 1: Analysis of existing teaching and learning materials with a focus on how they could be utilised in the CBSR
Task 2: Facilitate a series of ten capacity development workshops (two five-day workshops and eight one-day workshops) t o
strengthen the knowledge, skills and ability of a core team to lead the development, production and effective use of teaching
and learning materials for the CBSR. The capacity development workshops will include both theory and practice and use
the CBSR curriculum, and in particular the ‘Scope of General Knowledge in each Teaching Unit of the Curriculum’ as a
reference to guide the content of the capacity development workshops.
The initial five-day workshop will strengthen the core team’s understanding of the concept of child-centered learning and how this directly
links with the use of hands-on classroom learning materials. The core team will have a deeper understanding of how learning materials can be
used not only by teachers to instruct students, but also as learning materials used directly by students to engage in their own learning.
Each of the bi-weekly one-day workshops will focus one of the eight CBSR curriculum consultant teaching unit. The workshops
will combine theory and practice to enable the core team to guide educational material companies, teachers and local communities to
develop and produce appropriate hands-on learning materials for the CBSR program.
During the final five-day work shop the existing CBSR facilitator’s guide will be revised to include additional teaching and learning
materials within each of the eight teaching units of the CBSR curriculum based on the knowledge and skills learned during the
previous nine workshops.
Output 2: Ten workshops facilitated and a draft of the revised CBSR facilitator’s guide developed

The contract is for 37 working days from June 2012.
4. QUALIFICATIONS SUMMARY
- Advanced University degree in Education or related fields;
- At least 10 years of working experience in the area of early childhood education;
- At least eight years working in developing countries in early childhood education;
- Experience working with governments for capacity development;

The Water and Sanitation Program (WSP) is a multi-donor partnership created in 1978 and administered by the World Bank to support
poor people in obtaining affordable, safe, and sustainable access to water and sanitation services. WSP provides technical assistance,
facilitates knowledge exchange, and promotes evidence-based advancements in sector dialogue.

In Lao PDR, WSP focuses on two of its business areas: i) Scaling Up Rural Sanitation and Hygiene, and ii) Supporting poor-inclusive
water supply and sanitation sector reform. Since 2008 it has been supporting Nam Saat, the National Centre for Environmental Health
and Water Supply in the Ministry of Health, in the piloting of Community-Led Total Sanitation (CLTS) in Champasak and Sekong
Provinces, and a small number of international NGOs are also supporting CLTS pilots in other locations. The program is now being
expanded to ensure that demand for sanitation via CLTS is matched by the supply of affordable latrines, fostered by an enabling
environment at national and decentralized government levels. This integrated program will also incorporate the promotion of essential
hygiene behaviours, particularly hand-washing with soap at critical times.
To support implementation of this program, the WSP Lao Team is now seeking to hire a Community Development Consultant to
strengthen its team on providing technical advice and supervision of field work activities on rural sanitation in the two provinces.
PRIMARY OBJECTIVES
a. Provide technical support and inputs to the design, development and adaptation of tools, training resources, and the provision of
training, in close collaboration with other trainers such as CLTS facilitators and community development outreach, etc;
b. Provide support on effective project implementation, monitoring and evaluation through enhancement of local government
partners focusing on planning, advocacy and promotion, supervision, and coordination at provincial and district levels;
c. Periodically follow-up on the tasks performed by WSP contracted agencies in the two provinces, where the rural scaling up
program is under implementation;
d. Facilitate and participate in studies, and assessments and researches as well as in facilitation on developing Behavior Change
Communications (BCC) materials;
e. Regularly coordinate and build effective partnerships with government partners at all levels and with other relevant development
partners, NGOs, or other large-scale rural development programs nationally;

GENERAL QUALIFICATIONS
A Masters Degree or higher level degree in a relevant field, such as public health, economics, social sciences or
communications;
Extensive knowledge of the issues and challenges involved in promoting sanitation and hygiene in low-income rural
community;
Minimum working experience of five years in Participatory Rural Appraisal (PRA) or similar participatory approaches.
Demonstrated ability to effectively work with governments at various levels and experience with capacity building for government
agencies;
Excellent oral and written communication and presentational skills in English and Lao;
Strong computer skills; ability to use standard MS Office programs;
Strong interpersonal skills and demonstrated capacity to work effectively in teams with dispersed members, and with colleagues
from government and civil society, will be essential;
Good understanding of and sensitivity to the multi-disciplinary character of the water sector and the importance of institutional,
economic, and socio-political factors in policy formulation and implementation, and demand-responsive project design.
