industry this seminar is open for all managers from different industries and organizations. WHY? Almost
all FDI, Joint Venture and international organizations have foreign management, leading Lao people
and other nationalities, working in cross culture teams. Significant business time, energy and effort is
wasted through misunderstandings and miscommunication caused by failure to understand and resolve
the differences between national, corporate and functional cultures at work.

• You need to do something practical to get the best from leading subordinates from a different culture?
• You manage or work with colleagues from different national, corporate or functional cultures and
recognize that cross-cultural differences can lead to different behaviors and assumptions at work
and that these can sometimes cause misunderstandings or delay?

These and more questions will be answered during the seminar. Our International Expert on Intercultural
Communication and Management moves beyond cross-cultural understanding into applications. She
holds a PhD in Philosophy and Arts, and an MBA, and has over 20 years international teaching, training
and consulting experience in Business Communication and as a guest professor at many universities.
She is past president of SIETAR Europe, Society for Intercultural Education, Training and Research. In
the field of Business Communication and Intercultural Communication she has published widely. Living
in Europe and Asia the international expert delivers theoretical and practical expertise successfully to
various industries, organizations, and universities around the world.

Major benefits from attending the seminar include:

• Know how to build good working relationships across cultures
• Reduction in cross-cultural misunderstandings and subsequent costs and delay
• Increased ability to communicate and work effectively with subordinates and colleagues from other
national cultures
The seminar will be particularly beneficial for managers directly managing cross cultural teams or project
groups, international team members or those with a boss or subordinate from another culture.

BCEL late entry dips 100 kip

Vientiane A bit of sparring occurred with 2400 EDL-Gen shares unchanged at 5,000 kip in
the first session and 10K in the second close. EDL-Gen yesterday lost an insignificant 50
kip and BCEL 100 kip but on extremely low volumes and both trades were no real market
sentiment indicator. The stock volumes and price value in the past 2 weeks have been all
bullish but the past 2 days has tapered off. BCEL trades only occurred in the closing session.
Strong support exists for EDL-Gen which has remained bullishly above 4,800 kip. BCEL will
get a surge but it will require larger parcels to entice buyers at a higher price, otherwise its
time consuming to accumulate.

REQUEST FOR EXPRESSION OF INTEREST

Country: Lao People’s Democratic Republic
Project: Education for All Fast Track Initiative Catalytic Fund (EFA FTI CF Program)
Sector: Education
Description:International Consultant to Assist the Pre-Primary IU on Community Based School Readiness Program (CBSRP).
Grant No.: TF097384
Project ID No.: P118494

1. BACKGROUND
Early childhood school readiness programs for children under 5 years of age, which assist in the development of learning capacities for
children in the areas of physical health and fitness, language and communication, intellectual knowledge, emotional and social development,
greatly enhance the success rate for children to remain in school and participate fully in the primary education programs.
Young children in poor communities and vulnerable ethnic groups have limited access to early childhood development programs.
Although MoES has successfully implemented preschool and kindergarten educational programs throughout Lao PDR with the
enrolment rate of children under 5 years of age at 40.3%, , MOES has found that 59.7% of children under 5 years still have no access
to such services. It is felt that early childhood development school readiness programs for children under 5 years play a crucial role
in helping children be successful in primary school and ultimately reduces repetition rates in grades 1 to 3.
Therefore, MOES has determined that the establishment of community based play groups within the community is one form of
a school readiness program that can offer vital opportunities to children under 5 years within villages where there is no exisiting
kindergarten or primary school available. These community based play groups will help prepare village children to be ready for
entering into primary school education and increase the success rates for these children to remain in school.
2. TERMS OF REFERENCE AND EXPECTED OUTPUTS
The consultant will strengthen the capacity of the Ministry of Education and Sports to develop, produce and use child-centered
teaching and learning materials for community-based school readiness play groups (CBSR).
Task 1: Carry out a desk review of existing MoES teaching and learning materials for pre-school and pre-primary education,
including the recently developed CBSR curriculum, facilitator’s guide, and teaching and learning materials. MoES will
provide all materials to the consultant for review. Translation of some materials into English may need to be done before
consultancy starts
Output 1: Analysis of existing teaching and learning materials with a focus on how they could be utilised in the CBSR
Task 2: Facilitate a series of ten capacity development workshops (two five-day workshops and eight one-day workshops) t o
strengthen the knowledge, skills and ability of a core team to lead the development, production and effective use of teaching
and learning materials for the CBSR. The capacity development workshops will include both theory and practice and use
the CBSR curriculum, and in particular the ‘Scope of General Knowledge in each Teaching Unit of the Curriculum’ as a
reference to guide the content of the capacity development workshops.

The initial five-day workshop will strengthen the core team’s understanding of the concept of child-centered learning and how this directly
links with the use of hands-on classroom learning materials. The core team will have a deeper understanding of how learning materials can be
used not only by teachers to instruct students, but also as learning materials used directly by students to engage in their own learning.
Each of the bi-weekly one-day workshops will focus one of the eight CBSR curriculum consultant teaching unit. The workshops
will combine theory and practice to enable the core team to guide educational material companies, teachers and local communities to
develop and produce appropriate hands-on learning materials for the CBSR program.
During the final five-day work shop the existing CBSR facilitator’s guide will be revised to include additional teaching and learning
materials within each of the eight teaching units of the CBSR curriculum based on the knowledge and skills learned during the

JOB ANNOUNCEMENT
Lao PDR
Community Development Consultant (Individual Consultant)
TRUST FUND #: TF095254

The Water and Sanitation Program (WSP) is a multi-donor partnership created in 1978 and administered by the World Bank to support
poor people in obtaining affordable, safe, and sustainable access to water and sanitation services. WSP provides technical assistance,
facilitates knowledge exchange, and promotes evidence-based advancements in sector dialogue.
WSP has offices in 24 countries across Africa, East Asia and the Pacific, Latin America and the Caribbean, South Asia, and in
Washington, DC. WSP is led by a Program Manager located in the World Bank’s Transport, Water and ICT Department in the
Sustainable Development Network (SDN) Vice Presidency. In East Asia, the program currently operates offices in 5 countries—
Cambodia, Indonesia, Lao PDR, the Philippines, and Vietnam— with the regional office located in Jakarta, Indonesia. The Regional
Team Leader is accountable to the Program Manager in Washington DC. For more information, please visit www.wsp.org.
In Lao PDR, WSP focuses on two of its business areas: i) Scaling Up Rural Sanitation and Hygiene, and ii) Supporting poor-inclusive
water supply and sanitation sector reform. Since 2008 it has been supporting Nam Saat, the National Centre for Environmental Health
and Water Supply in the Ministry of Health, in the piloting of Community-Led Total Sanitation (CLTS) in Champasak and Sekong
Provinces, and a small number of international NGOs are also supporting CLTS pilots in other locations. The program is now being
expanded to ensure that demand for sanitation via CLTS is matched by the supply of affordable latrines, fostered by an enabling
environment at national and decentralized government levels. This integrated program will also incorporate the promotion of essential
hygiene behaviours, particularly hand-washing with soap at critical times.
To support implementation of this program, the WSP Lao Team is now seeking to hire a Community Development Consultant to
strengthen its team on providing technical advice and supervision of field work activities on rural sanitation in the two provinces.

partners focusing on planning, advocacy and promotion, supervision, and coordination at provincial and district levels;

program is under implementation;
d. Facilitate and participate in studies, and assessments and researches as well as in facilitation on developing Behavior Change
Communications (BCC) materials;
e. Regularly coordinate and build effective partnerships with government partners at all levels and with other relevant development
partners, NGOs, or other large-scale rural development programs nationally;
The Water and Sanitation Consultant will be based at the WSP Lao PDR Country Office. Frequent travels within Lao PDR and the East
Asia region will be required to accomplish the responsibilities under this assignment.
