News in Brief
Dry season rice shortfall in Khammuan
Dry season rice production in Khammuan province has fallen short of expectations this
year, with shortages in Bualapha and Xaybuathong districts.
Only 9,200 hectares out of a planned 10,000 hectares of rice were planted this dry season,
according to the provincial Agriculture and Forestry Department.
Yields amounted to an average of 4.36 tonnes per hectare, which was 0.24 tonnes less than
the planned 4.6 tonnes. Officials attributed the shortfall to damaged irrigation systems,
which have yet to be repaired after typhoons Ketsana and Nock-ten struck the area.
So far farmers have harvested rice crops on 3,910 hectares, according to the department.
Bualapha and Xaybuathong districts were the only two out of nine districts in Khammuan
province that failed to achieve their planting targets.

Ho Chi Minh City strengthens ties with Savannakhet

Vietnam’s Ho Chi Minh City and Savannakhet province in Laos have great potential for
promoting cooperation in various fields.
The point was emphasised by Secretary of the HCM City Party Committee Le Thanh Hai
and Savannakhet Governor Dr Souphanh Keomixay at a meeting held in HCM City on
April 28. Mr Hai praised the great socio-economic achievements Laos has made in recent
years and affirmed that the Savannakhet delegation’s visit to Vietnam will help tighten
ties between the two localities. He proposed that both sides develop specific cooperative
programmes in economics, education, culture, and people-to-people diplomacy. They
should also strive to create the best conditions for businesses from both countries to

EU market storms approaching
GLOBAL MARKETS SNAPSHOT
• US Indexes: Markets went ying yang again with a slight decrease of less than 1 percent,
when Apple declined 3 percent. Occupy Wall Street and May Day marches kept investors
away on Tuesday. The Indexes on Tuesday reversed Monday’s losses and the DJIA
signaled a US economic recovery as it gained 66 points (5 pct) to a 4 year high The
S&P500 gained 0.6 percent and the NASDAQ 0.1 percent.
• China’s small factories may be struggling but at a 13 month high China’s Purchasing
Managers Index (PMI) helped mining stocks when it went from 53.1 to 53.3 for April.
Readings above 50 indicate expansion. China’s manufacturing index also rose from 55.2
to 57.2. Copper and mining stocks will benefit on this news.
• European indexes: Media reports continue to highlight global investors are exiting
Europe’s financial bond markets, as sovereign debt issues resurfaced again for Spain
(officially in Q1 recession) and Italy and refuse to subside. That caused the first fall in
indexes in the past 5 days.
Investors are becoming gun shy of Europe. Overshadowing trillions in 3 year loans
to the EU by the ECB (central bank) analysts work out the repayment schedules All that
is now wearing thin as on the political scene there are many storms approaching in the
French presidential and there’s the looming Greek parliamentary elections May-6, while
Ireland faces a referendum on the EU new fiscal pact May-31. That summarised says
there is now approaching EU uncertainty in both debt and political concerns.
• Asia indexes. The ying yang was also around in NE Asia. The HK Hang Seng HSI Tuesday
gained 1.7 percent and +2.4 percent intraday yesterday and the Nikkei lost 1.22 percent
Tuesday but gained +0.51 percent yesterday and China overall shed -0.35 percent but went
green yesterday up 2 percent. The KOSPI gave up -1 percent yesterday in early trade.
• Australia’s ASX turnover Monday fell 40 percent to AU$3.7B as its index gained 0.76
percent. Tuesday it was down 5 percent to AU$4.8B but up 30 points. FMG up 0.5 pct,
BHP up 1.23 pct and Rio up 0.35 pct.
• Newsat goes into orbit: Newsat NWT.ASX our VTtimes featured stock for the past
18 months was at 69 cents less than 7 days ago. Remarkably NWT stock is still off
analysts’ radar screens, even though it was up 15.22 percent for the week. (the average
daily volumes have been 334K and just one year ago the stock was less than 2 cents).

Oils: At a 5 week high Nymex went from US$104.75.12 / brl to US$106, and Brent
US$119.95 / brl. But Tapix went to US$124 / brl.
• Metals: Gold +$3 to US$1666 /oz. Copper hovered around US$3.82 / lb or LME
US$8418 /tn.
Currencies: The €uro, the GBP and the AUD all eased overnight Tuesday against the
greenback. This week the Australian RBA announced the “odds on interest rate cut”
of 50 basis points to 3.75 percent and the AUD intraday fell to US$1.333 on the RBA
announcement. YTD the AUD, which hit US$1.08 last year, so far has lost -5 percent in
the past 12 months. A further -25 points is on the cards for June 5.
