The technical performance specification includes lamps for use in down-lighter application for General Lighting and Display Lighting purposes. The lamps may be operated directly on 230Volts alternating current (AC) or 12 V alternating current (AC). This Standard must be used by the Divisions of Eskom and its subsidiaries when purchasing lamps with the ultimate aim of applying and entrenching a uniform set of standards within Eskom. Lamps operating on 12V direct current (DC) are not included in this specification The replacement lamps are not always equal in light output or in light distribution but will reduce the energy consumed whilst ensuring satisfactory illumination. The client must be aware that the visual appearance will be different and the light intensity levels will generally be lower, however in many instances this light level would be acceptable. The colour of the replacement lamp must be selected to suit the application. Eskom will accept National and International reports and certification from accredited laboratories for the quality and efficiency of lighting products offered. Currently lamps used in downlighter fixtures or fittings offer an excellent opportunity for energy savings with the implementation or retrofit of self-ballasted compact fluorescent and LED lamps. The aim of a performance specification or standard for lamps and / or products is to guarantee high quality and efficient lighting and to promote and stimulate energy savings in South Africa. SCOPE This technical specification applies to Self-Ballasted Compact Fluorescent and LED Lamps used in downlighter applications. These lamps operate on 230 Volt mains supply or on mains voltage using a step down voltage transformer to 12 Volts AC and are intended for general lighting purposes or display lighting. The lamps shall have: + Arated wattage to replace up to 60 W incandescent lamp; © Arated voltage of 12 V to 250 VAC.; * Lamp caps 2G7, 2GX7, GR8, 2610, G10q, GR109, GX10q, GY10q, 2611, G23, GX23, G24, GX24, GX32, E27 Edison screw, 822 bayonet caps, and E14 small Edison screw, 814 small bayonet cap, GU10 or GU5.3 2. DEFINITIONS AND ABBREVIATIONS 3.1 DEFINITIONS, The complete list of definitions used are those given in SANS 60968, SANS 60969 and IEC/PAS 62612. A few are given below Self-Ballasted Lamp: A unit which cannot be dismantled without being permanently damaged provided with a lamp cap and incorporating a light source and any additional elements necessary for starting and for stable operation of the light source. Self-ballasted LED lamp: A unit which cannot be dismantled without being permanently damaged, provided with a lamp cap conforming to 60061-1 and incorporating a LED light source and any additional elements necessary for starting and for stable operation of the light source. Rated Voltage: The rated voltage is the quantity value of applied voltage for a characteristic of a LED- lamp for specific operating conditions. The value and conditions are specified in IEC/PAS 62612 and SANS 60989, or assigned by the manufacturer or responsible vendor. The voltage or voltage range shall be marked on the lamp, voltage (V). Initial Values: The photometric, electrical and colour characteristics tested at the end of the ageing period and or stabilization time of not less than 15 minutes and not after 100 hour aging period. Luminous Efficacy: The luminous efficacy is the ratio of the initial |uminous flux to the actual measured power of a lamp, stated in iumens per watt (In/WV). Lumen Maintenance: The ratio expressed as a percentage of the luminous flux of a lamp at given time in its life to its initial luminous flux, while the lamp is being operated under specific conditions. Correlated Colour Temperature (CCT): For practical purposes, the colour of “white light’ can be expressed by correlated colour temperature (CCT) in the unit Kelvin [kK]. The CCT is defined as the temperature of the Planckian radiator whose perceived colour most closely resembles that of a given stimulus at the same brightness and under specified viewing conditions. Eskom's specific requirements are given in Schedule A. Colour Rendering Index (CRI): The initial Colour Rendering Index (CRI) of a LED module is measured and shall be not less than 80 and of a Compact fluorescent lamp shall be not less than 70. IECIPAS 62612 Self-ballasted LED-lamps for general lighting services - Performance requirements, Also see exemptions allowed by Eskom. 4.2 SELF-BALLASTED LED LAMPS The performance requirements of the self-ballasted LED lamps shall comply with IEC/PAS 61612 performance requirements with the following exceptions. These exceptions have been granted by Eskom as there are currently no available test reports within the industry sector, only csalculated predictions. In addition the LED products are improving at such a rate that the reports would not be relevant for the products supplied in 12 months time 4.2.1 Rated Voltage The South African supply Voltage is 230 Volts plus minus 10% and the LEDs lamps must be suitable to operate at these voltages. 4.2.2 Rated life and lumen maintenance reports The test reports and certification would not be required at the time of tender, as the rated life is expected to be in excess of 15 000 hours and the test reports are not available. The supplier shall guarantee their stated lumen output and rated life expectency which includes the decrease in lumen output to 70% of initinial flux, Should the lamps under perform, the supplier will be required to replace all the lamps supplied at no cost to Eskom. The luminous flux of the lamps shall be above 96 % of initial flux when. measured at 3 000 hours and above 91.8 % when measured at 6 000 hours. A sample of 20 lamps shall CONTROLLED DISCLOSURE (hen downloaded from the EDS datat tl an sponsibility resis with the user to ensure i non the database Downlighter Lamp Technical Specification for General Lighting Unique Identifier 240-41679717 Services Revision 1 Page Bof 12 be used for testing purposes at two ambient temperatures namely 10 lamps at a high ambient temperature of 45°C + 2°C. and the second 10 lamps at 25°C + 2°C. 4.2.3 Failure rate The failure rate shall be stated by the supplier and this shall not be greater than 5% after 2000 hours operation, 4.2.4 Power factor and harmonic jortion The IEC/PAS 62612 does not state any values for Power Factor however the SANS 60969 annex AA requires a power factor greater than 0.5. The harmonic distortion shall comply with SANS 215 and IEC 61000-3-2 4.2.5 Luminous efficacy The initial values shall be used to establish the luminous efficacy of the LEDs and CFLs. 4.2.6 Efficiency Specifications Lamp wattage shall be classified based on the rated wattage, but the test wattage shall be within + 5% of rated wattage. Initial luminous efficacy shall be calculated from initial luminous flux and input power for the specific lamps measured at 2542°C and at rated voltage. The value of initial luminous efficacy (im) of the lamps shall not be less than the value indicated in the table. Cold Cathode Fluorescent lamps are included in this Technical Standard where the applicable clauses apply. 4.3.1 Efficiency Specifications Lamp wattage shall be classified based on the rated wattage, but the test wattage shall be within + 5% of rated wattage. Initial luminous efficacy shall be calculated from initial luminous flux and input power for the specific lamps measured at 252°C and at rated voltage. The value of initial luminous efficacy (Im) of the lamps shall not be less than the value indicated in the table. The light output shall be above 70% at the rated life. 4.3.6 Rated life and lumen maintenance reports The test reports and certification would not be required at the time of tender, as the rated life is expected to be in excess of 6 000 hours and the test reports are not available. The supplier shall guarantee their stated lumen output and rated life which includes the decrease in lumen output to 70% of initial flux. Should the lamps under perform, the supplier will be required to replace the lamps at no cost to Eskom. The luminous flux of the lamps shall be above 90% of initial flux when measured at 2000 hours and above 70 % when measured at 6 000 hours.
