1.0 General

1.1 Scope

This technical specification applies to outdoor Surge Arrester to be supplied under this
Request for Quotation (RFQ).

This Technical Specification will be accompanied by a “Data Sheet” and an “Information to


be Supplied by Bidder” form. Bidders shall complete the form and return with the tender.

The scope of work shall consist of the design, manufacture, testing and delivery of the Surge
Arrester and steel support structure as specified.

The scope of supply shall include all components & accessories required to form complete
operational Surge Arrester as specified up to and including the following:

1. Complete Surge Arrester Assembly


2. Steel Support Structure including all mounting nuts, bolts and accessories and
foundation bolts.
3. Surge Counter

1.3 Language

English shall be used in all drawings, documentation and correspondence.

1.4 Units of Measurements

All units of measurement shall be in the International System of Units (SI).

1.5 Engineering Data

All graphical symbols and device function numbers for electrical apparatus should conform
to ANSI Y32.2 and C37.2. If equivalent symbols are used a complete description shall be
provided, in legend form, on the drawing(s) on which they appear. All devices on control
panels shall be identified with the description shown on the schematic and wiring diagram(s).

2.0 Applicable standards and references


The Outdoor Surge Arresters shall be designed, manufactured, tested and supplied in
accordance with all latest editions of Standards and Guides listed below, each of which form
part of this Specification.

3.2 Operating Requirements

The Surge Arresters shall be designed and constructed for operation on a 3-phase, 50 Hz
outdoor electrical system under the environmental condition as stated under clause 3
without corrosion, deterioration or degradation of performance characteristics.

The characteristic of electrical system to which surge arresters will be connected are listed in
Table 1.The table also details the station insulation levels and transformer winding ratings for
arrester coordination.

4.0 Design and Construction

4.1 General

Surge Arresters shall be designed, manufactured, and tested in accordance with IEC 60099-
4 for outdoor service conditions and the equipment shall be furnished with all field
connection hardware suitable for tubular structure. All hardware shall be hot-dip galvanized
or aluminum or stainless steel.

4.2 Type

The surge arresters shall be of non-liner metal oxide without gaps and self-supporting with
base mounted, except stated otherwise.

4.3 Mounting and Terminals

All necessary hardware, terminal, clamps etc., required for complete assembly of the
arrestor. Line and ground terminals shall be supplied with the arrester.

Arrester bases shall be suitable for vertical and horizontal pedestal mounting and be
supplied with a mounting base. Arresters required for inverted installation will be specified by
the Purchaser at time of order.

The Surge Arrester shall be equipped with suitable terminal pads, in accordance with the
standard NEMA CC1 4 holes arrangement. Copper alloy terminal pads shall be completely
hot flowed electro-tinned with commercially pure tin to a minimum thickness as specified in
the specification.

Bolts, screws, studs and washers of nominal diameter M1.6 through M36 shall be stainless
steel

Complying with ASTM F 738M. Nuts shall be silicon bronze to MS16205A NOT 3. Bolts,
screws, and studs of nominal diameter greater than M36 through M100 shall be carbon steel
complying with ASTM F 568M and hot-dip galvanized in accordance with ASTM F 2329.
Nuts shall be carbon steel complying with ASTM A 563M and hot-dip galvanized in
accordance with ASTM F 2329.

4.4 Grading Rings

Surge Arresters for operation at system voltage of 132 kV and below shall not required the
use of grading rings.

4.5 Groundings

Each arrester shall be provided with a bolted grounding terminal connector suitable for
grounding 2/0 to 4/0 AWG bare copper and 7 strand # 6 AWG to 19 strand #8 AWG copper
clad steel.

4.6 Insulator and housings

All surge arrester housings must have adequate mechanical and insulation withstand
strength to avoid failure under a variety of extreme weather and contamination conditions as
specified under the service conditions specified in this Specification.

The arrester housing insulation shall be silicon-rubber and shall be designed to prevent
explosion in the event of a service failure such as a puncture, overload, or flashover.
Insulator shed shall be designed to minimize trapping of contamination and of High
temperature Vulcanized HTV Silicone. The silicon rubber shall have high resistance to
ultraviolet radiation with non tracking and hydrophobic properties and does not deteriorate.

All surge arrester housings shall have a light grey, No. 70 Mussel notation 5.0 BG 7.0/0.4
ANSI Standard Z55.1-1967.

Internal failure or short circuit of the arrester shall not cause violent rupture or shattering of
the housing. The fault withstand rating of the arrester shall be equal or greater to the fault
current listed in Section 3.0 under Table 1 as per nominal voltage classification to which the
arrester is applied.

Surge arresters for 300 kV and below shall be of the cage type allowing for a low pressure
arc release.

Housing made of fiber glass tubes are required for voltages above 300 kV complete with
pressure relief venting to prevent any housing breakage.

Fiber Glass tubes constructed by direct wrapping on the MOV stack are not acceptable.

Arrester housings shall be hermetically sealed. The insulator and interface between insulator
and glass tube must be free of voids or cavities to prevent internal partial discharge from
occurring. Tube designs must maintain humidity free enclosed gas volume and have a small
desiccant placed in each unit.

4.7 Pollution Resistance

Creepage distances shall be at minimum equal or greater than the equipment or station
insulation being protected. Minimum Creepage distance is 20 mm/kV (at maximum
equipment voltage phase to ground). Alternating shed designs shall be used for nominal
voltage classification of 69 KV and above.

4.8 Surge / Discharge Counter

The Surge or Discharge counter shall be of the outdoor type with mounting facility and
designed to sense the surge current during the operation of the Surge Arrester and to record
the number of discharges. It shall also be provided with ammeter to monitor leakage current
of the arrester. The defective surge counter shall not create any discontinuity in the Surge
Arrester earthing circuit. The surge or discharge counter shall have a guaranteed minimum
counting current of 200 Amps for an 8/20 micro-sec wave shape. The leakage current meter
scaling shall be suitable for measuring leakage current of arrester in normal conditions, rated
accordingly.

4.9 Other Accessories

Each Surge Arrester shall be furnished complete with an insulating base in accordance with
the standard IEC 60099-4.

4.10 Steel Support Structure

Steel support structure shall be provided for mounting surge arresters, common for 3 single
phase units. The steel structure shall be hot dip galvanized.

4.11 Rating Nameplate

The surge arrester shall have a rating plate and a nameplate for each associated device,
marked in English with the information on the surge arrester in accordance with IEC 60099-
4. All letters and figures on the nameplates shall be permanently etched on stainless steel.
The nameplates shall be securely fastened to the equipment.

5.0 Tests
Routine tests shall be conducted on the completely assembled surge arresters in the factory.

5.1 Type Tests

Certified results of type tests performed in accordance with IEEE and IEC 62271 shall be
provided to the Purchaser for the exact design, In the event that appropriate type tests
information is not available, such tests shall be performed by the Manufacturer and will be
witnessed by the Purchaser.

Type tests shall be performed according to IEC 60099-4 subject to the conditions listed in
this Section. They shall be performed on surge arresters of identical design to the scope of
supply, or on a unit of design that is applicable for the type test. For type tests on units that
are not identical to the scope of supply the Supplier shall provide an applicability statement
and proof for the suitable alternative. Type tests older than 5 years require a confirmation
statement that the design, construction and manufacturing techniques have not been altered
at the factory.

1. Short circuit test must demonstrate withstand to the short circuit values provided in
this specification. Suitable alternative: fault level energy on the same type of MOV
block contained in the same housing design.
2. A sealing leak rate test shall be performed with a low temperature of -50 °C with a
cooling rate of 15 °C per hour for arresters that have gas volumes. Suitable
alternative: same housing design and sealing system.
3. Testing of the bending moment shall include thermal / mechanical preconditioning
test sequence which includes thermal cycling between 60 °C and-50 °C at the
specified long –term load of the arrester. Suitable Alternative: equivalent force per
mm for the same housing construction type.
4. The repetitive charge transfer test shall be performed on every batch of metal oxide
varistor blocks and shall be representative of the highest residual voltage allowed of
the blocks in the batch. Suitable Alternative: Equivalent energy for the same size
MOV block.

5.2 Routine Tests

All routine tests included in IEC 60099-4 shall be performed on each surge arrester or MOV
blocks of a sample specific to the arrester under test as described by the IEC standard. The
results of these tests shall be submitted in the Certified Test Report.

An internal Partial discharge test shall be performed at 1.05 times MCOV as a routine test.
The measured value resulting from an internal partial discharge test shall not exceed 5 pC.

6.0 Documentation

6.1 Bid Drawings and Information

Bid Drawings and information shall include at least the following:


1. Outline drawing showing dimensions, weights, etc.
2. Completion of the technical information by bidder form.
3. A complete set of type tests, certificates, and references of the type tests which were
performed on the proposed design.
4. If the proposed design is not identical to the type subjected to the above type test, it
shall be clearly noted. The difference in design shall be detailed, with explanations of
why the type tests can be considered as applicable.

6.2 Drawings for Review

The Supplier shall submit one electronic copy of each drawing for review and
acceptance. Review drawings shall show all information necessary to allow the
Purchaser's design of connections, foundations, etc. The drawings shall be detailed to
allow Purchaser to verify compliance with this specification. The Purchaser reserves
the right to identify changes to the drawings prior to the final acceptance. Upon
acceptance, the final drawings shall be issued in electronic format.

6.3 Instruction manual

The instruction manual shall be provided by the manufacturer and include the following.

1. Outline drawings of the complete arrester including dimensions, hardware, parts list,
pressure relief devices, grading rings, corona rings, minimum phase spacing,
material description, terminal connection details, nameplate, and details of hole
spacing and thread sizes for hardware used in the assembly.
2. Detailed assembly and maintenance instructions including Drilling and mounting
details, trouble shooting, and inspection guide
3. Special precautions and procedures for storage, assembly, monitoring, testing, and
maintenance
4. The arrester routine test reports
5. Technical ratings including:
(a) Rated voltage and MCOV
(b) Protective characteristics
(c) Residual Voltage Information as listed in IEC 60099-4 Section 6.3

An electronic PDF format copy of all documents, drawings, manuals, test reports and other
data is required. In addition to drawings in PDF format, a separate electronic copy in CAD
(AutoCAD/DWG or DWG/DGN), shall be provided.

A printed paper copy, supplied in a long lasting format is required to be shipped with each
order.

7.0 Shipping
The supplier shall design and prepare the equipment for shipment in such a manner as to
protect it from damage in transit including moisture ingress to the secondary terminal box. All
gas filled units shall be shipped with impact indicators to determine if the shipment exceeded
manufacturer’s force limits.

Storage instructions detailed outdoor storage requirements for short and long term durations
shall be provided with the shipment. If indoor storage is required for the equipment, it shall
be clearly identified.
