THE 10-POINT SOCIO - ECONOMIC AGENDA

(PLATFORMS OF GOVERNMENT)

1. GOVERNANCE, ADMINISTRATION, & LEGAL – Jojo CHIONG


- Family and GOD centered governance,
- A government by the people and for the people,
- Leadership by consensus and consultation,
- Efficient, fair, and honest governance,
- Creation of Peoples Socio-economic Council,
- Transparent utilization of public funds,
- No more political discrimination,
- Bringing back respect of freedom and human dignity,
- Immediate reforms on market policy,
- Standardization of city hall employment and efficiency on job placements,
- Streamlining of human resources,
- Mandatory issuance of official receipts,
- Going after manipulative and abusive tax payers,
- Avoiding delays of all honorariums, salaries and relative remunerations,
- Stop illegal conversion of lands,
- Free use of government facilities,
- Stop obligatory contributions from employees and barangays,

2. SOCIAL SERVICES – Jun ROXAS


- Creation of barangay action center in city hall,
- Death assistance package (free pax transport, cash assistance, etc.),
- Free access and use of public facilities,
- Free internet in public places,
- Zero hospital bills for indigents,
- Well organized emergency rescue unit,
- Free electrical installation for indigents,
- Free use of children’s park and a plan to put in every cluster,
- Availability of free common medicines in every barangay,
- Immediate solution on availability of potable water in every household,
- Street lights and road signs.

3. HEALTHCARE, PANDEMIC, & WOMEN – Rose NASON-BUENAFE
- Special medical assistance package for indigents,
- Blood pressure gadget, nebulizer, first aid kit in every barangay,
- Dialysis center in Tangub,
- Regular visits of a mobile doctor to barangays,
- Improve people’s mindset on pandemic (continuous education),
- To contain spread, home recoveries in designated barangay isolation area,
- Covid testing centers at barangay level with free test kits & BHW trainings,
- Sufficient food and isolation assistance at barangay level on covid positives,
- Sufficient covid assistance packge for affected Tangubanons,
- Special assistance page to pregnant women and infants,
- Establishment of counseling center in Tangub.

4. EDUCATION, ARTS & CULTURE – Lowida ALCALDE


- Standardize/upgrade scholarship grant packages,
- Public library with free internet cafe,
- Continuous technical and vocational education from DOST, TESDA et al.,
- Free review centers for non-passers Tangubanons,
- Recognition to parents having all children finished courses,
- Bring back agriculture academic productivity in NMSC,
- GADTC as training institution for call center agents,

5. ENVIRONMENT & SANITATION – Alex RETUERTO


- Formulate general guideline on living within clean environment,
- Strictly implement laws and rules concerning health and sanitation,
- Plan a good drainage and sewerage system for the city to help protect our bay
from pollutants,
- Improve system on garbage disposal with particular importance on segregation
and protecting garbage collectors,
- Implement strictly city environmental laws and regulations,

6. FARMERS / AGRICULTURE – Rubin ROMA


- Promote organic farming,
- Post-harvest and marketing support,
- LGU to involve in contract growing of short-term crops,
- Review and regulate market taxation for local agricultural products,
- Barangay water impounding ponds for use in farming during dry season,
- Promote free range chicken farming,
- Establish once-a-week market day (tabo) for farmers avoiding Sunday,
- Water impounding ponds in selected barangays,
- Farm machinery and equipments for free use of farmers,
- Activate slaughter house facility and implement efficient operation,
- Subsidizing farm inputs particularly fertilizers,
- Farmers financial assistance thru micro-financing,

- Continuous farmers education thru NMSC,
- Support banana growers and banana chips production,
- Support coco farmers and coco-based businesses,
- Bring back the use of NMSC as agriculture technology bank.

7. FISHERFOLKS & TOURISM – Marissa AMAMIO


- Establish a weekly seafood market day avoiding Sundays,
- Moratorium on fishery permits and free fingerlings to deserving fishermen,
- Design a system to protect market of production and catches of local fisherfolks,
- Design and develop contract growing in aquaculture on crabs, shrimps, & catfish,
- Re-organizing fisherfolks into a workable organization,
- Improve system of sea harvesting and implement strict laws to return caught fry,
juveniles, or gravid females back into the sea while alive,
- Collection of trash and wasted sea products for use as fishmeal for feeds,
- Development of a seafood center
- Fusion of sinanduloy & christmas symbols into one, in a month-long celebration
in December utilizing private funds from commercial sponsors.
- Dalit festival highlights Arts and Culture in September using private funds from
commercial sponsors,
- Organizing 4 market days in a week each specific to farmers and fishermen that
will enhance tourism namely: seafood market day, organic market day, farmers
market day, and the normal Sunday market,
- Plan for developing promenade in the bay.

8. YOUTH, SPORTS, & OTHER SECTORS (Sr. Citizen, PWDs, LGBT, etc.) – Jun CAYLAN
- Design and implement comprehensive programs for youth,
- Special programs for out-of-school youth,
- Periodic city-wide sports competition,
- Sports clinic for internationally renowned sports like football etc.,
- Regular massive campaigns on talent searches,
- Encourage participation of these sectors in policy makings,
- No more contribution of any form on senior citizens,

9. PUBLIC SAFETY, PEACE AND ORDER – Molik Del SOCORRO


- Formulate general guideline on living within safe and clean environment,
- Strictly implement laws and rules concerning health and sanitation,
- Plan a good drainage and sewerage system for the city to control flooding and
help protect our bay from pollutants,
- Improve system on garbage disposal with particular importance on segregation
and protecting the collectors,
- Implement city environmental laws and regulations,
- Street lights, road signs, and CCTV in public places,

10. BUSINESS, ECONOMY, & JOBS – Nido TALA
- Creation of Business Development Council,
- Prioritize mechanism on inviting investors and formulation of investment code,
- Creation of Job Placement Council and conduct regular job fairs,
- Establishment of satellite call centers,
- Formulate industry matchings on agriculture, fisheries, and entrepreneurial
activities,
- Revision of tax codes and granting of tax holidays on selected investors,
- Revision of market codes particular on protecting local agricultural products,
- Re-assessment of the city development plan,
- Close partnership with GoNegosyo, TESDA, DOST, DOLE, DTI, et.,
- Revision of land use and identification of industrial and commercial parks,
- Re-assessment and efficient utilization of public infrastructures,
- Preparing the city for the opening of Panguil Bay bridge,
