SANGGUNIANG KABATAAN SCHOLARSHIP PROGRAM

1.0 LEGAL BASIS

In accordance with Section 8 (a) of the SK Reform Act of 2015 (RA No. 10742), the Sangguniang Kabataan
(SK), with concurrence of the Katipunan ng Kabataan (KK), shall formulate a three-year rolling plan
known as the Comprehensive Barangay Youth Development

Plan (CBYDP) which shall serve as basis for youth development projects, programs and activities in the
barangay.

Furthermore, Section 20 (c) of the same law provides that allocated SK funds shall give priority to
programs, projects and activities adopted in the CBYDP and Annual Barangay Youth Investment Program
(ABYIP) that will promote and ensure the equitable access to education.

2.0 INTRODUCTION TO THE PROGRAM

2.1 Vision

The Sannguniang Kabataan Scholarship Program envisions tertiary education to become accessible to
Barangay Nangalisan youth by providing them financial assistance emanating from the SK General Fund.

2.2 Mission

The Sangguniang Kabataan Scholarship Program aims to cater exclusive and continuing financial
assistance to Barangay Nangalisan youth through comprehensive and transparent selection,
examination and budgeting process.

2.3 General Program Policy

The Sangguniang Kabataan Scholarship Program shall serve as a continuing frontline educational
assistance program of the SK. As such, the Program shall be given priority in all budgeting processes of
the SK especially in the preparation of an SK Annual Budget.

3.0 GENERAL PROGRAM GUIDELINES

3.1 Application Process

3.1.1 The Office of the Sangguniang Kabataan shall release an official public announcement regarding
the launch of the SKSP, the schedule of the official receiving of the application period and the date for
the Sangguniang Kabataan-Scholarship

3.1.2 To efficiently utilize the vision and mission of the program, the SK Council shall scout applicants
from all over the puroks of the barangay. The SK Kagawads shall be tapped to disseminate the
information regarding the scholarship program. In order to widely gather youth applicants, they shall
use the social media to call out applicants.

3.2 Selection Process

3.2.1 The selection process shall be solely carried out by the Office of the Sangguniang Kabataan through
a working selection guidelines agreed upon by majority of its members in an official SK meeting.
3.2.2 The SK Secretary shall properly review the applications with the existing pertinent qualification and
admission guidelines and submit them to the SK Chairman for approval. The list of applicants submitted
by the SK Kagawads shall be the official applicants to be considered for the review of applications.

3.2.3 The final list approved by the SK Chairman shall be the only list of grantees.

3.2.4 Qualification and admission requirement shall be carried upon the selection of applicants to the
program. These include:

3.2.4.1 The applicant must be an identified bonafide resident of Barangay Natividad.

3.2.4.2 The applicant must be enrolled in a college/university.

3.3 Budgeting Process

3.3.1 The number of beneficiaries shall be subject to availability of funds. The budget needed for the
program shall be included and prioritized in the appropriated annual SK Budget.

3.3.2 The availability of funds shall require additional supervision of the SK Chairman and the SK
Treasurer with their sound discretion on the number of beneficiaries to be admitted to the program.

3.3.3 The declared beneficiaries shall immediately enjoy the scholarship perks for the semester
immediately proceeding the SK- SAT. An amount of two thousand pesos (Php 1,000.00) This amount
shall be strictly temporary in nature thus, the SK Council shall be deemed capable of identifying the
amount to be given to the scholars as per exemplified in the recent provision (3.3.2).

3.4 EFFECTIVITY

These Guidelines on the Application and Budgeting and Process for the SKSP shall take effect upon
approval of the SK Council through an SK Resolution.
