PURPOSE
The purpose of this Management System (MS) is to define sequence of events, interfaces and
responsibilities to ensure that inherent Safety is enhanced and risk to Health and Environment is minimized
by managing contractor’s performance.
Contractors are expected to perform in a manner consistent with Yanpet policies and business objectives.
I. SCOPE
This MS applies to all Contractors, Sub-contractors and their employees working within Yanpet units. It
addresses the selection and management of contractors to perform work such as: erection, maintenance,
inspection, repair, janitorial, supplementary manpower, or specialty work (e.g. industrial cleaning and
hoisting) during construction, major projects / modifications, turnaround, emergency shutdown and normal
operation.
This MS also covers contractors hired through Sabic Shared Services Procurement as well as Sabic
Engineering and Project Management (E&PM).

II. EXPECTED RESULTS
A. Reduction in the number and severity of incidents related to contractor services covered in this MS
scope
III. PROCEDURES
A. For SHE-MS definition and definitions related to this MS, refer to attachment#3 in SHE-MS-00.03.
B. In order to ensure compliance with the requirement of this element, Element Administrator (EA) has
been assigned in accordance with SHE-MS-00.01 to administrate this element.
C. The EA is responsible to ensure the development and implementation of this MS that is in accordance
with SHE-MS-00.03.
D. The EA is responsible to comply with SHE-MS-00.03 in order to manage changes to this MS.
E. The Administrator of this element shall comply with SHE-MS-00.05 to request clarification, variance,
and exemption of any requirement in this MS.
F. The administrator of this element shall ensure that positions assignment, Management Commitment,
Accountabilities and Responsibilities are in accordance with SHE-MS-00.01.
G. The administrator of this element shall conduct and participate in the element self annual audits
according to SHE-MS-00.06.
H. The Administrator of this element shall communicate roles and responsibilities to all positions/functions
involved in supporting the implementation of this MS via mechanisms such as:

I. Contractor Selection:
This cover the SHE performance related part during selection of contractor:
1 During contractor’s selection process, Yanpet end user department superintendent shall give
preference to previous “End of contract evaluation for contractor” (last 3 years performance) – Using
form SHE-F-503 (attachment #4)
2 Based on this feedback; Yanpet end user department superintendent shall fill Contractor SHE
qualification form SHE-F-504 (attachment #5). In other words: contractor(s) with or poor
performance (ex. If contractor has an ‘A’ or ‘B’ class incidents previously) shall not be awarded,
especially if the contractor has a high number of high severity accidents.
3 Prior to contractor selection; end user shall submit a certain set of documents to the contractor.
(Refer to sec V-D below).
K. Contractor Evaluation:
a. Yanpet end user department shall review the qualification and training records of their contractor
employees to ensure their competency to perform the job. This can also be done through
interviewing the contractor employees, review of their resume, etc. (interview form SHE-F-501
Attachment # 2 could be used for this purpose).
b. Yanpet SHE department (Safety Superintendent) shall evaluate the performance of each
contractor working inside Yanpet at end of each contract and annually at the end of the year for
on-going contracts by filling form (SHE-F-503: attachment # 4), the form than shall be kept in
file with SHE department, this form copy is to be sent to SMO in Yanbu. Safety Superintendent
shall also concludewether the contractor’s performance is satisfactory and to see if contractor
activities have contributed to the development of any incident in Yanpet.
c. Supply Management organization (SMO) shall only award the contract in consultation with the
technical / SHE evaluation done by Yanpet SHE dept.
A. Element Administrator:
Maintenance Or Operation Superintendent can fills this role.
In addition to the generic responsibilities defined in SHE-MS-00.01, Element Administrator is
responsible for:
1. Verifying the performance of Contractor SHE Management System after receiving a copy of
Contractor evaluation form SHE-F-504 (attachment #5) from end user.
2. Confirming that the Contractor SHE Management System is continuously functioning and meeting
its objectives through scheduled audits.
3. Ensuring the development and implementation of this Management System in accordance with SHE-
MS-00.03
4. Complying with SHE-MS-00.05 to request for clarification, variance and exemption of
Any requirement in this Management System
5. Communicating roles and responsibilities to all positions / functions involved in
Supporting the implementation and the use of this Management System.
6. Providing quarterly feedbacks to SHEMS Steering Committee to identify potential improvement
to this element as well as implementation status of previously identified and agreed
recommendations
7. Tracking identified improvement steps until implementation is completed.
In addition to the generic responsibilities defined in SHE-MS-00.01, line management is responsible for:
1. Collecting Feed backs from employees about the application and performance of contractors SHE
Management System using form “Contractor SHE Qualification” SHE-F-504 (attachment #5)
2. Enforcing the application of contractors SHE Management System.
3. Increasing subordinate’s awareness with respect to contractor SHE Management.
4. Participating to develop and achieve SHE objectives and targets.
C. Employee Participation
1. Ensure all contractor employees are provided with Fire Radiant clothing before entering the plant, all
contractor employees shall adhere and comply with this requirement before passing gate # 2. (refer to
procedure # SHE-P-0821 under SHE-MS-08.08)
2. Ensuring that all the requirements of Contractor SHE Management System are complied by the
Selected Contractor to perform a particular job within Yanpet premises.
3. Prior to contractor selection; Yanpet end user representative shall provide either the Contractor or Sabic
Shared Services Procurement (in case the contract is being issued by Sabic Shared Services
Procurement) or E&PM the following information:
a. Description of work required
b. Potential fires, explosives, toxic, health, environmental or unique hazards related to the
proposal work and the facility.
c. A copy of Yanpet SHE and SHEMS applicable procedures.
d. The need for a safety representative responsible for onsite SHE performance or supervision of
Contractor employee.
e. Responsibilities of Contractors. (refer to section: “F” below)
f. Job safety analysis (JSA) for critical jobs.
4. Receiving and evaluating training documentation from contractor representative that confirms contractor
employees have been trained / informed appropriately and have understood Yanpet safe work practices
and SHE Procedures for working at Yanpet. Contractor training documentation shall include the
following:
a. Name and ID number of Contractor employee.
b. Training curriculum as appropriate for each skill.
c. Date and duration of training.
d. Means used to verify that the employee has understood the training, such as training examination
results, certificates.
e. Name of person/department/organization conducting the training.
5. Ensuring that all contractor employees have received proper SHE orientation at Yanpet site. The SHE
orientation (presented by Yanpet safety specialist) shall address YANPET’s SHE rules/regulations,
incident reporting, emergency response requirements and SABIC Safety film for contractors and
visitors. (ref. Visitor SHE rules SHE-P-0803)
6. Yanpet security guards ensure that entry of Contractor employees into the facility is restricted and
controlled identification (ID) cards are issued by Yanpet security department to Contractor employees
only after they have received SHE orientation. Reference Form No.SSP-160-1 (attachment #1)
7. Yanpet safety specialist to inspect all cranes, vehicles and critical equipment brought by the Contractor
are checked and are complying with procedure # SHE-P-0802.
8. Ensuring that hazard assessment and risk evaluation are performed in cooperation with Contractor based
on the degree of risk -from previous experience- associated with the assigned work and workplace, using
standard JSA format used in Yanpet.
9. Ensuring that Contractors are informed on how to secure additional information.
10. Ensuring that Contractor employees are monitored by Yanpet shift supervisor to assure execution of
their assigned work in a responsible manner. The responsibility shall be assigned to a nominated
Yanpet employee to supervise contractor’s employees during work (ex. Shift supervisor).
11. Ensuring that SHE performance of Contractors are periodically (daily or weekly) evaluated through spot
checks and Field audits by area supervisor and ensuring that the work practices and conditions meet the
requirement of applicable SHE Management Systems and site SHE Procedures and work practices.
12. Ensuring that the contract documents include a provision that hold Contractors management
i. Accountable for any violation to SHE rules, work practices and applicable Government
ii. Laws / regulations by their employees.
13. Kick off meeting shall be conducted with awarded contractor arranged by end user department, See
check List (attachment #3)
14. Prepare and maintain a comprehensive file for each contract.
15. Scopes of Work, Invoices, Contract Close Out, Contractor Evaluation, etc. are well maintained in the
department filing archive.
16. Send Contractor annual / end of contract evaluation to Yanpet SHE department using form # SHE-F-503
(attachment # 4)
17. Ensuring contractor only hires physically and medically (ex. free of heart disease, high blood pressure)
fit workers for the intended job. Contractor shall provide a medical certificate to certify that contractor
employees is medically fit for the job, end user shall not provide the contractor with an ID without this
medial certificate.
18. To notify SHE-MS-05 element administrator with any contractor related incident (injury, property
damage or high learning value near miss) by email.
19. Yanpet end user department shall review the qualification and training records of their contractor
employees to ensure their competency to perform the job. This can also be done through interviewing
the contractor employees, review of their resume, etc. (interview form SHE-F-501 Attachment # 2 could
be used for this purpose).
20. Yanpet end user department evaluate the performance of each contractor working inside Yanpet at end
of each contract and annually at the end of the year for on-going contracts by filling form (SHE-F-503:
attachment # 4), the form than shall be kept in contractor file with end user department, this form copy is
to be sent to Yanpet SHE department and SMO buyer.
21. During contractor’s selection process, Yanpet end user department superintendent shall give preference

22. Based on this feedback; Yanpet end user department superintendent shall fill Contractor SHE
qualification form SHE-F-504 (attachment #5). In other words: contractor(s) with or poor performance

23. Prior to contractor selection; end user shall submit a certain set of documents to the contractor. (Refer to
sec V-D below).
24. Contractor yearly evaluation form (attachment #4) shall be kept in contractor file by contract owner
department.
25. Contract coordinator shall cascade Yanpet integrated EHSS&Q policy to contractor and shall
ensure they adhere to it.
26. Contract coordinator shall raise the MOC (SHE-MS-09) to approve all contrator’s temporary
buildings inside Yanpet.
F. Contractor Responsibilities:
Yanpet through the Management of Change –MOC- (SHE-MS-09), it’s the responsibility of contracts
coordinator department to raise the MOC.
13. Contractor employees adhere to applicable Yanpet safe work practices, SHE-MS-08, SHE procedures.
Contractor shall notify Yanpet end user department manager of any intended variation to the assigned
work or Yanpet safe work practices, SHE procedures such, as but not limited to: general SHE rules,
traffic rules, PPE, fall protection, equipment’s inspection before using to ensure the safety of equipment,
mobile equipment’s checks, etc.
14. Accountability of contractor employees for any violation to applicable Yanpet safe work practices and
SHE procedures.
a. 12. Compliance with applicable local legislation and regulations for Safety and Health of their
employees, facilities for their employees including medical care facilities and emergency
transportation at worksite, waste disposal, and other environmental rules and regulations.
15. Notify Yanpet line management (Shift Supervisor or equivalent) of any fires, explosions, toxic, physical
or unique hazard that may be caused by their work or of any risks identified during the course of their
activities.
16. Participate in the investigation of SHE incidents that involve their contractor employees as requested by
Yanpet Management (refer to SHE-MS-10).
17. Obtain approval from Yanpet prior to appointing a sub-contractor.
18. Requirements of this Management System are communicated to and adhered by any sub-contractor
hired by them.
19. The contractor (supervisor, manager, or safety officer) is responsible for notifying his personnel of
specific hazards, emergency procedures, safe work practices, and safety rules which must be followed
while on Yanpet site.
20. The contractor is responsible for supervision of his work force and any sub-contractors with regard to all
aspects of the project / work at Yanpet site. He agrees that all Yanpet applicable SHE Management
Systems and site SHE Procedures and work practices are understood by the workers and will be
followed.
21. The contractor will be responsible for providing his employees with medical care and first aid treatment.
Yanpet first aid facilities may be used only in an emergency situation.
22. The contractor is responsible for compliance with Yanpet SHE rules and regulations with regard to
furnishing their employees with all necessary personal protective equipment and all tools and equipment
needed to perform the service at Yanpet.
23. Head and eye protection shall be worn all time during performing the job at Yanpet. Hearing protection
shall be worn as required.
24. The contractor is not permitted to manipulate any switch controls, valves or instruments without
a. Advance approval from Yanpet end user department manager.
25. Practice good housekeeping all times. Do not leave materials or equipment blocking aisles, walkways,
stairs or roads and other paths.
26. All overhead work shall be marked with signs: “PERSON WORKING OVERHEAD”.
27. Contractor only hires physically and medically (ex. free of heart disease, high blood pressure) fit
workers for the intended job. The contractor shall provide a medical certificate for each worker to
Yanept end user department to certify that worker is physical, medically and mentally fit to work.
28. Contractor shall adhere and comply with Yanpet integrated EHSS&Q policy.
29. Contractor shall provide Fire radiant cloths to his employees working inside the plant units.
f. All contractor and sub-contractor employees have a qualification/ training record which is
accepted to end user.
