MESSAGE FROM UCI PRESIDENT

E very year, the UCI Road World Championships give rise to a level of excitement
and range of emotions that mark not only the athletes, but millions of fans worldwide eager
to witness this magnificent sporting show.
The prospect of winning the rainbow jersey and joining road cycling’s prestigious list of UCI
World Champions is a source of unparalleled motivation for cyclists competing at the very
top of our sport.
This year, that motivation will be all the higher, given that we are celebrating the centenary of
the UCI Road World Championships. Our 2021 UCI World Champions will be crowned exactly
100 years after Sweden’s Gunnar Sköld raced to victory in Copenhagen, Denmark, in 1921.
Since then, our UCI Road Worlds have crowned a great many champions, men and women,
who have contributed to our sport’s incredible history. Cycling’s ever-evolving story
continues this year in the renowned cycling region of Flanders. It would be difficult to find
a more fitting setting for this centenary edition than Belgium’s heart of cycling that is home
of great names such as Eddy Merckx, Yvonne Reynders, Johan Museeuw and Tom Boonen.
Flanders has already hosted our UCI Road World Championships four times – in Moorslede
in 1950, Waregem in 1957, and Ronse in 1963 then again in 1988 – and is also famous for its
organisation of some of the great Classics that see riders tackle the region’s challenging
cobbles and demanding “monts”.
We therefore have no doubt that the 2021 UCI Road World Championships wilI be of the
highest quality. For this, I would like to extend my sincere thanks to everyone involved in
their organisation, not least Flanders 2021, EventFlanders, the Flemish Government, the
host cities Knokke-Heist, Brugge, Antwerp and Leuven, as well as all the event’s partners,
sponsors, officials and volunteers, all of whom have an important part to play in the success
of this major competition. As always, we can also rely on the commitment and support
of Belgium’s National Cycling Federation, the Royale Ligue Vélocipédique Belge, and its
President Tom Van Damme.
The 2021 UCI Road World Championships will be a major celebration of the last 100 years.
The UCI has invited its former and current UCI World Champions from the world over to join
us in Flanders for this celebration, and to take part in numerous activities organised in their
honour. Never before have so many UCI World Champions been gathered in the same place
at the same time. Between 19 and 26 September, their number will swell when we discover
who will be crowned 2021 UCI World Champions.
We can be sure to witness exciting battles, and on behalf of the UCI, I wish the best of luck to
all participants in the centenary edition of the UCI Road World Championships.

WELCOME TO FLANDERS

Exactly 100 years after the very first edition which took place in Copenhagen in
Denmark in 1921, the UCI Road World Championships is coming home to the heart
of Europe, in the Flanders region of Belgium, from 19 to 26 September 2021. This
historical edition will be marked by different celebrations including a gala dinner with
former UCI Road World Champions as guests of honour.

Bordering the North Sea to the west, Flanders lies between the Netherlands and
France. Flanders is the northern, Dutch-speaking region of Belgium and is the
gateway to Europe. The main cities are Antwerp, Ghent, Brugge and Leuven.

Cycling is an integral part of Flanders’ heritage. With a terrain of winding, narrow and
sometimes brutal roads, the ancient cobbles stand testament to the pain, courage
and endurance of many of the most hardened cycling champions.

Races such as the Tour of Flanders – Ronde van Vlaanderen (one of the five cycling
Monuments) and Gent-Wevelgem in Flanders Fields offer a labyrinth of intricate routes
that weave between traditional villages and farmland. Flanders’ line between the epic
and the ordinary, the mortal and the hero, the dream and the reality, is sometimes as
thin as it gets. The region is the territory of the true “Flandriens”: strong and relentless
cyclists, who never give up and keep on riding, even in the most inclement of weather
conditions. In Flanders, the honorary status of “Flandrien” is only granted to cycling
legends such as Eddy Merckx, Johan Museeuw, Tom Boonen or Yvonne Reynders.

It’s more than just bicycle routes, Flanders is a unique place for every cycling passionate.
The cobbled climbs set it apart from other destinations. You can experience the four
K’s of Flandrien heritage: the fabled Koppenberg, the everlasting Kwaremont, the

real cyclist, must have conquered the Flanders’ bergs and cobbles at least once in
their life.

Flanders is an all-year-round cycling mecca. Every weekend in winter, there are races
in muddy, or frozen fields or forests.

Cycling - recreationally as well as competitively -, is not merely popular: it is deeply


loved in Flanders. The region was awarded the UCI Bike City Label in February 2021.
This label supports and rewards cities and regions which not only host major UCI
cycling events but also invest in developing community cycling, related infrastructure
and programmes.

The Flemish government invests up to 300 million euro a year to maintain or build
cycle paths. Safety is an absolute priority for cycle policy in Flanders. That’s why there’s
been heavy investment in the necessary infrastructure.

Flanders is equally ambitious when it comes to sport. This is apparent through the
region’s commitment to organising large sporting events and constructing modern
sports infrastructure, but even more so in the sports participation rate of its population.
Almost 65 percent of the population engages frequently in sport.

The races for the highly coveted rainbow jerseys of UCI Road World Champions will be
spread over four host cities: Knokke-Heist, Brugge (for the time trials) and Antwerp
and Leuven (road races).

Any teams, broadcasters, press and any other individuals planning to use radio equipment in Belgium
must request a licence for the use of private radio communication stations from BIPT (the federal
regulatory body responsible for regulating the electronic communications market, the postal market and
the electromagnetic spectrum of radio frequencies).

ANTWERP
Antwerp and Leuven will be the hosts of the road races. Both versatile, ambitious and
gems in their own right.
Antwerp is the world’s diamond capital and Europe’s second largest seaport. Antwerp’s
history and modern reputation have made it a magnet for creativity and youth. Antwerp,
a friendly and walkable creative centre, offers a natural mix
of old and new across its art, fashion and architecture..
Visitors fall in love with Antwerp’s charm from the moment
they arrive in its “railway cathedral”, a Central Station
considered among the most beautiful in the world.
From there, it’s a short stroll to many of the city’s other
architectural masterpieces, such as the Cathedral of Our
Lady and the Grand Place, home to the Town Hall and
the 16th century Guild Houses in which the reputation
of Flanders’ peerless craftsmanship was first forged.
These great historical buildings are also home to some of
the world’s finest works of art, produced by the Flemish

LEUVEN
Leuven is the fourth hometown of the UCI Road
World Championships. It is the capital of Flemish
Brabant, the region that will be the setting of the
Flemish circuit during the road races.

ACCESS TO FINISH MU - WE - ME - LEUVEN

For safety reasons, the cobbled sectors of Moskesstraat and Bekestraat on the Flandrien circuit will not be accessible for all the cars of the convoy
except for the vehicles of the commissaires' panel and the neutral service.
Two bypasses are to be noted for these sectors:
Moskesstraat: Leuvensestraat – Bollestraat
(right turn for cars on Bollestraat, straight ahead for riders on Leuvensestraat)
Bekestraat: Duisburgsesteenweg – Bekestraat
(straight ahead for cars on Duisburgsesteenweg, left turn for riders on Bekestraat)

SAFE DRIVING

Safety for all of the riders, race support personnel and spectators during the race is the number one
priority when operating a motor vehicle in the race convoy. Here is a summary of the main driving gui-
delines and regulations to follow and respect during the UCI Road World Championships in Flanders.

Have a valid a UCI license for the 2021 season (including third-party liability insurance)
- Obligation to respect UCI Regulations and Guidelines for vehicle circulation in the race convoy
- Each driver must focus on one thing: driving the vehicle in a responsible manner! It is recommended
that the Sport Director or the National Team Coach in charge consider being the passenger and an ex-
perience driver focus on driving the vehicle exclusively.
